MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
March 23, 2022 – 8:00 A.M.

The March 23, 2022 Civil Service Commission meeting was called to order. Minutes of the
March 9, 2022 meeting were approved as published.
Chairman Naso stated that a Full-Time Records Clerk Test was given, with two applicants taking
the test, both passed. I make a motion to certify the Full-Time Records Clerk Eligibility List
with two names. Motion was seconded and passed with no discussion. Mr. Naso gave to
Chief Williams the list and copies of the candidates' applications.
Mr. Naso asked Mr. Rorar for an update on the Full-Time Technician position that had been
certified at the last meeting. He stated that four interviews are scheduled for next week.
Mr. Naso mentioned this past Saturday, the Commission did a Police Captain’s Assessment
Center. Three candidates participated and it was completed successfully. The assessors said that
we have some top-notch people. When the results come in from Ramsey & Associates, we will
add their bonus points to the assessment scores and that information will be given to the Chief at
the next meeting.
Mr. Naso announced that an Assistant Road Superintendent Test has been scheduled for April 5.
The current list from the previous exam with two names on it will be combined with the new list.
There have been no applications received yet. The places of advertising were briefly discussed.
Chief Williams gave an update on the Part-Time Records Clerk position. He believes they will
be requesting a test. Mr. Naso told him to let the clerk know and she will set it up.
Chief Passarelli gave an update on the newly hired six Full-Time Firefighters and the
Lieutenant’s positions. He said they currently are in two-week training orientation and will be
assigned to shifts April 3. We decided on the Battalion Chiefs and the letters will go out today. I
am requesting a Lieutenant’s Test for six positions sometime in mid-May. I have selected the
study material and the same format according to Article 38 of the contract will be followed.
Seven persons are eligible to apply. Mr. Naso told the Chief to work with Allison to set that up.

Mr. Rorar asked if there was going to be a discussion concerning the Part-Time General Laborers
being hired outside of Civil Service. The Mayor answered he must figure out what he wants to
do to change the Civil Service rule. It is in the Union Contract. They are in the contract but can
opt out of paying dues. Mr. Naso told the Mayor to check with the union, then Council will have
to legislate something. He also mentioned that that would be something to do concerning the
Part-Time Records Clerk position also.
