Communications from the Mayor: Mayor O'Connell stated that May is Mental Health Awareness Month. She stated that mental health can be a difficult and challenging topic to talk about. She stated that they have worked really hard here in the City to make mental health more of an open discussion so that they raise awareness and they are educating people, reduce the stigma, increase resources and access to those resources. She stated that they are very fortunate that they have a community of so many individuals who are really invested in mental health services. She stated that the theme for 2023 is "More Than Enough", which is really an emphasis on no matter who you are or where you are in life's journey, that you are important, worthy, deserving, and you are more than enough. She stated that this a message of hope, inspiration and inclusion, which is always what they try to do here in Taunton. Mayor O'Connell read a proclamation proclaiming May 2023 as "Mental Health Awareness Month" in the City of Taunton. Mayor O'Connell invited Katrina Leite, a clinician at the Taunton Police Department, to the podium, as well as Maggie, the comfort dog. Ms. Leite spoke about how she started full time with the City in February and since that time she has been out doing co-response work with the Police Officers and conducting follow-ups. She stated that they are always looking for ways to better serve the people of Taunton and one of those ways is by utilizing a comfort dog. She stated that Maggie will be going to training from 9:00am to 1:OOpm for a number of months until she establishes the appropriate certifications and then she will be out on calls. She stated that there are a number of mental health benefits from having the dog and she is very hopeful for the work that Maggie can do with them. Mayor O'Connell issued Ms. Leite a proclamation. Mayor O'Connell invited Tanya Lobo, Director of T.R.U.E. Diversity, to 2 the podium. Ms. Lobo spoke about how she works as an early childhood mental health consultant, how she is very passionate about mental health and the challenges faced by different communities. Mayor O'Connell thanked Ms. Lobo for the work she is doing in the community and issued her a proclamation. Mayor O'Connell introduced Jessica Johnstone-Darling, the executive director of Girl's Inc., to give a presentation. Ms. Johnstone-Darling introduced herself and Emily Devaul-Monteiro, Licensed Clinical Social Worker. Ms. Johnstone- Darling spoke about the mission of Girls, Inc. which is to inspire all girls to be strong, smart and bold and discussed their programs. Ms. DeVaul- Monteiro discussed the mental health initiatives being taken by Girls, Inc. Mayor O'Connell issued a proclamation to Ms. Johnstone-Darling and Ms. DeVaul-Monteiro. Mayor 0' Connell expressed gratitude to all of them for being there this evening. Mayor O'Connell stated that she would like to briefly address the situation at the Clarion Hotel. She stated that there have been some news articles and newscasts in which they have sought to provide information and they are working on providing an FAQ from the State. She stated that the hotel contracted with the State Department of Housing and Community Development to house families at the hotel in the Myles Standish Industrial Park. She stated that these arrangements were made without the knowledge of the City and they were notified after the fact. She stated that the Clarion Hotel is a private business and they have chosen to partner with the State to house these families. She stated that the people of Taunton are always their first priority and they are ensuring that all City resources are protected and they are exploring all avenues to make sure taxpayer dollars are protected as well. She stated that they have informed the State, in consultation with the Police Department and the Fire Department, of some safety concerns and they are requesting a paid detail at the hotel. She stated that as this is a State initiative, they are requesting that the State hold a public forum to give information and answer questions. She stated that they will keep the community posted on the status of that request. Mayor O'Connell expressed gratitude to the volunteers who placed flags at the Mayflower Cemetery this past weekend in honor of Memorial Day. Mayor O'Connell stated that the City Office's will be closed on Monday, May 29, 2023 in observance of Memorial Day. Mayor O'Connell stated that there will be a Memorial Day salute to veterans on the Taunton Green at 11 :OOam on Monday, May 29, 2023. She stated that it will begin at the WWI doughboy memorial on the Taunton Green and they will then visit all memorials. She stated that the parade will begin at 1: 15pm on Broadway and Dartmouth Street, and it will proceed down Broadway past the Taunton Green and will end around City Hall. Mayor O'Connell stated that she hopes all will join them to honor the men and women who made the ultimate sacrifice for our nation. She stated there will be a 9/11 memorial float in the parade with Irene Fernandes, who is the original organizer of the 9/11 memorial services in Taunton. Mayor O'Connell stated that the 2023 Hometown Heroes banners are up downtown and can also be seen on Weir Street and in the Whittenton area. She expressed gratitude to Bruce and Sandy Thomas for their generosity in providing all of those banners. 