Tallmadge City Council Regular Business Meeting (2013-2019)

REGULAR MEETING in Council Chambers @ 7:00 p.m. June 25, 15 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, June 25, 2015 to order at 7:00 p.m. 2. PRAYER: Silent prayer. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Finance Shanafelt, Dir. of Law Raber, and Clerk of Council Burton. Economic Developer was on vacation. 4. MINUTES: None. FINANCIAL REPORTS: None. 5. PUBLIC HEARINGS: None. 6. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular Council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting. Is there anyone who would like to address Council? No one responded. 6.A. ANNOUNCEMENTS: None. 7. REPORTS OF SPECIAL COMMITTEES: None. 8. AGENDA ADDITIONS: None. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW AND ECONOMIC DEVELOPER Mayor: Thank you Mr. Chairman. I will start off with the Movies in the Park series. As we talked about on Monday night we would get you the flyer, and I’m not sure if you actually got that flier, but I will make sure that Sue gets it or I will e-mail it to her. The first movie in the park is June 27th and so that is coming up. It is “Mr. Peabody and Sherman” and those movies are fun to go to. If you haven’t been to one of these, it is a nice event and hopefully the weather, and I know that it is supposed to rain the whole weekend, but we will see how that goes. Then the one on the 25th and then August 8th. So, I will make sure that Council gets that flyer. The Concerts in the Circle will start on July 11th. They are all on Saturday nights and that is the Michael Webber show and then July 18th, July 25th, August 1st and then August 8th and then we lead right into the Circle Fest. So, I will make sure that you get that schedule also. Unfortunately today the Fire Department had to deal with a fire on Norton Drive. They actually did a phenomenal job stopping this. What is so good about this is that while they did a really great job of stopping it, but it was a guy from Republic Waste that was really the hero here. There were two cars in the driveway and fresh trash cans outside and he pulled up to pick up the trash and saw a little bit of smoke coming out of one of the areas and went and busted the front door open, and the neighbor was there by that time, and fortunately the family had already left for Pennsylvania the day before and so they put their trash out with nobody knowing that and then Pat Fairhurst from the Police Department got there real quick and he also went in and they did a quick search and then the Fire Department was right behind, but they were able to ventilate that house. It started in the basement and so we did make the phone to Pennsylvania where these folks were located and they are already back home. They can’t really live in it right now. There is a lot of smoke damage and a little bit of fire to the basement area; the laundry room area and some roof damage, but hats off to the Fire Department. So, I will bring them in . . . because we had the other one down, and I think I shared with you, down at Saxon Village when we actually did rescue a lady from the second floor through a second floor window. So I really want to recognize those firemen who had done that back then and so I will have something at one of the next Council meetings to bring them in to recognize those guys who are doing such a great job. So, moving along, we also talked about the Simply Recycling. As of 6-23-15, the number of pickups were 604 and a total weight of 7,801 lbs. For just starting the program, that is really a phenomenal amount of stuff that we stopped from going into the waste stream and the landfills and so hats off to the Service Department; Bryan and his folks for bringing this program in and for Council allowing us to put that program on. As this gets going, actually I put out for the first time yesterday, a green bag and sure enough I got home and I had a new greet bag on my front door. So that is how they did it for me. I am real happy about that. Tallmadge, on July 8th at 6:30 p.m. in Council Chambers; I will be hosting the Summit County Health Department and what is called, “Community Forum to Engage Residents on Health and Transportation.” It is a series that they are taking around to different communities and so they asked if Tallmadge would host and I agreed to have one here and it is about communications and transportation with not only seniors, but how do people get from their sidewalks to the Hike and Bike Trails and into the skinny roads and just all kinds of stuff. The Health Department got a grant to put this on and so they are taking like a little dog and pony show with the help of the University of Akron Sports and Science and Wellness Education Opportunity. So we will be hosting that. There is going to be a press release. I think it went out already today and we will get that going.  REGULAR MEETING in Council Chambers @ 7:00 p.m. June 25, 15 Mayor (Cont’d.) Then lastly, a little bit of the economic development, you know, I think Dennis sent you an e-mail about the project next door. They did receive their funding and we have been working with Testa Builders a lot on that project and so there will be a lot of things coming out. You will probably not see a shovel and ground until early spring, but I am trying to work with them and am working real hard about the whole site and different things going on that site and so there will be a lot to come on that. It is a pretty exciting project and it will be good for our community. Planning & Zoning is next week and they are not on it. The Bob’s Big Boy site; they do have the plans at the Summit County Building Department for the demo and reconstruction and they should be receiving those plans back any moment and so we hope to have some type of glass breaking or something down