COMMUNITY INPUT: Pres. of Council: Welcome to the students who are here this evening. Tallmadge City Council meets on the second and fourth Thursdays of the month and the preceding Monday meetings are the Committee meetings. At the Committee meetings legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. If there is anybody who would like to come forward and address Council, please come forward and state your name and address. I know we have a couple of things on the agenda so we will begin with that.  Cadet Girl Scout, Skylar Scott, will be presenting her community project to Council and the Administration. Mayor: Yes, thank you. Mrs. Scott phoned this afternoon saying that they could not make it here tonight and so we are scheduling her either at the next Council meeting or probably during the week and we will just accept that. What she is doing is the equivalent of the Boy Scouts Eagle Scout. It is the Girl Scouts portion and she is doing a project of bat boxes. She actually built about 15 different bat boxes and they are going to donate those to the City to put in the various parks. Then she has a whole schedule on how many mosquitos one bat eats and it is something that is really good for the environment to set these out at strategic locations. So, we are going to accept that and if we can get her for the next Council meeting; fine, but she is busy with school and so whatever we can work out with her, I will make sure that Council is aware of it.  REGULAR MEETING in Council Chambers @ 7:00 p.m. August 27, 15 Milt Mayhew, 111 Bierce Street, Tallmadge. It is a pleasure to be here this evening and presenting this award to the Tallmadge Parks and Recreation and Mayor Kline has a few comments that he wants to make also. I would like to make this statement, “The AARP Drivers Safety National Director is honored to present Tallmadge Parks & Recreation with the Inaugural Top State Host Award . . . (this is the first year that we have started this) for its outstanding support in 2014 and collaboration with local AARP Safety Driver volunteers to host the classroom based Drivers Refresher Course. The course is designed to help drivers feel safe and confident behind the wheel. AARP Drivers Safety plays a critical role in educating drivers and helping them maintain their safety and independent skills during today’s environment. The initiative would not be so successful without the support of our host organizations who generously dedicate staff, time, resources and facility space to serving older adults. I might say that Tallmadge Parks and Recreation has been our host for 20 years. Ever since I started back in 1995, and we really appreciate that, and it is not just one individual; it is the whole staff and the whole City of Tallmadge has supported this program throughout the years. From January 1 through December 31, 2014, Tallmadge Parks and Recreation offered four courses at its facility reaching many participants in Tallmadge and the surrounding areas. Throughout the State of Ohio over 200 hosts were active in 2014 and over 300 courses were offered throughout the State of Ohio. Nationwide, AARP Drivers Safety volunteers have worked with more than 18,000 local communities to offer more than 30,000 AARP courses each year. Tallmadge Parks and Rec was selected the Ohio host that reached the largest number of participants and is being honored with the award for 2014. The top state hosts are recognized based on the profound impact they make reaching drivers in their community. The course is open to drivers of all ages and AARP membership is not required to take the course. Nationwide over 15 million participants have taken the course taught by more than 4,000 AARP driver volunteers. The courses are available in all fifty states, the District of Columbia and U.S. Territories. Before I turn this over to the Mayor, I would like to say this that I really appreciate all of the support we have had. My wife and I have worked in the program for 20 years. She is the educator in our family; I was in sales and marketing, but now we are changing roles. She doesn’t want to speak although she is a certified instructor as well and so as a result, we actually work as a team and it makes it so much easier to do that. So at this time did you (the Mayor) want to say a few comments? Mayor: Yes, first of all I would like to thank Milt and his wife for doing this. You have been doing this now for 20 years and they have hosted 75 classes and a total of 1,350 participants. The average class size is 18 folks per class and that class started in 1996 at Lion’s Hall and then moved to the Community Center in 1999. I know when we have those over at the Community Center it is almost like we have to turn people away because you can only have so many there. So for both of you, thank you so much for giving the education. I hear nothing but positives from the folks that come out of those classes that really could use some refresher classes on drivers training and so thank you on behalf of the City. Mr. Mayhew: Well, I tell everybody; we only accept experienced drivers into the class! Everybody says, well I have been driving for 60 years or 70 years or whatever their age is, but my response is, “We only accept the experienced drivers.” As I said, I have been doing this . . . my wife and I have been doing this for 20 years and I have never taught a class that I haven’t learned something new myself. The statement is that everybody that has taken the course; they say that 95% of everybody who has taken the course goes away from the course with at least one or more items that they learned that they didn’t know before and so it is a very excellent course and as I said, it is open to all . . . I haven’t had any 100 years olds in my class yet, but I have had several 90 year olds and it is amazing how sprite and up to date these