MINUTES OF THE CIVIL SERVICE COMMISSION MEETING December 8, 2021 – 8:00 A.M. Members Present: Chairman Jan Naso Commissioner Christine Higham Commissioner Tom Kot Non-Members Director of Law Megan Raber Present: Fire Chief Mike Passarelli Director of Public Service Mike Rorar Director of Administration Dr Don Cooper Human Resources Manager Jill Stritch ______________________________________________________________________________ The December 8, 2021 Civil Service Commission meeting was called to order. Minutes of the November 10, 2021 meeting were approved as published. Chairman Naso announced that the eligibility list has been established for Road Superintendent. Commissioner Higham and Mr. Rorar conducted the interviews. Mr. Rorar thanked Mrs. Higham for sitting in on these and thought the interviews went well; all four were good candidates. Mrs. Higham agreed. Mr. Naso read the top three names from the eligibility list: Rodney Bailey, Wayne Corbett and Shane Nicely. Mr. Naso: I make a motion or move to certify the Road Superintendent Eligibility List. Motion was seconded and passed with no discussion. He handed the written list to Mr. Rorar. Mr. Naso asked Mr. Rorar if he knew who was going to be hired. Mr. Rorar stated, “Yes, and that would be Wayne Corbett.” Mr. Naso said that the same format would be used, the interview process; you need to post that for five days for the assistant position. Mr. Rorar asked about going outside and Mr. Naso said there would then be a written test, let us know what you want to do. There were no updates on the PT Records Clerk position. The promotion of the Police Sergeant position is still being processed. Two police officers have been hired. Mr. Rorar stated that a candidate will be offered a full-time position from the recent list established for PT/FT General Laborer. He mentioned giving another test because all other candidates on the list are not interested in part-time positions. The impending test would be for Part-Time only. Chief Passarelli briefly identified a candidate that has not responded to multiple attempted communications by himself and his secretary and requested his name be removed from the current list. Chairman Naso made a motion to remove Trenton Donald from the current Full-Time Firefighter Eligibility List. Motion was seconded and passed with no discussion. Page 2 December 8, 2021 Chief Passarelli requested that a test be given for the position of Battalion Chief in the latter part of January. This will be a written test and an assessment center. Commissioner Kot made a motion to consider for our chairmanship of the Civil Service Commission for 2022 a guy by the name of Jan Naso, who’s done a splendid job as a chairman since 2012 and since there are no term limits involved in this, I’m suggesting he would be the appropriate candidate, unless Commissioner Higham has someone else she would like to nominate. Commissioner Higham: I would whole heartedly agree with your nomination and second it. Motion was seconded with no discussion. Chairman Naso graciously accepted.
