REGULAR MEETING in Council Chambers @ 7:00 p.m. January 28, 16 1. CALL TO ORDER: President of Council Donovan called the Regular Council meeting of Thursday, January 28, 2016 to order at 7:00 p.m. 2. PRAYER: Rev. Scott Baker, Northwest Avenue Church of Christ, Tallmadge. PLEDGE OF ALLEGIANCE. 3. ROLL CALL: Mr. Donovan, Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso – present. Also present were Mayor Kline, Dir. of Finance Gilbride, Dir. of Pub. Service Esler, Dir. of Law Raber, and Clerk of Council Burton. 4. MINUTES: 1-11-16 Organizational meeting minutes. 1-14-16 Regular Council meeting minutes. Mrs. Ray moved to approve the 1-11-16 Organizational meeting minutes as well as the 1-14- 16 Regular Council meeting minutes. Seconded Mr. Sisak. Voice vote 7-0. The 1-11-16 Organizational meeting minutes and the 1-14-16 Regular Council meeting minutes were approved by a vote of 7-0. FINANCIAL REPORTS: None. 5. PUBLIC HEARINGS: None. 6. COMMUNITY INPUT: Pres. of Council: I would like to welcome all of the students here this evening. Thanks for coming. Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular Council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meetings. If there is anyone who would like to address Council, please come forward and state your name and address. No one responded. 6.A. ANNOUNCEMENTS: There will not be a Board of Control meeting this evening. 7. REPORTS OF SPECIAL COMMITTEES: None. 8. AGENDA ADDITIONS: None. 9. REPORTS OF ADMINISTRATIVE OFFICERS: MAYOR, DIR. OF PUBLIC SERVICE, DIRECTOR OF FINANCE, DIRECTOR OF LAW AND ECONOMIC DEVELOPER Mayor: Good news today; I was at our AMATS meeting and the Freedom Trail was funded to do the connection between Middlebury Road and the City of Kent; the start of that process, so that was done. The bad news at AMATS was that the Howe Road Reconstruction from North Avenue all the way to the Roundabout; the road diet replacing the roadway; that was not accepted at this point and so we will continue to try to get funds for that. I am also happy to announce that we do have a tentative agreement with the FOP and also the Fire Department will be wrapping theirs up tomorrow and the Teamsters already signed their contract and so we are not ready for the ordinances tonight because I owe Council the documents yet. We were busy today drafting those final comments and so I will get that to you either tomorrow or Monday, but by our next Council meeting they will be ready to go with all of the contracts. They will have voted on those. So that is good news. End of report. Dir. of Pub. Service: Yes, thank you. Mr. Rensel had a question last meeting about the lead in the water and so I thought I would give a little more in-depth report on our water sampling. Typically in the past we have always had great results for lead testing. We originally had to do it manually and now we are tri-annual and so we only have to do it every three years. We had to take 30 samples; EPA tells us how many samples we actually have to take. We have 50% of those that have to be taken from sites with lead service lines which can mean just copper lines that have lead sodder or any bit of lead in it; the fixtures could have some lead in them or anything like that. Then we take all of those samples and you get the 90 th percentile of the lead samplings. The percentile for lead samplings for us is .0155 mg. per liter or if higher must be reported to the EPA. Tallmadge’s level is less than .005 mg. per liter, which is actually below any kind of detection levels and so we are great for lead. Copper: the limit is 1.350 milligrams per liter and Tallmadge’s is at .134 milligrams per liter and so we are great on that too. We also do monthly sampling. We have 20 locations that we have to sample for that. Those are for color form bacteria and we have always had great results on that and four locations are tested every three months for disinfectant byproducts; halo acidic acid, which is a byproduct of the chlorine that they use to disinfect the water and trialmethanes; which are found in cleaning fluids and refrigerants and both of those are at acceptable levels. So I am happy to report that if anybody wants to see one of our reports; we have them down at the Water Department or just contact me and I can forward those to you. Tallmadge is in good shape for the water supply. Mr. Rensel: Thank you Mr. Esler; that’s great. That’s great news. Dir. of Finance: We did start the audit today. It did officially kick off and so we will be doing that for the next three to four months and then also I would just ask for Council to adopt; there are two resolutions before you, Res. 