CITY OF TALLMADGE BOARD OF CONTROL MEETING MINUTES March 11, 2022 9:00 a.m. City Hall Council Chambers Members Present: Mayor Kline, Service Director Rorar, Finance Director Gilbride, Law Director Raber, President of Council Loughry Excused: Meeting Chaired By: Mayor Kline Minutes: Tina Fiocca I. Call to Order and Approval of B.O.C. Minutes for February 25, 2022 meeting. The Mayor called the meeting to order at 9:00 a.m. Dennis Loughry moved to approve the minutes of February 25th B.O.C. meeting; seconded by Megan Raber. Vote to approve: 5/0. II. Authorizing the Mayor to enter into a contract with American Roadway Logistics for pavement markings. The base bid was $56,316.03 and the alternate bid was also $56,316.03. The alternate bid has them working between 7 pm and 5 am. (as provided in Ord. 2022-02) Rorar: Would like to do the alternate bid which is between 7 p.m. and 5 a.m. This is what they did last year, and it worked better and had less traffic and complaints. Only issue is the cool temperatures in the evening may cause delays. Rorar moved to approve the contract for the alternate; seconded by Dennis Loughry. Vote to approve: 5/0. III. Authorizing the Mayor to enter into a contract with Sable Asphalt & Concrete for Concrete Maintenance & Repair. The base bid was $216,275.00; with Alternate Bid #1 of $93,282.00 and Alternate Bid #2 for $103,922.00. (as provided in Ord. 2022-03) Rorar: He is confident with Sable. Alternate Bid #1 is for the promenade and Alternate Bid #2 is for the sidewalks. We have a bond from Bakers Acres for the sidewalks. Gilbride: The bond has been set aside. Rorar: Baker has done some sidewalks and the price may be less than $103,922.00. Gilbride: We have more than $103,922.00 of bond set aside for the project. Mayor Kline: Asked for a total of the contract. Gilbride: The total is $413,479.00 which includes the Bakers Acres money held in trust. Raber moved to approve the contract for $413,479.00 with the alternate #1 & #2; seconded by Dennis Loughry. Vote to approve: 5/0. IV. Consideration and approval of Change Order #1 for the Repair & Remodeling of the Tallmadge Police Station for an increase of $4,767.50 and a decrease of $3,500.00. This will increase the total contract to $277,891.50. Rorar: I may be back several times due to changes and calculations in the remodeling. Gilbride: Overall increase is $1,267.50. There was money budgeted for further remodeling that these funds will come out of. Loughry moved to approve; seconded by Mayor Kline. Vote to approve: 5/0. V. Consideration and approval of Change Order #2 for the Repair & Remodeling of the Tallmadge Police Station for an increase of $1,102.14. This will increase the total contract to $278,993.64. Rorar: This change order is due to the carpet going up the wall. When removed, the glue remained on the wall. This change order is a less expensive fix to removing the glue on the wall. Loughry moved to approve; seconded by Mayor Kline. Vote to approve: 5/0. VI. Authorizing the Mayor to enter into a contract through the Sourcewell Cooperative Purchasing Program for the Lease/Purchase of an Excavator for $88,011.24. (as provided in Ord. 2022-33) Loughry moved to approve; seconded by Mayor Kline. Vote to approve: 5/0. VII. Authorizing the Mayor to enter into a contract through the State Purchasing Program for the Lease/Purchase of a Freightliner Truck for $94,773.00. (This is authorized in Ord. 2022-34) Raber moved to approve; seconded by Gilbride. Vote to approve: 5/0. VIII. Authorizing the Mayor to Enter into a Contract for the Lease/Purchase of a Freightliner Truck and Snowplow Package through the State Purchasing Program. (as provided in Ord. 2022-34) Gilbride: The snowplow package goes along with the purchase of the Freightliner Truck. The quote was finalized yesterday for a price of $116,190.09. Gilbride moved to approve; seconded by Mayor Kline. Vote to approve: 5/0. Adjournment: The meeting was adjourned at 9:16 a.m.
