COUNCIL OF THE WHOLE COMMITTEE MEETING MINUTES MONDAY, JANUARY 25, 2016 – 7:00 P.M. IN COUNCIL CHAMBERS ************** Committee of the Whole James M. Donovan – Pres. of Council CALL TO ORDER: Pres. of Council Donovan called the Council Committee meeting of 1-25-16 to order at 7:00 p.m. ROLL CALL: Mr. Rensel, Ms. Tricaso, Mrs. Kilway, Mrs. Ray, Mr. Sisak, Mr. Stalnaker and Mr. Donovan – present. Also present were Mayor Kline, Dir. of Pub. Service Esler, Dir. of Law Raber, and Dir. of Finance Gilbride. COMMUNITY INPUT: Pres. of Council: Tallmadge City Council meets on the second and fourth Thursday’s of the month for the Regular council meetings and the preceding Monday’s are the Council Committee meetings. At the Committee meetings, legislation is discussed thoroughly with Council deciding to adopt, amend, reject, hold or table the legislation. We do allow time for community input at this point in the meeting if there is anybody who would like to address Council, please come forward and state your name and address. No one responded. GIVE 2nd READING 3-0 Authorizing the Mayor to enter into an agree- ment with the International Brotherhood of Teamsters Local 436, and providing for imme- diate enactment. Ordinance 17-2016 At 2nd Reading. GIVE 2nd READING 3-0 Authorizing the Mayor to enter into an agree- ment with the Fraternal Order of Police (F.O.P.) consisting of Tallmadge Police Patrol Officers and providing for immediate enactment. Ordinance 18-2016 At 2nd Reading. GIVE 2nd READING 3-0 Authorizing the Mayor to enter into an agree- ment with the Fraternal Order of Police (F.O.P.) consisting of Tallmadge Police Sergeants and Tallmadge Police Lieutenants and providing for immediate enactment. GIVE 2nd READING 3-0 Authorizing the Mayor to enter into an agree- ment with the International Association of Firefighters, Local 2764 and providing for immediate enactment. Ordinance 24-2016 At 2nd Reading. GIVE 2nd READING 3-0 Authorizing and directing the Tallmadge Civil P.H. ON 2-11-16 @ 7:03 P.M. AMEND/ADOPT 3-0 Authorizing the Mayor to enter into a contract with URS Corporation-Ohio for general traffic engineering services for various streets and projects and other general engineering services and providing for immediate enactment. GIVE 2nd READING 3-0 Approving and granting a conditional zoning certificate to applicant David Pelligra & Archi- tects, Inc. on behalf of property owner Faith Bible Fellowship for a religious place of worship on a 2.507 acre site at 126 West Overdale Drive. Ordinance 23-2016 At 2nd Reading. AMEND/GIVE 2nd READING 3-0 Approving and granting a conditional zoning certificate for special nonresidential development to applicant Pavlak Enterprises Incorporated on behalf of owner Mary Kathryn Markie for operating a car wash located at 63 Southeast Avenue. Mrs. Ray moved to adjourn into Executive Session to discuss personnel and contract negotiations. Seconded Mr. Sisak. Roll Call: Mr. Rensel, Ms. Tricaso, Mrs. Ray, Mrs. Kilway, Mr. Sisak, Mr. Stalnaker, Mr. Donovan – unanimous. Council voted 7-0 to go into Executive Session. Mayor: For the public; we are going into Executive Session to talk about contract negotiations. We will be back in the back room for maybe ten minutes at the most and when we come out, they are going to adjourn, so we are really done for the night. We will sign off on your forms if you want us to before we go in there or you are welcome to stay here.
