MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
December 7, 2022 – 8:00 A.M.

The December 7, 2022 Civil Service Commission meeting was called to order. Minutes of the
November 9, 2022 meeting were approved as published.
Chairman Naso stated that 18 people took the Police Officer Exam and 15 passed. After the
Agility Test, for those that showed up, there are four remaining people on the list. I’ll move to
certify the Police Officer Eligibility List. Motion was seconded and passed with no
discussion.
Mr. Naso said that we need to elect a chairman for next year. Mrs. Carano elected (made a
motion) Mr. Naso as Chairman of the Civil Service Commission for 2023 and Mr. Kot
seconded the motion. He also commended Mr. Naso for his knowledge of everything needed
to do the job and said Jan does a great job and I think that’s a good reason for him to
continue as Chairman and I thank him for that. Motion was seconded and passed with no
discussion.
The Mayor, on behalf of the City and the Administration, thanked and congratulated the three
commissioners for the phenomenal job they do. Historically, the City was very busy this past year
with the Fire Department.
The Mayor stated that for Civil Service, Chief Underwood was duly sworn-in starting November
28, 2022. Ceremonially, he will be sworn-in at Council tomorrow night, Josh Goldner was also
sworn-in as a Full-Time Firefighter/Paramedic beginning November 20, 2022 which opened up a
spot for Nick Sansom for Battalion Chief effective November 28, 2022. We have one spot open
because Nick was a Lieutenant. When Todd Hurd gets back from his vacation, I think he will
accept the position as Lieutenant which then fills all our spots. Mr. Naso said that that then
would exhaust our Lieutenant’s List. Mayor Kline stated that there were seven on the list, we
swore in six.

Mr. Naso mentioned hiring Police Officers through the emergency system instead of giving tests.
Over the next 12 to 18 months, you will probably see another three or four and if this is the
results we are getting from tests…we have the ability to hire under emergency situations without
giving a written exam. We might want to start looking at that process, but we still have time
maybe to give another test. You might want to talk to the Police Department about that. There
was an extended discussion on the situation and what our options are.
