SPECIAL REGULAR COUNCIL in Council Chambers @ 6:00 p.m. May 22, 13 1. CALL TO ORDER: Acting President of Council Maguire called the Special Meeting of Regular Council on Wednesday, May 22, 2013 to order at 6:01 p.m. 2. PRAYER: Silent prayer. PLEDGE OF ALLEGIANCE: 3. ROLL CALL: Mrs. Kilway, Mrs. Ray, Mr. Sarver, Mr. Stalnaker, Mr. Donovan and Acting Pres. of Council Mr. Maguire – present. Also present were Mayor Kline, Ass’t. Dir. of Finance Gilbride, Dir. of Law Raber, Director of Public Service Esler, Economic Developer Loughry and Clerk of Council Burton. Acting Pres. of Council: We have three ordinances. The first item on the agenda is Ord. 58-2013. FINANCE Kim Ray – Vice Chair Gene Stalnaker Ordinance 58-2013 At 3rd Reading. ADOPT Authorizing the appropriation of funds and the reduction of appropriated funds for the Water- Was Recalled, Reconsidered line Looping Improvement Project and pro- and Amended 5-9-13 viding for immediate enactment. Mrs. Ray moved for the adoption of Ord. 58-2013. Seconded Mrs. Kilway. Roll Call: Mrs. Kilway, Mr. Maguire, Mrs. Ray, Mr. Sarver, Mr. Stalnaker, Mr. Donovan – unanimous. Ord. 58-2013 is adopted by a vote of 6-0. Mr. Sarver: Point of order. Before you call for the vote; ask for discussion. There won’t be any on these because we have already discussed them. Acting Pres. of Council: I apologize. Thank you. PUBLIC SERVICE Kim Ray – Chair Jack Sarver – Vice Chair Carol Kilway Ordinance 64-2013 At 2nd Reading. ADOPT Authorizing the Director of Public Service to advertise for bids and the Mayor to enter into a contract or contracts with the lowest respon- sible bidder for various areas of 111 West Avenue to be bid separately and providing for immediate enactment. Mrs. Ray moved for the adoption of Ord. 64-2013. Seconded Mrs. Kilway. Acting Pres. of Council: Is there any discussion on the ordinance? Hearing none; roll call. Roll Call: Mr. Maguire, Mrs. Ray, Mr. Sarver, Mr. Stalnaker, Mr. Donovan, Mrs. Kilway – unanimous. Ord. 64-2013 is adopted by a vote of 6-0. FINANCE Kim Ray – Vice Chair Gene Stalnaker Ordinance 67-2013 At 1st Reading. ADOPT Authorizing the expenditure of certain sums for the 2013 Memorial Day celebration in the City of Tallmadge and providing for immediate enactment. Mrs. Ray moved for the adoption of Ord. 67-2013. Seconded Mr. Stalnaker. Acting Pres. of Council: There is a motion by Kim Ray to adopt the ordinance at 1st Reading and seconded by Mr. Stalnaker; any discussion? If you recall, it has always been $200 and this year they did ask for an additional inflationary fee. Mr. Sarver: Right. I just wanted to clarify that.
