Opportunity for input by the general public.
April Funches, 20 Kings Court, wanted to let the public know that they have an event
coming up at City Hall on Thursday, February 16th that will be put on by the Taunton
Diversity Network and True Diversity. It will be a film presentation called Aftershock. It
will talk about preventable deaths that had happened to black women who had
complication during childbirth which is an epidemic in this Country whether people want
to believe it or not. A lot of black and brown women are dying during childbirth because
their symptoms are not being taken as seriously as they should be. It really talks about the
disparities in our health care system. She invited the public to join them. They will be
having refreshments. She said they are so thankful for the City to allow them to use the
City Hall Chambers to bring some awareness to this very important issue.

Communications from the Mayor:
Mayor O'Connell said they have a couple of special presentations. Mayor O'Connell said
February is Black History month. In the city of Taunton, over the past few years, they
have worked hard to increase how they recognize, observe and celebrate Black History
month. They have been very fortunate to have some great partners like Taunton Diversity
Network and True Diversity to help them really bring the community together. She thinks
each year that has gone by, they have seen more and more events happening. Mayor
O'Connell invited the Taunton High school African American Club members and their
advisor to join her at the podium. These women are all familiar faces. They are amazing
young women that do so much here in our community. Condoleezza Dwuye and her
sister Calvinne Dwuye and Advisor Maureen Faria all joined Mayor O'Connell. Mayor
O'Connell presented the young women a proclamation for February 2023 being Black

History month. Condoleezza thanked everyone for this proclamation. Ms. Faria also
thanked everyone and said a few words. Calvinne said she is very honored for receiving
this proclamation and also said a few words.
Mayor O'Connell said they have another special recognition for Philip Smith who is a
Taunton resident, a Veteran and a Taunton business owner. Phil proudly served our
Country as an Iraq Combat Marine in 2003. He and Jenny Roseman founded Freshly
Baked in 2018. Phil has the honor of being appointed to the Cannabis Social Equity
Advisory Board by Governor Maura Healey. Phil and Jenny are a true American success
story. They have served our Country, worked really hard, came back to continue to serve
our community, overcome challenges, build a successful business and really become an
inspiration for so many others. Now, he will be working on this advisory board to help
others that have been similarly situated. The way they give back, they are like role
models and inspirations in our community. She invited them to join her at the podium.
She presented Phil with a citation from the City of Taunton expressing their gratitude and
appreciation. Phil thanked everyone and gave a few words. State Representative, Carol
Doherty also gave a few words. She presented Phil a citation from the House of
Representatives. Mayor 0' Connell thanked Councilor Duarte for bringing this to the
Council's attention so they could recognize Phil Smith.
Mayor O'Connell said City Hall will be closed this coming Monday, February 20th for
President's Day. As a reminder, they will begin our Honor Our Military Banner program.
Applications are available at the City of Taunton website. There is a limited number of
banners available. They are on a first come, first serve basis. They will be displayed
beginning May 23rd.

Com. from the Chairman of the Taunton Planning Board notifying of a public meeting
and hearing regarding a Special Permit/Site Plan review to allow a 3,320 sq. ft. auto
repair shop with auto sales (58-vehicles) with an updated parking layout for customers,
sales, repair storage spaces and the installation of a drainage system in the Business
District on the premises situated at 515 Middleboro Avenue, Prop l.D. 96-135 and 96-
134, East Taunton, Amaro Family Auto owned by Lillian Amaro. The scheduled meeting
will be on Tuesday, February 21, 2023 at 8:30 a.m. in the Taunton Planning Board office
at 141 Oak Street at which time the application will be reviewed by the DIRB and again
on Thursday, March 2, 2023 at 5:30 p.m. at City Hall located at 15 Summer Street.
Motion was made to receive and place on file. So voted.
Com. from the Chairman of the Taunton Planning Board notifying of a public meeting
and hearing regarding a Site Plan review for the property on Hart Street, Property l.D.
Map 94, Lot 215 for the construction of a 7,000 sq. ft. two-story marijuana cultivation
and retail facility with associated site access, drainage, parking and utilities, submitted by
Tanios Barbour on behalf of San Holdings, LLC. The scheduled meeting will be on
Tuesday, February 21, 2023 at 8:45 a.m. in the Taunton Planning Board office at 141
Oak Street at which time the application will be reviewed by the DIRB and again on

