Members present upon roll call were: Carlson, Hurtak, Clendenin, Henderson, Viera, Miranda, and Maniscalco, constituting a quorum. Martin Shelby, Council Attorney, was in attendance. The minutes were recorded and prepared by Suling Lucas, Deputy City Clerk, recording secretary for these proceedings. Motion: (Clendenin-Viera) That Council moves to open all public hearings. Motion carried unanimously. 5:01 P.M. – PUBLIC HEARINGS - (ITEMS 1 THROUGH 6) - (Non-Quasi-judicial proceedings) 1. File No. BG24-9569 Public Hearing to consider the draft Consolidated Annual Performance and Evaluation Report to the U.S. Department of Housing and Urban Development regarding the City’s Community Development Block Grant, Emergency Solutions Grant, Home Investment Partnerships, and Housing Opportunities for Persons with Aids Programs for the 2023 program and 2024 fiscal year that ended on September 30, 2024. File No. CM24-8733 Motion: (Viera-Clendenin) That the motion requesting staff to report on the closing of Trinity Café on Busch Boulevard, specifically what they are doing for the well-being of clients and for mobility and clients walking on Busch Boulevard to go to other sites for feeding, be moved from the Staff Report section on December 5, 2024 to Written Staff Reports. Motion carried unanimously. 20. File No. E2023-8 CH11 Motion: (Viera-Miranda) That the motion scheduled for December 5, 2024, requesting Staff to report on potential locations for the fire maintenance and supply facility and addressing staffing issues for next year’s budget for Station 24; further, that the Real Estate  Page 11 Department to provide a list of city owned properties that are 5 acres or more, be amended to also include the status of Station 24.
