MINUTES OF THE CIVIL SERVICE COMMISSION MEETING December 7, 2016 - 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Tom Kot Non-Members Mayor Dave Kline Present: Dr. Don Cooper Director of Law Megan Raber Police Chief Ron Williams ______________________________________________________________________________ The December 7, 2016 Civil Service Commission meeting was called to order. Minutes of the November 9, 2016 meeting were approved as published. Chairman Naso stated that the minutes are now being posted on the City’s website. Chairman Naso announced that the eligibility list for the position of Police Sergeant expired on December 2, 2016 and the eligibility list for the position of Cook/Food Service Worker will expire on December 16, 2016 and said that he would be calling Mr. Wood to remind him of that. Chairman Naso stated that Mr. Wood has requested an exam for the position of Cook Manager and said that we will be setting up a time with Mrs. Ramsey. The exam for Part-Time Records Clerk for the Police Department was given on November 30, 2016. Ten applications were received, seven persons took the exam and six passed the exam. Chairman Naso made a motion to certify the eligibility list with the six passing scores. Motion was seconded and carried. Chief Williams was given the list of six names with copies of their applications. Mr. Naso announced that there is a test scheduled for the position of Part-Time Firefighter on January 24, 2017 at the Community Center at 6:00 p.m. Mr. Naso mentioned that quite a few applications have already been received and it has not been advertised yet. Chairman Naso asked Chief Williams if he had received any responses from his staff concerning the document titled Proposed Amendment to Civil Service Rules Appointment of Police and Fire Chief which was prepared on November 8, 2016. The Chief said that he had not. Mr. Naso mentioned that he would be touching base with Fire Chief Passarelli concerning any responses he may have received. Mayor Kline stated that he did not want to speak for Chief Passarelli, but they had texted a little on the subject and he seemed to like the way it was, he liked the process, and liked everything that was going on about it. Page 2 December 7, 2016 Chairman Naso stated that he doesn’t know if we need a motion to do anything with this, but to submit it for legislation sometime in January. Mrs. Raber said that technically in the legislation we typically will say that the Civil Service voted to recommend the adoption of the Ordinance, so if you want to take an official vote, that would be appreciated. Chairman Naso made a motion to accept the document that we’ve been working on amending the Civil Service rules for the appointment of Police and Fire Chief as prepared on November 8, 2016. Mayor Kline thanked the committee that worked on this; from where we were to what we have today, I think this is good for the City of Tallmadge moving forward and I would like to thank Dr. Cooper, Mrs. Raber and the Commission and all the Chiefs that worked on this. I’m happy to put this in front of Council. Motion carried and passed. Chairman Naso stated that the Commission will probably meet one more time this month and then we have to do the Chairman thing again. Mrs. Raber said that this Ordinance will be on the Council Agenda for January and will have three readings. The public hearing will end up being in February sometime. Mr. Naso stated that we will probably have more things to legislate. He asked everyone present if they want to wait with this and do them all at once or just one at a time.