Thursday, March 2, 2023 at 5:30 p.m. at City Hall located at 15 Summer Street. Motion
was made to receive and place on file. So voted.
Com. from SRPEDD, 88 Broadway, Taunton submitting the 2022 Year End report.
Motion was made to receive and place on file and post on the website. So voted.
Com. from the Chief Financial Officer requesting a minor title change under Chapter 96
"Procurement Department". Motion was made to refer to the Committee on
Ordinances and Enrolled Bills. So voted.
Com. from Mayor 0' Connell requesting creation of revolving fund for maintenance and
supplies. The new revenue source for this account will be funds generated by the sale of
School Department surplus items which will be sold with the assistance of the City's
Procurement Department. Motion was made to refer to the Committee on Finance
and Salaries. So voted.
Com. from the DPW Commissioner requesting a transfer funds to fund a sewer extension
on North Walker Street to Bennett Elementary School. This project will bring sewer to
the school site and tie-in sewer services for both the school building and Oakland Fire
Station (also currently on septic). The DPW is requesting the approval to transfer funds in
the amount of $683,000.00 from Sewer Enterprise UFB Pump Station Improvements,
$136,000.00 from Sewer Enterprise UFB 2018 Sewer and Drain Improvements and
$1,181,000.00 from Sewer Retained Earnings to establish the project and afford sewer
access to both Bennett Elementary School and Oakland Fire Station. Motion was made
to refer to the Committee on Finance and Salaries. So voted.
Communications from Citizens:
Com. from Father Freddie Babiczuk, Pastor, St. Anthony's Church, 126 School St.,
Taunton requesting to conduct their 21st Annual Walking Prayer Pilgrimage on March 25,
2023. They plan to commence at 7:00 a.m. at St. Anthony's Church. A detailed itinerary
regarding the proposed procession route and times was provided. Motion was made to
approve and refer to Police Chief and Fire Chief for their review. So voted. (The
City Clerk also notified the Ambulance Service)
Com. from Mitchell Brady, Construction Supervisor from Eversource Energy requesting
for an early construction season within public roadways starting on or after March 6,
2023 (weather permitting). This request is an early start to the typical mid-April time
frame in which Taunton DPW allows the start of excavation to occur within public
roadways, with the exception of emergency gas leak repairs. They are proposing two
projects for the early season request. Details followed. Motion was made to grant
permission to move this forward. So voted. On discussion, Councilor Borges said she
would have preferred to have a letter from the DPW Commissioner stating that they were
okay with this. Other than that, if Councilor McCaul who is the Chairman, she is fine
with it. Councilor Pottier mentioned to possibly run this past the DPW and make sure
they don't have a problem with this. Councilor McCaul said as point of information, he
had a conversation with Fred Cornaglia and Tony Abreau regarding this, and they said
they have done this in the past and to just to move forward.

Claim
Claim submitted by Melissa Reeve, 10 Carlos Estates Dr., Berkley, MA seeking
reimbursement for damages to her automobile from hitting a pothole on Plain Street near
Sydney's Way. (Already referred to the City Solicitor and the DPW)

Motion was made for Committee reports to be read by title and approved. So
Voted. Recommendations adopted to reflect the votes as recorded in committee
reports. So Voted.

Councilor Duarte requested to refer to the Committee on Public Health and
Environmental Affairs the creation of a special revenue account for the rollback and
conveyance taxes resulting from the sale and conversion of Chapter 61, 61A, and
61B land. So Moved.
Councilor McCaul motioned to refer to the Committee on Police and License and
the Safety Officer to look at parking on Whittenton Street to Smith Street as people
are parking on both sides of the roadway after 5:00 p.m. and it is difficult to pass
through that area. So Voted.
Councilor Borges motioned that the City Auditor, Chief Financial Officer and the
Budget Director send a copy of all open and closed purchase orders since August 1,
2022 for any amounts over $10,000 along with any quotes and/or solicitation
documentation and/or contracts as well as, any amounts over $50,000 of all bid
documents and contracts to the Council. So Voted.
Councilor Sanders motioned for the Committee of the Whole to meet in executive
session next week with the HR Department to receive a report on how our now
former Chief Procurement Officer went from being praised for his work at a
Council meeting in December to being fired and escorted out of the building in
February. The Mayor stated that it is not appropriate to discuss this explicitly,
issues about employees, it should be in executive session. So Voted.

Present were Council President Kelly Dooner and Councilors Duarte, Borg~ McCa~otti~
Sanders, and Postell. Councilors Coute and Quintal were absent.
The meeting was called to order at 6:06 PM.
1. Meet to discuss a potential proposal requiring all HCAs and Licenses for cannabis to
provide their business plan to the Committee of the Council of the Whole and Police
and License prior to a meeting moving forward.
Councilor Dooner stated that she had spoken to the Law Department and learned that this is
already in the Ordinance and the applicant's business plan, experience, and expertise must be
provided. She suggested that the Council just ask for the information.
Councilor Borges, who had brought this forward, indicated that she has never had the
opportunity to look at the business plan of applicants. She further stated that when applicants
come forward for renewal, the Council is looking at how the building is coming along without
looking at their business plans and documents such as financial projections. Ms. Borges
suggested that if the Law Department already has these documents the Council can request that
they be forwarded prior to the meeting. She indicated that the Mayor had made a commitment
that part of the cannabis monies would be allocated towards the new public safety building and,
as such, people should be held accountable. To that end, the Council should look at the entire
plan including financial projections and community commitment. She expressed her frustration
in applicants returning for extension after extension. She made the following motion:
MOTION: Have business plans in front of the Council prior to any meeting for the HCA or
license.
Councilor Duarte stated that this was added to the Ordinance and that business plans, in addition
to other documents, are required when filing for the municipal license so should be on file.
Councilor Pottier expressed his support for the concept and suggested that the Council has not
always chosen the best, rather, first in the door has· received the license. He suggested that he is
supportive of the idea especially ifthe intent is to deny some applicants in the hope that there
may be better companies out there.

