COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, MARCH 7, 2016 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 3-7-16 to order at 7:06 p.m. I would like to thank the Fire Department for the demonstration. That is why we are starting a few minutes late this evening. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, and Dir. of Finance Gilbride. Mrs. Ray was excused. COMMUNITY INPUT: Pres. of Council: I would like to welcome the students who are here this evening. I think we have one student here who is going to address Council; Tommy Kilway. Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if there is anybody who would like to address Council, please come forward and state your name and address. No one responded. PLANNING & ZONING Craig Sisak – Chair Kim Ray – Vice Chair Carol Kilway Ordinance 23-2016 At 3rd Reading. AMEND 3-0 Approving and granting a conditional zoning certificate for special nonresidential development to applicant Pavlak Enterprises Incorporated on behalf of owner Mary Kathryn Markle for operating a car wash located at Parcel No. 6010144 on Southeast Avenue. FINANCE Kim Ray – Chair Craig Sisak – Vice Chair Gene Stalnaker Ordinance 31-2016 At 3rd Reading. ADOPT 2-0 An ordinance providing for the issuance and sale of notes in the maximum principal amount of $1,500,000, in anticipation of the issuance of bonds, for the purpose of reconstructing North Avenue from Tallmadge Circle to Heritage Drive, in cooperation with the Ohio Department of Trans- portation, including constructing storm water management facilities, improving intersections, acquiring real estate and interests in real estate and constructing and installing all related improve- ments, and providing for immediate enactment. Ordinance 35-2016 At 2nd Reading. REJECT 2-0 Authorizing the Mayor to enter into a contract for the lease/purchase of a Hydrovac Truck through the State Purchasing Program and providing for immediate enactment. ADOPT 2-0 Accepting the grant from Akron General Medi- cal Center to offset the cost of purchasing one AutoPulse Automatic CPR device and providing for immediate enactment; appropriating the necessary funds and providing for immediate enactment. Ordinance 38-2016 At 2nd Reading. ADOPT 2-0 Authorizing the appropriation of funds from unappropriated fund balances and providing for immediate enactment. Ordinance 39-2016 At 2nd Reading. Accepting grant funds from CSX Beyond our Rails Non-profit Grant; appropriating the necessary funds and providing for immediate enactment.