folks are and we cover the State laws . . . most people, if we would have you take a little examination; they are all self-analysis tests; we don’t take any grades and the majority of the folks would fail the course if they were graded. But, anyway, it has been a great time and at this point I would like to present this award to the Mayor first of all and it reads, “Tallmadge Parks and Recreation, Tallmadge, Ohio . . . this honor is given to organizations in the State that excel in supporting the importance of safe driving and the AARP Smart Driver course. We appreciate all you do to help us make our community safer for everybody.” Mayor: Thank you so much. It is an honor to accept this. Also, Jessica Simons is here from Parks and Rec. 6.A. ANNOUNCEMENTS: None. 7. REPORTS OF SPECIAL COMMITTEES: None. 2  REGULAR MEETING in Council Chambers @ 7:00 p.m. August 27, 15 8. AGENDA ADDITIONS: None. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW AND ECONOMIC DEVELOPER Mayor: I will start off with West Avenue actually. 125 West Avenue; that is the lot that the City owns in front of the old “Y.” We did receive plans and we have a tentative offer from a person to purchase that property and it is going to be a professional office building. The plans will be in front of our CIC coming up on September 14th I think is the date, but I am happy to announce that that vacant lot will have a beautiful structure on it. Last week on the 18th, I hosted a meeting here . . . actually I didn’t host it, but I just allowed the City of Akron to use chambers to talk about the master meter sewer agreement. They are finally getting to the spot where they are coming to the master meter contract people, Tallmadge is one of them; Cuyahoga Falls, DOES, Springfield and a couple of other communities. So, we are taking that agreement and that is being worked on. We are not happy with the agreement, but we are looking at it and we are actually hiring an outside engineering firm to help us to look at this thing. There will be more on this especially during the budget time. Also, Our Lady of Victory, as you can see up on the chart there, Fr. Mike and I have been working together to provide a celebration for our safety forces; with the Fire Department and the Police Department and we are going to invite all of Council or anyone who wants to go to the Catholic Mass or service at Our Lady of Victory. It is on September 27th at the 11:00 a.m. Mass and we are also inviting the surrounding communities in the area; the different fire departments and that. So, I am happy to announce that. Fr. Mike really came to us first to ask us about that. He really wants to take care of the safety forces. Item No. 10 on your agenda; Ord. 53-2015; I would request that you WITHDRAW that tonight. I know that you talked about that on Monday night. So, with that, end of report. Dir. of Pub. Service: I have a lot to report on since we have been gone for so long. I have talked before about the Itron Ertz that read the meters and transmits those readings to our computers. The defective ones; they are going to start replacing those on October 5th. The company that is doing it this time; we have had several discussions with them and they seem like a very good company and it is going to work out a lot better than the first company. The 2015 Sidewalk Program; the majority of that is done. We have our inspectors going out and checking the jobs. They found a few slabs here and there that they haven’t replaced yet and we are trying to finish up all of the concrete work and landscaping on those today. The Paving Program still continues. Munroe Road and East Avenue have been completed and they’ve milled Whittlesey and Maple and they expect to be back in the City tomorrow to start paving those. The Striping Program has begun and they will be in starting next week to resume that and hope to be done by mid-September. The South Avenue Waterline; all of the main line is in and they are working to do . . . they are doing pressure tests, bacteria sampling and starting to make the connections to that. Eastwood Glenn; you have an ordinance before you tonight to accept the utility easements and set the bonds. They have installed their water, sewer and storm sewer and they are getting ready to do the roads up there now. They need to get this passed so they can start selling lots up there. Woodridge; over off of Dunbar, they have their sanitary, water and sewer completed over there and they are beginning setup to put in the concrete curb and asphalt will follow there. You also have an ordinance before you tonight; Ord. 58-2015 for some changes to the Rec grid and they were approved by the Rec Governing Board and I will be happy to answer any questions on that when it comes up. End of report. Mr. Stalnaker: West Avenue looks great and the striping and everything and the flowers; the flowers are beautiful. But, on West Avenue; are they the only two lanes coming into the Circle that do not have a left hand turn arrow in the middle lane? I think all of the other streets that have two lanes coming down will have arrows to make a left-hand turn. Dir. of Pub. Service: It is just a four lane. Mr. Stalnaker: Yes; two lanes going one way. Like you are coming down here; you have the arrows in the middle to make a left-hand turn and on South Avenue . . . and Dir. of Pub. Service: Those are three-lane roads. Mr. Stalnaker: But they have . . . I guess what I am driving at is the arrows to make a left- hand turn. We don’t have any on West Avenue and it bothers me. I guess maybe I spend more time sitting in line on West Avenue than the normal people, but these people especially with a tag 76; I think that is Portage County and they will run right up and turn their right-hand turning indicator on and if they can’t squeeze in . . . and I have seen this twice in the last two