COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, MARCH 9, 2015 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 3-9-15 to order at 7:04 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, Dir. of Finance Shanafelt and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets the second and fourth Thursday’s of the month for the Regular Council meeting and the preceding Monday’s are the Council Committee meetings. Council is divided into six different committees with one of the Council members acting as the Chair of that committee. Legislation is discussed thoroughly at the Committee meeting and the committee gives a recommendation to the Council of the Whole whether to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. Is there anybody in the audience who would like to address Council now is the time and you are welcome to come forward. GIVE 2nd READING 3-0 Approving and granting a conditional zoning certificate for special nonresidential develop- ment at 1077 East Avenue for construction of a barn and fence to house seven male alpacas. Ordinance 31-2015 At 2nd Reading. P.H. ON 4-9-15 @ 7:03 P.M. Amending the zoning map by rezoning the GIVE 2nd READING 3-0 property of applicant, HTH, LLC, dba Silver Star Motors, LLC on behalf of owner, West and Industry LLC, from Industrial-1 to Commer- cial-4 consisting of approximately 1.58 acres located at 257 West Avenue. ADOPT 3-0 Authorizing the Mayor to enter into a three-year contract with Great Lakes Recycling, Inc. dba Simple Recycling for the collection of soft recyclables in the City of Tallmadge and pro- viding for immediate enactment.
