COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES TUESDAY, SEPTEMBER 8, 2015 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 9-8-15 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray is on her way in, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber,. Dir. of Finance Shanafelt and Economic Developer Loughry. COMMUNITY INPUT: Pres. of Council: Thanks to all the students who are here this evening. Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if there is anybody who would like to address Council, please come forward and state your name and address.  Cadet Girl Scout, Skylar Scott, will be presenting her community project to Council and the Administration. Skylar Scott: I am a Girl Scout and I am trying to get my Silver Award which is the second award a Girl Scout can earn. I made ten bat houses to donate to the City. I decided to make bat houses because they spread West Nile disease and they can give dogs heartworms and cats heartworms and they eat their weight in mosquitos each night and so they would drastically decrease the population of mosquitos. Pres. of Council: Super. Mayor: On behalf of the City I thank you for doing this. It is a great project and it is great what you are doing to become a Cadet and it is just a tribute of what you folks do in our community to make our community much better and by doing these bat houses . . . when they called me and asked if they could do this and would I install them in the parks I said that I would love to do that and she is going to give us instructions on how to install them; they are so many feet off of the ground and the bats will then live in there and as she said, one bat can consume their body weight in one night and so through Maca Park and Howe Road Park and that, I think it is going to be a great opportunity to help our mosquito population. Thank you so much. Council members; any comments? Mr. Sisak: I take it you go to Tallmadge High School? Skylar Scott: Yes. Mr. Sisak: What year are you? Skylar Scott: Ninth. Mr. Sisak: What is your favorite class? Skylar Scott: Math. Mr. Sisak: Excellent, excellent. What do you want to do when you grow up? Skylar Scott: I have no idea. Mrs. Ray: Skylar, how long did it take you to build those houses? Skylar Scott: About two months. Mrs. Ray: Well, thank you very much. It sounds like it was a great project. Skylar Scott: Thank you. ADOPT 3-0 Accepting the dedication of utility right-of-way within the Eastwood Glen No. 2 Planned Residen- tial Single-Family Development for public purposes; setting performance and maintenance guarantees therefore, and providing for immediate enactment. FINANCE Kim Ray – Chair Craig Sisak – Vice Chair Gene Stalnaker Ordinance 58-2015 At 2nd Reading. GIVE 2nd READING 3-0 Amending and supplementing Ord. 87-2014 to amend rates, charges, and fees for all recreational facilities and providing for immediate enactment. Ordinance 60-2015 At 2nd Reading. ADOPT 3-0 Authorizing the Director of Public Service to certify delinquent utility fees to Portage County Auditor for collection with real estate taxes and providing for immediate enactment. ADJOURNMENT: Mr. Sisak moved to adjourn. Seconded Mr. Rensel. Voice vote 7-0. The Council Committee meeting of 9-8-15 adjourned at 7:21 p.m. sb 2