weeks; they jump the brick island and there is room enough to get in between the sign and the car and my question is, “Why can’t we put arrows marking a left-hand turn only starting maybe at Sperry and a solid line like we have on the other streets coming into the Circle because somebody is going to have a road rage there someday and . . . Dir. of Pub. Service: The other streets are three-lane roads. They have a lane going either way and the center lane is for two-way turns. You can enter from either side. It is not just a dedicated left-hand turn only lane; either direction can turn. 3  REGULAR MEETING in Council Chambers @ 7:00 p.m. August 27, 15 Mr. Stalnaker: I know; I asked Mrs. Taylor years ago about the left-hand turn out here and she said that as long as they have a left-hand turn indicator on; they can turn back at Overdale and drive all the way down and stay in the middle lane. But these people, they get in that center lane and they don’t make a left-hand turn. Mr. Rensel: Mr. Stalnaker; I think I can help. As you are going east on West Avenue approaching the Circle, there are four lanes and what Mr. Stalnaker is saying and what all of us know is that the inside lane going east should be a left-turn only with a solid striped line between the curb lane going east and the center lane. That would prevent or at least from a regulatory standpoint, would prevent people from cutting back in. If they did and they had an accident; they crossed the solid white line. That is what he is referring to. Dir. of Pub. Service: I know what he is referring to because we see it every day. People go up there and try to cut in front. We can have an engineering firm look at it, but the white line you are talking about; is not used in that instance. That is for an intersection; for a dedicated left turn at an intersection. But, we can have an engineering firm look at it and maybe they can come up with something else. A lot of times you are just pushing that same situation just back further up the road. We can hire a company to look at it. Mr. Rensel: It is less dangerous up the road, but when it gets down to the island at the Circle; it can be testy. Dir. of Pub. Service: I can definitely hire somebody to do a study and make a suggestion. Mr. Rensel: Thank you. Thank you Mr. Stalnaker. Mr. Stalnaker: Thank you. Mrs. Kilway: Just continuing on with West Avenue; I do have a question. The new paving on West Avenue is great, except to me it seems like the manholes need to be raised a little bit. Dir. of Pub. Service: We turned in a punch list to ODOT of things that need to be done. There is other work too that needs to be done out there. ODOT is very slow to respond. This is considered a very small job to them and we are kind of at the bottom of the list. They are not good at communicating with us. Part of the problem is that the risers; the smallest risers you can get to put on a manhole is 1-1/2” and so a lot of those aren’t that deep and so if we try to put 1-1/2 then we have got it above the pavement and we have to taper up to it. Supposedly they are supposed to get back to us. Apparently there are areas that are holding water and they are supposed to come back for that. Mrs. Kilway: We have a very low riding car and it feels like we are going to bottom out every time we hit that. Dir. of Pub. Service: There are a couple of them that are pretty severe. Mrs. Kilway: One other thing too real quick is I just wanted to thank the Administration since we are with Public Service, in the school zone there is a sign that lists the speed limits at certain times. Thank you very much. I know that we had talked about that a couple of times and I noticed it the other day and so thank you. Dir. of Finance: Thank you Mr. President. You have the July reports in front of you. The end of July marked a point in the year where we are almost 60% of the way through the year. Our General Fund has collected 60% and so it is right on track of what the estimated revenue was. Income Tax is 5% ahead of last year at this time and it is slightly ahead of estimate as well. Our unencumbered balance for the General Fund is a little over $4.5 million. Just a quick note, as of the end of July of 2015, Income Tax is up 29% over the end of July of 2011 and so that is basically an average of about 7.25% a year. We are growing. Local Government; it looks like Local Government Funds will exceed our estimates. We are receiving more than we thought. The Fire Fund unencumbered balance is almost $284,000. The Street Maintenance is a little over $132,000. Sewer Operating Fund has a balance of a little over $1.1 million. Water Operating is nearly $2 million. Storm Water is just a little under $200,000 collected. We are also working on the 2016 Budget and getting revenue estimates put together so we can start working on that. We also have filed a Continuing Disclosure filing for the City’s annual information for fiscal year 2014 with the Municipal Securities Rule Making Board which basically outlines our debt instruments and so forth. It is about an 88 page document but that has been filed and it is keeping us in compliance with those regulations as well. That’s all I have unless you have questions. Dir. of Law: Thank you. I will keep it brief. It has been a busy summer but today I did receive good news from the Stow Municipal Court; we have now received feedback that we will not have to pay any fees associated with the court for the fourth year in a row and so that is good news for budgetary purposes. Thank you. End of report. Economic Developer: Thank you. I attended the WardJet open house today. It was their 20th year anniversary and their annual open house and we are very glad to have them. They continue to take more and more space at S. D. Meyers and also I am happy to announce that we like when Tallmadge businesses do business with