MINUTES OF THE CIVIL SERVICE COMMISSION MEETING
May 10, 2023 – 8:00 A.M.

The May 10, 2023 Civil Service Commission meeting was called to order. Minutes of the March
22, 2023 meeting were approved as published.
Mr. Naso explained that Utilities Superintendent Darrell Stineman has left the City.
Commissioner Kot participated in the interviews of the three candidates who applied for the
Utilities Superintendent position. Mr. Kot stated that during the course of the interviews, it was
apparent that Neiheiser was the best candidate. Mr. Rorar submitted a letter to Civil Service
about all the interviews.
Mr. Naso: I will move to certify the eligibility list for Utilities Superintendent. Motion was
seconded and passed with no further discussion. There are three people on the list, Stephen
Clark, Shane Knicely and Robert Neiheiser and Neiheiser was promoted to the position. As
Chairman, I approve them to go ahead to do that prior to certifying the list due to the nature of
that being filled as soon as possible.
Persons applying for the Technician I position have been interviewed after they have applied. We
have five names that we are going to certify today. It’s still being advertised and after this is
certified, as new people are added to the list, we’ll certify them in following meetings. Also we
hired two people already off of this list prior to certifying it for the same reasons that we did
Utilities, to get those filled as soon as possible. There are five names: Tom Hawkins, Ryan
Tompkins, David Osco, Anthony Casalinova and Joe Hedrick. Tom Hawkins and Casalinova
were hired. So I will move to certify the eligibility list for Tech I position. Motion was
seconded and passed with no discussion.

There were eight applications for Police Chief. They were screened by the Screening Committee
which Commissioner Kot was part of that. Mr. Kot stated that we have some very qualified
candidates for the position, it was good to see that. Of those eight candidates, they were awarded
their points based on their background. The five highest will move on to the assessment center.
Those five are Michael Caprez, Daniel Grispino, Agostino Micozzi, Douglas Bohon and
Christopher Ruehmer. We’re not certifying anything at this point. Once those five go to the
assessment center, the top three scores will then be certified. And from that point, there will be a
Technical Panel Interview and a Stake Holder Panel Interview similar to what we did with the
Fire Chief.
Chief Williams stated that he came here to ask for a Sergeant’s Test but needs to have a
conversation with Dr. Cooper and that will happen tomorrow.
Mr. Rorar asked to see the list of Technicians. I didn’t hear the name of Gasper Impiccini and he
started this morning. He scored the best out of everyone. Mr. Naso said it was his mistake and
he will be added to the list. There are six now on the list.
