Kennedy Blvd., 3rd Floor Tampa FL 33602 TAMPA, FLORIDA 33602 The City Council of the City of Tampa, Florida convened in an evening session at 5:02 p.m. on this the 22nd day of May, 2025 with Chair Pro-tem Gwendolyn Henderson, calling the meeting to order. Members present upon roll call were: Carlson, Viera (remote), Miranda, and Maniscalco, constituting a quorum. Hurtak arrived at 5:03 p.m.; and Clendenin being absent. Martin Shelby, Council Attorney, was in attendance. The minutes were recorded and prepared by Michelle Thompson, City Clerk Support Technician, recording secretary for these proceedings. Motion: (Maniscalco-Hurtak) That Council moves to open all public hearings. Motion carried unanimously with Clendenin being absent. Motion: (Maniscalco-Hurtak) That Council moves to allow Councilmember Viera to appear remotely. Motion carried unanimously with Clendenin being absent. Motion: (Carlson-Miranda) That said public hearing be moved and heard after Item 9. Motion carried unanimously with Clendenin being absent. 5:01 P.M. – PUBLIC HEARINGS - (ITEMS 1 THROUGH 4) - (Non Quasi-judicial proceedings) 1. File No. TA/CPA24-04 Transmittal Public Hearing on a text amendment to update and modernize the land use related language and maps which includes seven goals including language on the following  Page 2 topics: citizen participation in the planning process, proposed “Place Types” to support Tampa’s existing and future urban form, a revised bonus structure to plan for increased density/intensity with a public benefit, pedestrian-oriented design standards and development within the Coastal High Hazard Area. Melissa Zornita, Executive Director of Hillsborough County Planning Commission, appeared, presented, and answered questions from councilmembers on said public hearing. Melissa Dickens and Jennifer Malone, Planning Commission, appeared and presented on said public hearing. Evan Johnson, Chief Planner, appeared and presented on said public hearing. Susan Johnson-Velez, Senior Assistant City Attorney II, appeared and presented on said public hearing. Motion failed due to lack of majority vote by voice roll call vote of 3-3 with Clendenin being absent Motion: (Maniscalco- Hurtak) Continue said hearing to August 28, 2025, at 5:01PM, with specific direction from Council on outreach and changes. No vote was taken on said motion  Page 3 was turned back over to Councilmember Hurtak to re-state her motion for a vote. Motion: (Hurtak-Miranda) That Council moves to allow staff to present on said public hearing and hear comments from the public; further, that said transmittal hearing be continued to August 28, 2025, at 5:01PM , for an evening meeting with specific direction from Council on outreach and changes at the end of this meeting and no guarantee that Council has to transmit on August 28, 2025, Council can move it forward. Motion carried unanimously by voice roll call vote of 6-0 with Clendenin being absent. Motion: (Hurtak-Miranda) That Council directs the Planning Commission staff to hold community meetings in locations throughout the City and/or virtually to share additional information on the proposed Future Land Use update, and listen to community concerns with the specific purpose of determining the need for an extent of revised language for consideration at the August 28, 2025 transmittal hearing, to include the topics of transit ready area, Policy 2.6.3 and LU Table 2, Bonus 2, and criteria for allowances for attached units in the residential-10 land use category, Policy 3.3.6. In addition, that city staff be in attendance of said community meetings; and Planning Commission be requested to work with each of the district councilmembers on how to structure the meetings for their district and inform the at-large councilmembers about the meetings and work with Martin Shelby, Council Attorney, on making sure that all meetings are properly noticed in the case that multiple councilmembers attend. In addition, provide graphics to be shared on social media platforms. Motion carried unanimously by voice roll call vote of 6-0 with Clendenin being absent. Motion: (Hurtak-Miranda) That Council amends the previous motion to add the location of the hearing. Motion carried unanimously by voice roll call vote of 6-0 with Clendenin being absent. Motion: (Maniscalco-Hurtak) That the documents submitted by Sandra Sanchez, Stephanie Poynor, Jake Cremer, and Susan Swift, be received and filed. Motion carried unanimously with Clendenin being absent. 