there to indicate that they are moving forward on that. Taco Bell; I mean, it has been a long time coming and I think they should be opening on July 1st the last I heard. We will tell Council more about that. I’m not sure if they doing a soft opening for the public, but the whole inside looks really great. Good job for them. End of report. Dir. of Pub. Service: The paving program was awarded to Perrin Asphalt this year. JD Striping got the striping contract. The bid opening for concrete maintenance is July 1st and the preconstruction meeting with Wartko for the South Avenue Waterline Replacement was today and the tentative start is mid-July. The make-up day for the “Touch a Truck” that got rained out is July 11th from 10:00 a.m. to 12:00 noon. End of report. Dir. of Finance: I would just like to make note that the City once again was awarded the Auditor of State Award with Distinction for our record keeping and a quote from Auditor Yost, is “The taxpayers expect accurate financial records from their local governments and the City of Tallmadge’s dedication to accountability is evident.” So, I just wanted to let you know. Mayor: Good job. Pres. of Council: Great news. Mrs. Ray: Not so much a question, but just some commentary; the audit; the City’s audit was also released by the Auditor of State and I had an opportunity to review it and congratulations on a very comprehensive financial report. Dir. of Finance: We did finally get our CAFR’s in and they had shipped originally . . . we received them yesterday and they had managed to put the book together with the back page first and so we had to have them reprinted and we have those now and we will probably get those to you by the next Council meeting. Mrs. Ray: Great. Thank you. Dir. of Law: No report. 10. Ordinance 49-2015 At 3rd Reading. FINANCE Authorizing the Information Systems ADOPT 3-0 Administrator to advertise and solicit bids and the Mayor to enter into a contract for managed telecommunication services and providing for immediate enactment. Mrs. Ray moved for the adoption of Ord. 49-2015. Seconded Mr. Sisak. Roll Call: Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan – unanimous. Ord. 49-2015 is adopted by a vote of 7-0. 11. Ordinance 50-2015 At 2nd Reading. PUBLIC SERVICE An ordinance to approve, adopt and enact GIVE 2nd READING 3-0 the 2015 replacement pages to the codified ordinances; to repeal ordinances in conflict therewith; to publish the enactment of new matter and providing for immediate enact- ment. Pres. of Council: Ord. 50-2015 is at 2nd Reading and will remain before the Public Service Committee. 12. Ordinance 51-2015 At 1st Reading. COMMUNITY ISSUES/SAFETY Amending T.C.O. 505.071, Cruelty to Com- panion Animals and providing for imme- diate enactment. Pres. of Council: Ord. 51-2015 is at 1st Reading and is assigned to the Community Issues/Safety Committee. FINANCE Accepting a donation to the City of a desk at the Police Department from Mark Pouliot, President of Pouliot Construction and pro- viding for immediate enactment. Mrs. Ray moved for the adoption of Ord. 52-2015. Seconded Mr. Sisak. Mayor: Mr. Chairman, I also would like to acknowledge Pouliot for donating this desk. This was inside our booking area . . . we got a quote actually to build a new built-in desk and we asked him for a quote and he said that he had something that was perfect for that location and I would have taken a picture of it so you could see it, and I will for the next Council meeting, but it fits in there real nice and it has really worked out well. So, I thank Mr. Pouliot and his construction company for donating that desk. It is a nice asset to the Police Department. If you recall, that is the same family that also donated the Gator that is now in the Fire Department which actually this past week, I think it was Monday night right before Council; they had to go out on the Hike & Bike Trail, and that is what it is for, to pick up a lady who was on rollerblades and fell down and possibly broke her hip. They are a good family for Tallmadge. Roll Call: Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan, Mrs. Kilway – unanimous. Ord. 52-2015 is adopted by a vote of 7-0. 14. Resolution 7-2015 At 1st Reading. PUBLIC SERVICE A resolution declaring the month of August 2015 Summit Kids Month in the City of Tall- madge and encouraging the citizens of the City of Tallmadge to join in this acknow- ledgement, and providing for immediate enactment. Mr. Stalnaker moved for the adoption of Res. 7-2015. Seconded Mr. Rensel. Mayor: As you can see, the resolution that I have up on the screen there, it starts with Week 1 through Week 4. This is going to all Summit County Council’s that are adopting this and it is just a great thing that we are in support of County Executive Russ Pry’s group for doing all of that. They are going to send somebody here to speak on it also. Mrs. Ray: I would encourage everyone in attendance, even if you don’t have children, to go out to the Kids Summit. My employer is heavily involved in this event and it brings together not only the County Executive, Russ Pry, but the Children’s Services Board, the Summit County Juvenile Courts, and the Summit County Health Department and it is just a really, really fun day. I believe that last year about 20,000 kids participated. There are activities all day long as well as nutrition, backpacks, give-a-ways, and a lot of vendors and a lot of music, and art is also brought in from the schools . . . it is just really a fun, fun day and it is free and it runs; you know this month leads up to the Kids Summit Day which is in August. It is just a really great event and we should really be proud that something like this was put together and quite frankly now the model is being adopted in communities across the country and so we should really support this.
