CITY OF TALLMADGE BOARD OF CONTROL MEETING MINUTES March 18, 2022 9:00 a.m. City Hall Council Chambers Members Present: Mayor Kline, Service Director Rorar, Finance Director Gilbride, Law Director Raber, President of Council Loughry Excused: Meeting Chaired By: Mayor Kline Minutes: Tish Rowland I. Call to Order and Approval of B.O.C. Minutes for March 11, 2022 meeting. The Mayor called the meeting to order at 9:00 a.m. II. Adoption of Minutes. Mollie Gilbride moved to approve the minutes of March 11th B.O.C. meeting; seconded by Megan Raber. Vote to approve: 5/0. III. Authorizing the Mayor to enter into a contract with Cardinal Asphalt Company, Inc. for pavement maintenance. The base bid was $701,366.90; Alternate Bid #2 was $120,466.08. (as authorized in Ord. 2022-01) Rorar: Thank you for the rush on this, with prices uncertain I wanted to lock in prices quickly. Alternate Bid #2 is for JetPack gravel parking lot between facility and ministry. We received $103,000 from Waltco to pave that before they left. That money went to CIC and they currently have $290,000 in their budget, enough for costs over $103,000. Gilbride: The city owns the parking lot and CIC will lease so the CIC funds should be presented to Council for reappropriation. Mayor: We have enough funds in Capital Account to award both bids today. Raber: We can award pending Council approval. Loughry: It is important to explain Waltco paid $103,000 for that parking lot. Any time we are doing parking lots instead of streets that information should be clear. Raber: Asked about Alternate #1. Rorer: The Rec Center parking lot repaving, cost is $75, 782.00. $150,000 was set aside to do that this year, a portion was spent on HVAC filter system and upgrades. I’d ask Council to reappropriate some of remaining funds for the parking lot. Mayor: Asked if it is a priority because Council recently reappropriated funds from Asphalt to HVAC due to that system being obsolete in two months. Rorar: Yes, was budgeted in 2020 and 2021, put off due to Covid. We have sealed cracks, it is now sticky where Farmer’s Market sets up. Loughry: If unused funds will be carried over this should be done now. Gilbride: We won’t move to award it at this time; Council needs to approve reappropriation. These items should be two separate ordinances. Mayor: A change order for Alternate #1 can be done in the future. Rorar: We can present next week after talking with Council Thursday. Raber moved to approve contract for $701,366.90. Raber moved to approve Alternate #2 for $120,466.08, contingent on Council approval; seconded by Dennis Loughry. Vote to approve: 5/0 Adjournment: The meeting was adjourned at 9:11 a.m.