2. File No. TA/CPA24-05 Transmittal Public Hearing on a text amendment to update the Housing Section with revisions through the 2045 horizon year, to update and modernize the housing-related language which includes one goal and five objectives on the following topics: housing affordability, stability, resilience and sustainability; healthy communities; supply; and access. Motion: (Hurtak-Miranda) That said public hearing be continued to August 28, 2025 at 5:01 p.m. Motion carried unanimously by voice roll call vote of 6-0 with Clendenin being absent. 3. File No. TA/CPA 24-06 Transmittal Public Hearing on a text amendment to update and modernize the Coastal Management Section with revisions through the 2045 horizon year, which includes three goals and five objectives on the following topics: living marine resources, beaches and  Page 4 shorelines, hazard mitigation, climate change and resiliency, hurricane evacuation and shelter, and coastal uses/marinas/dredge and fill. Motion: (Hurtak-Miranda) That said public hearing be continued to August 28, 2025 at 5:01 p.m. Motion carried unanimously by voice roll call vote of 6-0 with Clendenin being absent. 4. File No. TA/CPA25-03 (Not heard; Mis-noticed) Transmittal Public Hearing on a text amendment to offer an additional bonus for projects located within the Channel District Community Redevelopment Area (CRA) boundaries as of January 1, 2025. Developments within this area could qualify for up to a 200% increase in density/intensity above the current maximums. Motion: (Miranda-Maniscalco) That Council removes said public hearing from the agenda. Motion carried unanimously with Clendenin being absent. Motion: (Miranda-Maniscalco) That Council moves to remove the adoption hearing for File No. TA/CPA25-03 from the agenda on July 31, 2025, at 5:01 PM. Motion carried unanimously with Clendenin being absent. Motion: (Miranda-Maniscalco) That Council schedules said transmittal hearing to July 31, 2025, at 5:01 PM, and direct the Legal Department to provide the City Clerk with the form of notice for advertising the public hearing. File No. AB2-25-03 (Ord. approved on 1st reading; UNAN; Clendenin absent) Public Hearing on application of BCI Soho LLC requesting a Special Use 2 for a Small Venue; Beer and Wine (Consumption on Premises - Only) generally located at 2330 West Horatio Street. Leo Debardeleben, Urban Planner II, appeared, presented, and answered questions from councilmembers on said public hearing. LaChone Dock, Zoning Supervisor, appeared and presented on said public hearing. Susan Johnson-Velez, Senior Assistant City Attorney II, appeared and presented on said public hearing. (Ordinance being presented for first reading consideration) -An ordinance approving a Special Use permit (SU-2) for alcoholic beverage sales – small venue (Consumption On- Premises Only) and making lawful the sale of beverages regardless of alcoholic content – beer, wine and liquor – on that certain lot, plot or tract of land located at 2330 West Horatio Street, Tampa, Florida, as more particularly described in Section 2; providing that all ordinances or parts of ordinances in conflict are repealed; providing an effective date. Motion: (Maniscalco-Viera) That said ordinance be approved on first reading by title only and published. The title of said ordinance was read in full. To include on the site plan “no outdoor amplifying music after 10:00 p.m., 7 days a week, and alcoholic beverage hours be consistent with Chapter 14; further, to include the revised revision sheet. File No. E2021-8 CH 11 & 18 Motion: (Viera-Maniscalco) That the motion requesting Tampa Police Department and Tampa Fire Rescue to present an annual report on the Public Safety Master Plan on June 5, 2025, as it pertains only to Tampa Fire Rescue’s presentation, be rescheduled from June 5, 2025 to June 26, 2025 under Staff Reports and Unfinished Business. Motion carried unanimously by voice roll call vote of 6-0 with Clendenin being absent. 11. File No. CM24-9090 Motion: (Viera-Maniscalco) That the motion requesting the Administration to appear on what they intend to put in the fiscal year’s budget for the Sulphur Springs be rescheduled from June 26, 2025 to September 4, 2025 under Staff Reports and Unfinished Business. Motion carried unanimously by voice roll call vote of 6-0 with Clendenin being absent. 12. File No. CM25- 14919 Motion: (Viera- Maniscalco) That Staff be requested to present a written report on what programs exist for relevant stakeholders of different faiths, considering the shooting in Washington D.C., for hardening of buildings and institutions against acts of violence based upon religious affiliation; further, that a written report be presented on July 17, 2025 under Written Staff Reports. Motion carried unanimously by voice roll call vote of 6- 0 with Clendenin being absent.
