As a direct abutter to the Schumitz, we have no reservations about their request. Except for conversations with the Schumitz', one would not even know they have multiple pet dogs on their property. Their dogs are kept in their home, rather than outdoor kennels. There is no noise such as barking, whining, etc. Their property is well-kept with a fenced in yard. Additionally, I find their work in greyhound rescue admirable and much needed. I ask that you vote favorably on their request. Gulliver Street connects Burt Street to Winthrop Street, and runs through the Segregansett Country Club golf course. Richard Park wrote to the City Council and requested that the · NO PARKING signs be replaced on Gulliver Street. Mr. Parks stated that there were no parking signs on Gulliver Street in the past, and would like them replaced. I check the city ordinance on parking, and did not find any parking restrictions on Gulliver Street. I believe that there may have been signs in place, but they were placed there by the club and not in compliance with the city ordinance. Mr. Park wrote that the parking issue is near the Pro Shop and the function hall area. Vehicles park on the shoulder and make it difficult to use Gulliver Street when passing through. I spoke with Mr. Park and Robert O'Connell the president of the Segregansett Country Club. Mr. Park stated that he is concerned with the pedestrian traffic and golf carts near the Pro Shop getting struck by a vehicle going around the parked vehicles. Mr. O'Connell stated that the roadway parking is necessary during large events and when the golf course is busy. In order to get a better understanding of the traffic conditions on Gulliver Street, I performed a traffic study. The study began on 61712022 and ended on 6/14/2022. The radar recorded 4,318 vehicles. The speed on Gulliver Street is 30 MPH unposted. The average speed recorded was 21 MPH. This indicated to me that this is a very low volume street, with a low speed average. I also observed the traffic flow in that area at different times during the week, including the weekend when the golf course became busy. The vehicles parked on the shoulder did not interfere with traffic that uses Gulliver Street to go to Winthrop Street. It appeared to me that the vehicles parked on the shoulder made traffic slowdown in the area of the Pro Shop, and made operators more aware of the pedestrian in the area. I also checked police department records and discovered only two motor vehicle crashes dating back to 2005. One of the crashed involved a golf cart with no injuries in 2010. The other crash was a single vehicle crash with a fence with no injuries in 2009. It is my opinion that there should be no parking restrictions on Gulliver Street at this time. I also believe that no one should be placing no parking signs on Gulliver Street that do not comply with the city ordinance. There is one at the other end where South Street meets Somerset Ave. I looked into the intersection and requested the DPW place a NO TRUCK sign at Rail Road Ave and South Street to prevent any confusion with trucks on that roadway. I have been researching the intersection at School Street and Winter Street for several months and discovered that there has been a large number of motor vehicle crashed over the past 6 years. In 2022 there have been 3 motor vehicle crashes to date, 2021 there were 10 motor vehicle crashes, 2 with injury, 2020 there were 6 motor vehicle crashes, 1 with injury, 2019 there were 15 motor vehicle crashes, 5 with injury, 2018 there were 7 motor vehicle crashes, 1 with injury, and in 2017 there were 3 motor vehicle crashes, 1 with injury. I also placed a radar unit on the phone pole in front of 90 Winter Street. The radar unit was placed on 3/4/2022 and removed on 3/12/2022. The unit recorded 86,009 vehicles in 8 days. The speed limit on Winter Street is 30 MPH posted. The average speed recorded was 3 lMPH. This indicates to me that a majority of the motor vehicle crashes are not speed related. The volume of traffic on Winter Street makes it difficult for the traffic on School Street to tum onto or cross Winter Street. A four way stop sign would create large backups on Winter Street because of the volume. A traffic signal will keep the traffic moving safely and smoothly without backing up the traffic. While I was not here as CFO during the pandemic, I am happy to report the City was able to successfully expend $4,941,959.10 out of the $5,051,657 (or 98%) of its allocation. Some communities were not able to spend over 90% of their allocation. Under the direction of Mayor O'Connell, the City expended approximately $2,000,000.00 or (45%) to Taunton Public Schools during the height of the pandemic to keep our children safe and in-person. This included upgraded HVAC systems in Martin Middle School, Bennett Elementary School, food loss, overtime, PPE, cleaning and sanitizing supplies, remote learning hot spots, and laptops. The City expended approximately $1,500,000.00 or (30%) for our First Responders' pay. This included COVID pay, backfill, overtime and sick leave. Our Police and Fire Departments were hit hard during the pandemic with a record number of first responders out at one time. The City expended approximately $200,000.00 or (4%) to IT, remote and accelerated work for City employees. This included laptops, printers, tablets, Zoom, etc. The City expended approximately $1,240,000.00 or (25%) on PPE, sanitizing, cleaning, signage, social distancing and COVID hires. The COVID hires included additional staff for Elections, City Clerk's Office, Treasurer's, Human Services, City Hall entrance compliance staff, and two COVID Coordinators.