other Tallmadge businesses and Akron 4  REGULAR MEETING in Council Chambers @ 7:00 p.m. August 27, 15 Economic Developer (Cont’d.) Gasket, actually Kim’s family’s business, bought a kit from WardJet and it is a $400,000 expense and so that is good and there was a nice write-up in the Water Jet News on that. I also met today with the Director of Development and Services, Mr. Goodman, from the State with the Greater Akron Chamber. The focus of what we would like them to take back to Columbus is to focus on incumbent employee training and that is where you train and you help offset payroll to an existing employee to promote them and then you backfill. The biggest problem that most of us Economic Developers get all the time is that it is easy for an employer to fill ground level positions, but then once someone proves that they are drug-free and capable and motivated and shows up to work and has some skills; when they want to promote; it is risky to do that without educating them. So, the focus is that incumbent training as opposed to just hiring somebody that is unemployed. The other big focus is to try to get economic development folks and educators to talk together. We have a big disconnect between Jobs Ohio and the Department of Education because Voc Ed is so slow to change and so what is needed now from a high school graduate is not available to teach them unless they wait to graduate and then go to a trade school for instance. We want to close that gap and have kids or young people learn a trade as well as still taking college curriculum so that they can get a job and then maybe offset the cost of college. So those are the two big things. In Portage County/Tallmadge, John Anderson’s company . . . I think over the years John has been in four different buildings in the City and he chose to retire and close the company and negotiated the sale of assets to another gentleman who is going to bring new investment and expand over on the Parkway and so that is good news. Lastly, I have some residential real estate figures if anyone would want them, but one thing that is significant is that single-family residential homes sales year-to-date, over $200,000; we have had 26 of those. Days on market is 54 from pending to close. So, actually, no; from listing to close. It typically takes approximately 30 days to close. Along with that you normally have 14 days to do your home inspection and those kinds of things and so if you add those 44 days out; our days on market in reality are 10 days. Another real interesting figure is that the average price; the average sale is $249,000 and the average list was $262,500 and so that means that our sale price to list price was 99.25%. That is like unheard of. So the bottom line is that with a lack of inventory; it makes it a seller’s market and if it is priced right, it will sell very quickly. It is a nice building and you can see the building beside it; maybe we will paint that one scarlet and gray also. Mayor: I am very happy for Pat Gaffney being able to retire. Actually he and I started very close to the same time and he is out enjoying himself and I am sitting here in Council Chambers, but I am enjoying myself also. Pat Gaffney was . . . what a great employee and what a great representation of the City of Tallmadge to Tallmadge residents and he truly had the heart of the patient at all times. When it came to fires; he was top notch. He will be missed and is missed and good for Pat! Dir. of Law: I just want to also echo those comments. Chief Gaffney was a pleasure to work with and he was a consummate professional and he always knew what was going to be needed before I asked for things. He was always very good at communicating with not only his Fire Department personnel, but also with all of the Administration and so I wish him all the best and I hope he has a wonderful and happy retirement. Mrs. Ray: I would echo what Mr. Kline and Mrs. Raber said. I always said that I felt a little bit safer when I drove by and I saw that Pat was at the fire house. I do wish him a very, very happy retirement and thank him for his many years of service. 6  REGULAR MEETING in Council Chambers @ 7:00 p.m. August 27, 15 Mr. Rensel: Our intersections come through youth programs with the Fire Department and Mr. Gaffney was always cooperative. When the seasons were dry like they are right now, they were watering the fields to help us run a soccer program. In terms of health and safety; they helped us coordinate AED’s which are now commonplace around the community. So, hats off to Mr. Gaffney for his operation and service to the youth as well. He even responded to a call when he was off duty one time to my house of all things; he was visiting his sister and brought the rescue squad to my house. Nothing got in his way. Mr. Stalnaker moved for the adoption of Res. 14-2015. Seconded Mr. Rensel. Mayor: Most of us know Steve Wood; I think most of you should know Steve Wood. What a legacy of their family from Dick Wood, Tom Wood and Steve Wood; all on the Fire Department as part-time and Dick was a volunteer and then he became Captain Wood and Steve Wood was on the Tallmadge Fire Department again back in the day and then he became full-time with the City of Stow. So Steve then worked his way to the City of Stow and became a Captain at the City of Stow and for health reasons, he was forced to retire, but our hats go off to Steve Wood. ADDITIONAL ITEMS: Mayor: Yes, Mr. Chairman. Just briefly, and I did not bring it up in my report, but we did have a house fire today. It was at 4:00 a.m. on South Munroe Road. The Fire Department did an excellent job in stopping it. It was on the second floor. They saved the house and it was knocked out really quickly and it was on South Munroe just down from the fire station. So hats off to the new Chief and his team. It really worked out well. 21.
