MINUTES OF THE CIVIL SERVICE COMMISSION MEETING November 9, 2022 – 8:00 A.M. Minutes of the September 28, 2022 meeting were approved as published. Mr. Naso stated the first item on the agenda is to review Ordinance 2022-79. Mayor Kline stated that this ordinance is in front of City Council to amend and for Civil Service to review and make a recommendation. Looking at the Track Version, the first change is in the Law Department adding a Part-Time Law Clerk, status being non-classified. In the Police Department, there will be two Captains instead of one. This is a classified position that is tested for. And the last one is seasonal level I in the Rec Center that is going from eight employees to 12 employees just to help out in the Rec Center. These are all the additions/changes. Mr. Naso stated that the Police Captains are out of the bargaining unit. The Mayor said that everyone on this grid is out of the bargaining units. Mr. Bollas asked if the additional seasonal people could be moved from the Rec Center to Maca Park. The Mayor answered that this would make the pool of names larger for us to make adjustments in both places. Chairman Naso: Based on that, I will move to approve the recommended changes for proposed Ordinance 2022-79 establishing the number of non-collective bargaining employees by department and position pursuant to R.C. 731.08. The motion was seconded and passed without further discussion. Mr. Naso stated that the Police Officer Testing has been completed. There were 18 people who signed up and took the test; two of them failed; one was incomplete. Failure was based upon a video score that is on the attachment you have. Fifteen are currently active on the list. Sgt. McGee is working with them to get the agility test scheduled for November 15 at 1-2 p.m. and November 17 at 6-7 p.m. Both times take place at the Rec Center. We accept certificates from Tri-C and other places that offer agility tests also. Page 2 November 9, 2022 Mr. Bollas asked about the definition of the video score and the PSSA Part 1. Mr. Naso explained that there is a writing score and a reading score. I’ve never seen the video, so I don’t know exactly what it entails. The PSSA Part 1 is an integrity test and the PSSA is an implied bias test. We take certain percentages of the video, the integrity and the implied bias tests and that is how we arrive at the score. Mr. Naso addressed the typing test stating that he is not sure the Police Department wants that completed or not, but it was part of the grid. It will be their decision whether or not that is completed. Mr. Naso explained the situation with Ramsey & Associates. They are doing entry-level testing at this time and will incorporate the assessments at a later date. A brief discussion was had concerning other options. Mr. Naso said that when we are confronted with that decision, the Commission will talk it over with the department heads to see what they want to do.