Councilor Borges suggested that the alternative would be to increase the number of licenses
since the City is counting on the revenue.
Councilor Dooner stated that while she remembers discussion on this, she is not sure that the
funds were promised to the Public Safety building.
Councilor Borges indicated that she believes a certain percentage of the 3% was going toward
the public safety building.
Councilor McCaul expressed his frustration with applicants coming back for extension after
extension. He also believes that the Council needs to know their business plans because there
are other people would would like to have this kind of business and agrees with and supports this
motion.
Councilor Postell also expressed his support for the motion but wondered if there are other
people ready to come forward. He stated that he has had the Building Inspector attend the Police
and License Committee meetings to give a report and suggested that Mr. Pirrozi has the
independent background and experience to bring information to the table from the field. He
suggested that more information is better than less to make informed decisions.
Councilor Sanders indicated that he has no objection to this concept and councilors should have
available information to inform their votes. He suggested that there is an issue of fairness and if
cannabis businesses are going to be required to provide a business plan then, perhaps, other
businesses should as well. He believes that the Council should be well informed. Mr. Sanders
stated that 50% of the cannabis revenue goes to the fund for the public safety building.
Councilor Duarte stated his understanding that 50% of the 3% retail excise tax goes into the
stabilization account for the public safety building but that is separate from the HCA payments.
He requested that the motion be amended to be directed to the City Clerk and Clerk of
Committees to provide those documents in advance of a meeting.
Councilor Borges stated that since licenses are not available, people are not coming to Taunton.
She agreed with Councilor Duarte and amended the motion:
AMENDED MOTION: Request that the City Clerk and Clerk of Committees provide the City
Council with the business plan and any other documentation one week before the meeting.
Councilor Sanders questioned the Clerk of Committees on the required timing to provide the
documents based on the publishing of the agenda. Councilor Borges suggested beginning to
assemble the documents now based on the list that will be scheduled in the upcoming months.
So voted.

Fairhaven Development District. Originally founded in 1956, SRPEDD (pronounced "sir-ped") is one of 13

Swansea partners to program tens of millions of dollars to directly invest in our region's infrastructure

Mayor O'Connell and Municipal Councilors:
Over the last year, the Department of Public Works (DPW) has been working with the City's Finance Department to
implement the approved capital plan for the City. Under the direction of the Mayor, our team has been reviewing on-
going capital projects while assessing future capital needs for the divisions of the DPW. Working in collaboration with
Building Division staff, the DPW has identified a more cost effective resolution to the septic tank issue and replacement
project at Bennett Elementary School and is respectfully requesting the approval to reallocate Sewer Enterprise resources
and appropriations to fund a sewer extension on North Walker St to Bennett Elementary School. The project will bring
sewer to the school site and tic in sewer services for both the school building and Oakland Fire Station (also currently on
septic). The proposed project would remedy a long standing issue, aid efforts to bring this 1970 school up to current
standards, and provide sewer access to two public buildings.
The DPW requests your approval to transfer funds in the amount of$683,000 from Sewer Enterprise UFB Pump Station
Improvements, $136,000 from Sewer Enterprise UFB 2018 Sewer and Drain Improvements and $1,181,000 from Sewer
Retained Earnings to establish the project and afford sewer access to both Bennett Elementary School and Oakland Fire
Station.

Request for an Early Construction Season within Public Roadways
Dear President Duarte and Mr Mccaul,
Eversource hereby requests permission to start their 2023 construction season early consisting
of excavations on public roadways within the City of Taunton starting on or after March 6, 2023,
weather permitting. This request is an early start to the typical mid-April time fame in which
Taunton DPW allows the start of excavation to occur within public roadways, with the exception
of emergency gas leak repairs.
We are proposing two projects for the early season request. One will be replacing the gas main
on Floral St and including surrounding streets of Jefferson, Cherry and Whitsborough. The other
project will be a main replacement on Granite St and Maple St. These projects combined will be
eliminating 6400' of low-pressure gas pipe. This letter is being sent in addition to a normal street
opening permit that will outline the restoration details.
Upon being granted permission, Eversource agrees to work closely with and communicate on a
weekly basis with the Taunton DPW on current jobs in progress and their respective locations.
Also, Eversource will closely monitor the weather for any forecasted snow or freezing conditions
to ensure safe construction activities. Lastly, road plates, if used, will be done so with the prior
notice to the Taunton DPW and will not be left in place if there is any chance of snow in the
forecast.
Eversource respectfully requests approval to start their construction projects approximately one
month earlier than they typical construction season start date and is available to meet with the
Council to discuss this request at its next scheduled meeting.
