COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, AUGUST 24, 2015 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 8-24-15 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, Ass’t. Dir. of Finance Gilbride and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if there is anybody who would like to address Council, please come forward and state your name and address. I guess we have no takers. PUBLIC HEARINGS: None. ANNOUNCEMENTS: None. FINANCE Kim Ray – Chair Craig Sisak – Vice Chair Gene Stalnaker Ordinance 55-2015 At 2nd Reading. AMEND/ADOPT 2-0 WITH ONE Accepting a donation to the City of a garage ABSTENTION at 1046 North Munroe from the Tallmadge Historical Society and authorizing the Mayor to enter into a memorandum of understanding for its use and providing for immediate enact- ment. WITHDRAWN BY OWNER Approving and granting a conditional zoning certificate for special nonresidential develop- ment of Parcels 6007614 and 6007615 on East Avenue between Cambrian Drive and South Alling Road for construction of a well- ness senior living campus.
