Tallmadge City Council Regular Business Meeting (2013-2019)

REGULAR MEETING in Council Chambers @ 7:00 p.m. February 27, 14 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, February 27, 2014 to order at 7:00 p.m. 2. PRAYER: Rev. Bill Michaels, St. Mark Lutheran Church, Tallmadge. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mr. Donovan, Mrs. Kilway, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso – present. Mrs. Ray was excused. Also present were Mayor Kline, Dir. of Finance Shanafelt, Dir. of Law Raber, Economic Developer Loughry and Clerk of Council Burton. 4. MINUTES: 2-13-14 Regular Council meeting minutes. Mr. Rensel moved to adopt the 2-13-14 Regular Council meeting minutes. Seconded Mrs. Kilway. Voice vote 6-0. The 2-13-14 Regular Council meeting minutes were adopted by a vote of 6-0. FINANCIAL REPORTS: None. 5. PUBLIC HEARINGS: None. 6. COMMUNITY INPUT: Pres. of Council: Council meets on the second and fourth Monday and Thursday of the month. Monday is our Committee meeting and we allow quite a bit of time for community input. Thursday meetings are business meetings where we actually vote on the legislation that was discussed on Monday and we do have a little bit of time for community input, so at this time if anybody would like to address Council? No one responded. 6.A. ANNOUNCEMENTS: None. 7. REPORTS OF SPECIAL COMMITTEES: None. 8. AGENDA ADDITIONS: None. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, AND DIRECTOR OF LAW. Mayor: I will give you a brief update on our Moving Ohio Forward Grant; that is the demo grant that allowed us to demo homes in Tallmadge; 149 Ferguson, 865 South Munroe, 402 South Avenue and 1240 Broadview. All of those homes have been demoed and removed. South Avenue; ironically the day it was moved and bulldozed over; they started digging a hole for a new foundation. So, that is what it is all about; getting rid of some old blight and getting a new structure going up. An update on 26 Nottingham and 1002 Eastwood; through the help of the Finance Director, Steve, we were able to work with the County to get that put over to the City’s name; only the tax portion of it and it goes to Sheriff’s sale in the next couple of weeks and hopefully by April we should be able to have those parcels into Tallmadge’s name where we can then demo those. But the problem with getting these to get demoed; you have to have somebody sign off on it. If it is in a foreclosure or if it belongs to a person; if they don’t sign off on it, then we can get it demoed. But 26 Nottingham and 1002 Eastwood are both looking like we are going to get those demoed. The last one; 87 Southeast Avenue. That should be coming down here within a week or so. That is right across from Bierce’s; the green house, not the garage portion, but the house itself. So we are able to get that knocked down. So we are real happy about that. Pat Sauner has done a great job on that program. The Comp Board . . . not the Comp Board, but the Comprehensive Plan; I talked to Mr. Hartt today and he is moving along on that. We will be able to have some more updates within the next four weeks on that. So we will get Council involved with that. The Girl’s Basketball team plays this Friday night out in Lake and also the Boy’s Basketball team won last night and they are playing Saturday night here in Tallmadge and so if you have the opportunity to go to those two games. It was a good game last night with the boys. There was a buzzer shot to take it into overtime and so it was a pretty exciting game. nd I would ask for your consideration on Ord. 33-2014 and you are only going to give that a 2 Reading but that will allow us to go to the school bid and we can talk about that when it st comes up. Then at 1 Reading; Ord. 37-2014. That is for the soccer field. I would ask for your consideration to allow us to go out to public bid on that. End of report. Dir. of Public Service: I will give you a little update on snow control. The salt dome holds 1,400 tons of salt and as of this morning we have about 1,300 in it and so we are good for the weekend. We are supposed to get 4 to 12 inches over the weekend now. We have used 4,264 tons of salt this year and the previous season we used 3,073 tons and so we have a difference of 1,191 tons. Overtime so far this year is 2,027 hours and for the 2012/2013 season was 1,378 hours. That is a difference on 649 hours and we still have a ways to go. We also had quite a lot of costs in vehicle repairs from snow plowing. The trucks take a beating and we had to put a lot of money into those because of the extended snow season. So I may be coming back to you later in the fall for a re-appropriation. Also in the Water Department with all of the water main breaks, we spent a lot of money on that and we have even had to outsource some of the major breaks. We received two bids for the water meters. Trumbell Supply was the lowest bid at $130,458 and that is for 1,620 meters. The repairs to City Hall on the first floor should be done in two weeks.  