STOPPING, STANDING AND PARKING Sec 405-53. Prohibited parking places. Be it ordained by the Municipal Council of the City of Taunton as follows: That Section 405-53 of the Revised Ordinances of the City of Taunton, as amended, be and hereby are further amended by adding thereto the following: Shores Avenue, the entire length on both the North and South side. All ordinances or paiis thereof inconsistent herewith are hereby repealed. This Ordinance shall become effective immediately upon passage. NEW BUSINESS Councilor Postell requests to refer to the Parking Commission and the Police Chief a complaint regarding parking issues at the City Garage downtown on School Street. During snowstorms, vehicles have been rep011edly parking in spaces that have been permitted to specific permit holders. Council President Duarte requested to refer to the Committee on Zoning a discussion with the City Planner on the new multi-family zoning requirement for MBTA communities. CITY SOLIC ITOR February 4, 2022 Council President Phillip Duarte Members of the Municipal Council City of Taunton City Hall 15 Summer Street Taunton, Massachusetts 02780 Re: Civilian Traffic Control Officers Dear Council President Phillip Duarte and Members of the Municipal Council: The Law Department is requesting that the Council refer to the Committee on Ordinances and Enrolled Bills a proposed ordinance to authorize the hiring of civil traffic control officers to work traffic details in the City. The Law Department is presently finalizing a draft of the proposed ordinance in coordination with the Mayor's office and the Police Chief. CITY SOLICITOR March 3, 2022 Council President Phillip Duarte Taunton Municipal Council City of Taunton City Hall 15 Summer Street Taunton, Massachusetts 02780 Dear Councilor Duarte: The Law Department has reviewed the annual obligations of Land Development - Northeast, Inc., pursuant to a request from the Municipal Council. Land Development - Northeast, Inc. has requested that its annual contribution under its Special Permit be allocated among the property owners of its site located at County Street, Taunton (Taunton Depot Shopping Center). Land Development - Northeast, Inc. is the developer of the above premises pursuant to a 1996 Special Permit issued by the Municipal Council, it is obligated to: ''The Petitioner agrees to this condition which requires him to pay annual membership dues in the amount of $2,000.00 per year to the Taunton downtown Main St. or business organization (currently Heart of iaunton, Inc.). Additionally, the Petitioner agrees to make an annual contribution in the amount of $4,000.00 per year to the downtown Main St. or business organization to establish a restricted fund for the betterment of downtown physical amenities and fa9ade improvement program ... " (Condition #3) Page 2 March 3, 2022 Council President Phillip Duarte Taunton Municipal Council Said contributions are to continue as long as the shopping center remains open for business. The Municipal Council "shall have the authority to assess at their discretion the above specified dues and contributions in the event the ownership of the shopping center is divided by any means in the future." That authority shall be vested only if the Petitioner has not made such provision. According to Land Development - Northeast, Inc. there is no specific provision set forth in the sale or lease of said premises that divides the obligation. Therefore, the Council must decide whether it wants to divide up payments and how it wishes to do so, if at all. Land Development- Northeast, Inc. has indicated how they would like the payments to be allocated and those suggestions are attached hereto. The Law Department suggests that this be placed upon the Council agenda for further discussion. The fourth amendment will extend the time for our company to commence operation to March 28, 2023. With respect to the status of the project, GTE Taunton plans to commence operations at beginning of November of 2022. As you were made aware from our last amendment, there were site conditions being discussed with the planning department which took more time than anticipated. Those items have since been settled. GTE Taunton has pulled a building permit on March 1st, 2022. We anticipate the construction to take 8 months, without accounting for any delays. Please let me know if any of the council member have any questions or concerns. Thank You.
