COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, APRIL 6, 2015 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 4-6-15 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, Dir. of Finance Shanafelt and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets the second and fourth Thursday’s of the month for the Regular Council meetings and the preceding Monday’s are the Council Committee meetings. Council is divided into six different committees with one of the Council members acting as the Chair of that committee. Legislation is discussed thoroughly at the Committee meeting and the committee gives a recommendation to the Council of the Whole whether to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. Is there anybody in the audience who would like to address Council now is the time and you are welcome to come forward. No takers. GIVE 3rd READING 3-0 Approving and granting a conditional zoning certificate for special nonresidential develop- ment at 1077 East Avenue for construction of a barn and fence to house seven male alpacas. Ordinance 31-2015 At 3rd Reading. P.H. ON 4-9-15 @ 7:03 P.M. Amending the zoning map by rezoning the POLL AFTER PUBLIC HEARING 3-0 property of applicant, HTH, LLC, dba Silver Star Motors, LLC on behalf of owner, West and Industry LLC, from Industrial-1 to Commer- cial-4 consisting of approximately 1.58 acres located at 257 West Avenue. GIVE 2nd READING 3-0 Authorizing the Mayor to enter into a coopera- tive agreement with the Ohio Water Develop- ment Authority for planning and financing of the South Avenue Waterline and providing for immediate enactment.