REGULAR MEETING in Council Chambers @ 7:00 p.m. February 27, 14 Dir. of Public Service (Cont’d.) We have contracted with GPD Group to investigate possible solutions for the storm water problems on North Thomas Road. The recycle carts; they are planning on starting to deliver those next week and it will go in the order of your pickup. Now with this much snow coming this weekend, I won’t guarantee it, but that is the plan. End of report. Dir. of Finance: No report. Dir. of Law: I also have no report this evening. Economic Development: I will be brief. We had our annual CRA meeting on Monday, which is our property tax abatement committee for both Portage and Summit Counties and the program is working fine. We do not plan to amend it and we had no appeals and we have no pending applications yet this year. Joel Testa; his company did submit the application to the State for the project next door and so we will just keep our fingers crossed and we should know by mid-June. In the JEDD area; Klaben has submitted plans on the curb there on Mogadore Road and Route 18 to put in a big used car lot. It should create from about 15 to 18 jobs. It will be very visible. It will be good. They are going to remove the old home that is on the property. We continue to have a lot of interest in different parcels on West Avenue. End of report. PLANNING & ZONING Amending Ordinance 103-2012 approving and granting a conditional zoning certificate for special nonresidential development to applicant Mota Design Group, Inc. on behalf of owner Circle North LLC at 76 North Avenue. nd Pres. of Council: Ord. 31-2014 is at 2 Reading and will remain before the Planning & Zoning Committee. nd 11. Ordinance 32-2014 At 2 Reading. PLANNING & ZONING Amending the zoning map by rezoning the P.H. ON 4-10-14 @ 7:03 P.M. property of applicant Edward A. Siciliano- Circle Mold and Machine Incorporated on behalf of owners Edward A. Siciliano and Agnes F. Sciliano from Commercial-4 to Industrial-1 consisting of approximately 0.320 acres located at 95 South Thomas Road. nd Pres. of Council: Ord. 32-2014 is at 2 Reading and will remain before the Planning & Zoning Committee and there is a public hearing scheduled for 4-10-14 @ 7:03 p.m. nd 12. Ordinance 33-2014 At 2 Reading. FINANCE Authorizing participation in the Ohio Schools Council’s Cooperative Purchasing Program and providing for immediate enactment. Mr. Stalnaker moved for the adoption of Ord. 33-2014. Seconded Mr. Sisak. Mayor: Just a clarification of that. This allows us to look at that cooperative through the school district and as you can see the ordinance allows us to purchase the soccer field and it also gives us the opportunity to go to the School Purchasing, State Purchasing or Local Bid. The reason I am st asking for 1 Reading adoption is so we can put that packet together. We are on a timeline to try to get that field done during the summer months before the fall session starts and by putting in this bid it is going to take a month or so to bid and then you have to order the field and time is flying on us and so we would just like to move forward on it and get it going. It was authorized in the budget and we will be way under what we anticipated and what Council authorized in the budget. Thank you. FINANCE Authorizing the Director of Finance to issue blanket certificates for purchases not to exceed $50,000 and providing for imme- diate enactment. FINANCE Authorizing the Mayor to enter into a con- tract for the purchase of new soccer field turf through Ohio Schools Council’s Coop- erative Purchasing Program, State Pur- chasing Program, or the Director of Public Service advertising for bids and providing for immediate enactment. Mr. Sisak moved for the adoption of Ord. 37-2014. Seconded Mr. Stalnaker. Roll Call: Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan, Mrs. Kilway, Mr. Rensel – unanimous. Ord. 37-2014 is adopted by a vote of 6-0. Mr. Rensel: For the sake of the students here tonight; they heard two ordinances related to this. Would you like to explain, or Mr. Kline; why one was one and one was the other so they don’t think we are building two soccer fields!! Mayor: Just to clarify; the first one that we adopted is a purchasing co-op where we can go and buy different things not necessarily just the soccer field; we could go to that school cooperative and buy paper or buy computers or buy anything. They already go out and bid it and so they do the bidding process for us. The next ordinance allows us to go to that entity and not do a public bid because it has already been publically bid through the cooperative; either the State of Ohio or the school district or this one also allows the Director of Public Service to also go out to bid if we don’t like what we see at the State or at the school cooperative. So, we are only . . . this is the soccer field inside the Rec Center; just the turf. It is worn out and it is time to replace it. It is ten years old and it is wearing out and that allows us to go out and purchase it. Mr. Rensel: Thank you sir. st 16. Ordinance 38-2014 At 1 Reading. ADDITIONAL ITEMS: I just want to mention that there is only one more Regular Council meeting before Council goes on spring break. We will not return until the Committee th meeting on April 7 . 18.