3-2016 and Res. 4-2016, which basically is a request from the City of Tallmadge to Portage and Summit Counties to allow them to advance us property tax funds. That is pretty standard. We just happen to have missed on the first meeting of the month and so if we can get that passed tonight I would appreciate it so we can make sure when they start doing that in February that we receive our funding. I just want to give you a save-the-date this evening of April 27th at 7:00 p.m. we will be doing an opiate awareness forum for our community co-hosted with the City of Tallmadge Board of Education in their auditorium; they have been gracious enough to allow us to use that facility. We will be pushing out a lot more information as it comes. We are still in the planning stages of putting everything together, but I wanted to just make sure that you all have that on your calendar. End of report. Mayor: Just so Council understands that we do have an advertisement out in the Beacon Journal and also the local newspapers for the position. Applications are coming in and I may come back to Council in the very near future to maybe change that position, or maybe change it from pure economic development to more of the zoning, but I am still working on that avenue. It depends on the applications that come in. 10. Ordinance 7-2016 At 2nd Reading. PUBLIC SERVICE Authorizing the Mayor to enter into a con- tract with URS Corporation-Ohio for general traffic engineering services for various streets and projects and other general engineering services and providing for immediate enactment. Mr. Stalnaker: We have an amendment to Ord. 7-2016 substituting AECOM, which was formerly URS Corporation and I wish to amend this. Seconded Mr. Rensel. Mayor: Just as Mr. Stalnaker stated, and you can see that they are AECOM, which was formerly known as URS. URS is the contractor on the North Avenue Project; the ODOT Project that is really kicking off and we have the bid opening coming up and so they were combined . . . AECOM absorbed URS. So it is the same company and the same people we are dealing with. Roll Call: Mrs. Kilway, Mrs. Ray, Mr. Rensel, Mr. Sisak, Mr. Stalnaker, Ms. Tricaso, Mr. Donovan – unanimous. PERSONNEL Authorizing the Mayor to enter into an agreement with the Fraternal Order of Police (F.O.P.) consisting of Tallmadge Police Patrol Officers and providing for immediate enactment. PERSONNEL Authorizing the Mayor to enter into an agreement with the Fraternal Order of Police (F.O.P.) consisting of Tallmadge Police Sergeants and Tallmadge Police Lieutenants and providing for immediate enactment. PERSONNEL Authorizing the Mayor to enter into an agreement with the International Asso- ciation of Fire-fighters, Local 2764 and providing for immediate enactment. ON 2-11-16 @ 7:03 P.M. and regulations that differ from those provided by general law for the hiring of Police Patrol Officers. FINANCE Authorizing the Mayor to enter into the necessary contracts for the purchase of a 2-1/2 ton truck through the State Purchas- ing Program and the ODOT Cooperative Purchasing Program, or local preference as allowed by ordinance and providing for immediate enactment. Expressing the appreciation of the Council and Administration to Steve Shanafelt upon his retirement from service with the City of Tallmadge and providing for immediate enactment. Mr. Stalnaker moved for the adoption of Res. 2-2016. Seconded Mr. Rensel. Dir. of Finance: I just would like to thank Mr. Shanafelt from the Finance Department for his service to the City of Tallmadge. He did a great job and we appreciated working with him over that four year period. He worked well with us and we appreciate all that he did and wish him the best going forward. 3  REGULAR MEETING in Council Chambers @ 7:00 p.m. January 28, 16 Mayor: I would like to echo that comment also through the Administration. Working with the Finance Department is definitely a great working relationship just like with the Law Department and I’m sure that we will continue that pleasure with the new Finance Director and I am excited for Mr. Shanafelt moving forward. I know he will do well in whatever he chooses to do and he did a very nice job. Dir. of Law: I also would like to echo those comments. Steve was very great to work with. He was always very cordial and professional and he brought a calm demeanor and professionalism to all of the challenges that he faced and so I wish him all the best in his future endeavors. Thank you. Pres. of Council: I know I always enjoyed working with him at Council. If he didn’t have the answer; he was always right on it; very cooperative and patient and so thanks again.
