Tallmadge City Council Regular Business Meeting (2013-2019)

REGULAR MEETING in Council Chambers @ 7:00 p.m. February 25, 16 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, February 25, 2016 to order at 7:00 p.m. 2. PRAYER: Tammy Saterfield, Span Ministries, Tallmadge. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mr. Donovan, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso – present. Also present were Mayor Kline, Dir. of Finance Gilbride, Dir. of Pub. Service Esler, Dir. of Law Raber, and Clerk of Council Burton. Mrs. Kilway was absent. 4. MINUTES: 2-11-16 Regular Council meeting minutes. Mr. Sisak moved to approve the 2-11-16 Regular Council meeting minutes. Seconded Ms. Tricaso. Voice vote 6-0. The 2-11-16 Regular Council meeting minutes were approved by a vote of 6-0. FINANCIAL REPORTS: None. 5. PUBLIC HEARINGS: None. 6. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular Council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in our meeting. If anybody would like to address Council, please come forward and state your name and address. Welcome students. It’s nice to see you this evening. 6.A. ANNOUNCEMENTS: There will be a short Investment Board meeting following the Regular Council meeting. 7. REPORTS OF SPECIAL COMMITTEES: None. 8. AGENDA ADDITIONS: None. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW AND ECONOMIC DEVELOPER Mayor: I will be real brief. Planning & Zoning meets next week on Thursday and there are four items on the agenda. Just to let Council know, the Grotto site, down there on Northwest Avenue; they will be in front of Planning & Zoning for the first time. It is the same group that came for the East Avenue Project going up the hill; they elected to look at that site on the old Tallmadge Springs site for those of you that are long-time residents of Tallmadge. But, they have reduced the project style to a single building and that is special non-residential development of 64,000 square foot skilled care nursing facility; 60 beds for skilled care and 30 beds for the assisted living side. So, the building really looks nice. It is a great location for it. I am excited about that. . Then the Pavlak Enterprises there on Erie Drive and Southeast Avenue; they did modify their plans to make the ingress/egress from both Southeast Avenue all the way to Erie. Then, Ohio Health Benefits; they are back for a site modification. That is the lot in front of the old “Y” on West Avenue. That has already been through Planning & Zoning before and they got their approvals, but they are modifying the site due to some of the earth and the ground underneath. Then the extension of the Hederson subdivision on Jennifer Trail; that is at the final stage and the final plat will be presented to Planning & Zoning and it depends on what Planning & Zoning does next Thursday; they will go ahead breaking ground on that and moving that project on. There will be four new lots and four new houses being built up in that area. Then on your agenda tonight; Item 22; Ord. 22-2016 is ready to go and the personnel ordinance; I had asked you to poll on that for the Fire Department contract; I would ask Council to just give that a 3rd Reading and we don’t need to poll on that. It will be ready at the next Council meeting. We just have one more item that I am working with them on. Also Item 14; the Woodridge Subdivision; that is ready to go. Thank you. End of report. Pres. of Council: For the record, Mrs. Ray is here and it is 7:05 p.m. Are there any questions for the Mayor; Mr. Rensel. Mr. Rensel: Mr. Mayor; the issue with the modifications at Jennifer Trail; that doesn’t come before Council? Mayor: No. Mr. Rensel: I’m not telling; I am asking. Mayor: Setting the performance bonds . . . Dir. of Pub. Service: The performance bonds, the maintenance bonds and accepting . . . Mr. Rensel: Council will have to vote on that? Dir. of Pub. Service: Yes. First Energy and AT&T will begin working on North Avenue in the next two to three weeks. Edison is going to be installing some new poles on the east side and on the west side; AT&T is putting in some new lines all underground. We ordered 2,200 tons of salt this year. Last snowstorm; we had 5-8” of snow and we utilized ten (10) 2-1/2 ton trucks and two (2) one-tons doing cul-de-sacs and two (2) one-tons doing parking lots and a backhoe doing cul-de-sacs and they were able to get the City done in ten (10) hours and that is the best record they have had so far; the record that preceded that was a 6” snow and they got done in eleven (11) hours.  REGULAR MEETING in Council Chambers @ 7:00 p.m. February 25, 16 Dir. of Pub. Service (Cont’d.): Ordinances 32-2016, 33-2016, 34-2016 and 36-2016 are all pieces of equipment that were budgeted for. I would like to ask for those at 1 st Reading adoption. Ord. 35-2016; we can just give a 1st Reading. Pres. of Council: Can you read those again? Dir. of Pub. Service: Sure. Ord. 32-2016 is a 2-1/2 ton freightliner and that is for snow control. The Case Backhoe is Ord. 33-2016; the Ford 550 Dump Truck is Ord. 34-2016 and 36-2016 is just selling and trading equipment that will be in these bids. Pres. of Council: OK, so 18, 19, 20 and 22? Dir. of Pub. Service: Yes. Dir. of Finance: I just want to let everybody know that we did receive notice from the Ohio Water Development Authority this week that one of the loans that we took out for the Northeast Avenue Pump Station; we did receive a rate reduction and so that will be about a $57,000 savings over the life of that loan which ends in 2029. It is nice that when they receive reductions in their interest rates through bond issuances that they can pass that on and so that is a benefit of borrowing through them instead of issuing our own and having to refinance; we kind of just receive the benefit without having to do anything. That’s all I have. End of report. Mr. Rensel: Is that savings over the entire life of the loan or is does that rebate back to us? Dir. of Finance: No, that is over the life of the loan and so they reduced our payments going forward over the rest of the life of the loan. It saves us about $1,500 on average on the payment. PERSONNEL Authorizing the Mayor to enter into an agreement with the International Associa- tion of Firefighters, Local 2764 and pro- viding for immediate enactment. PLANNING & ZONING Approving and granting a conditional zoning certificate to applicant David Pelligra & Architects, Inc. on behalf of property owner Faith Bible Fellowship for a religious place of worship on a 2.507 acre site at 126 West Overdale Drive. FINANCE Authorizing the Mayor to enter into the necessary contracts for the purchase of a 2-1/2 ton truck through the State Purchas- ing Program and the ODOT Cooperative Purchasing Program, or local preference as allowed by ordinance and providing for immediate enactment. FINANCE An ordinance providing for the issuance and sale of notes in the maximum principal amount of $1,500,000, in anticipation of the issuance of bonds, for the purpose of re- constructing North Avenue from Tallmadge Circle to Heritage Drive, in cooperation with the Ohio Department of Transportation, in- cluding constructing storm water manage- ment facilities, improving intersections, acquiring real estate and interests in real estate and constructing and installing all related improvements, and providing for immediate enactment.