3 Mayor O'Connell stated that June 17th is the anniversary of Sargent Shane Duffy being killed during Operation Iraqi Freedom. She stated that they will be honoring Mr. Duffy and his family behind City Hall. She stated that they will be selling memorial bracelets for Mr. Duffy at the Honor Our Military Event. Appointments: Mayor O'Connell appointed Andrew Sukeforth to serve as Director of Procurement for a term of three (3) years. Motion was made to move approval. So Voted. Communications from City Officers: Com. from the Taunton Emergency Management Agency stating the final accrued time buyout for Richard E. Ferreira in the amount of twenty-seven thousand, three hundred forty-five dollars, and forty-five cents ($27,345.45). Motion was made to receive and place on file. So Voted. Com. from the Safety Officer submitting his response on the request to investigate speeding on Plain Street. He stated that he spoke with the City Engineer, and they agreed that adding signage would help make that area safer. The DPW will be placing chevrons in the area of 13 Plain Street, and curve ahead signs near Beacon Street and Berkley Street. Motion was made to receive and place on file. So Voted. Com. from the Safety Officer submitting a request to allow a no parking ordinance for the area of West Britannia Street near the Polish American Citizens Club. Motion was made to refer to the Committee on Ordinances and Enrolled Bills. So Voted. Com. from the Safety Officer submitting a request to allow an ordinance for stop signs on Deer Track Drive and Sir Josephs Court. Marshall, as well as Fred and Tony from the Department of Public Works, to discuss the establishment of an Adopt-a-Spot program in Taunton, which would give individual schools, businesses and civic groups a way to clean up the community and maintain adopted areas. Members Present: Councilor John McCaul, Chairman Councilor Lawrence Quintal Councilor Phillip Duarte Councilor Christopher Coute Councilor Jeffrey Postell Also present: Tony Abreau, Assistant DPW Commissioner Fred Comaglia, DPW Commissioner Mike Patenaude, City Engineer Agata Matel, 89 Baker Road The meeting was called to order at 5:59 PM. 1. Meet to discuss the request to open the road at 89 Baker Road which is under a moratorium. Motion by Mr. Quintal and seconded by Mr. Postell to invite in the interested parties. So voted. Tony Abreau stated that when attempting to put in sewer, it was realized that the pipe wasn't exactly where the plan showed and the stub wasn't put completely to the property line. However, doing research, they realized that Baker Road abuts Silversmith Way and the City has an easement there. They could tap in through Silversmith Way. Councilor Quintal asked about the mix-up on the plans and Mr. Abreau indicated that the mistake was made back in the 90s when it was accepted. Mr. Abreau recommended adding sewer through the easement. Motion by Mr. Coute and seconded by Mr. Quintal to recommend that the DPW grant the easement to run the sewer through the easement on Silversmith Way. Agata Matel asked if this proposal would cost more and Mr. Abreau indicated that it would likely cost less since she would not be opening Baker Road. Permit fees would be the same. So voted. 13 2. Meet to discuss the request to install sidewalks on Burt Street. The Clerk of Committees read a letter from Sarah Viveiros regarding a request for sidewalks on Burt Street as well as a letter from Officer Chaves relaying safety information on Burt Street. Motion by Mr. Coute and seconded by Mr. Postell to receive and place on file and send a copy to Ms. Vivieros. So voted. Commissioner Comaglia stated that the rough estimate to install sidewalks would be $2,143,995. He said that since this is a variable width street, this would require a survey. Mr. Abreau indicated that there would be necessary land takings which would also increase the cost. Mr. Pateneault also suggested drainage would be needed which would also be an additional expense. Mr. Abreau stated that sidewalks would need to be ADA compliant. Councilor Coute guessed that the total cost of a project like this would be around $5 Million and wished that there were resources. Motion by Councilor Coute and seconded by Mr. Quintal that the Clerk of Committees send a copy of Officer Chaves ' letter as well as a letter recapping the meeting to Ms. Viveiros. So voted. Motion by Councilor Coute and seconded by Councilor Postell to put the matter on file. So voted. 3. Meet to discuss the proposed name change for a portion of Johnson's Court. Mr. Pateneaude stated that he was asked to look into changing the name of Johnson's Court to Bobby's Way and did some research on the original naming of Johnson's Court. While it is difficult to determine the history of the name on that street, this request is to change just one section of the road to "Bobby's Way". Motion by Mr. Coute and seconded by Mr. Quintal to approve the name change. So voted. 4. Meet to discuss proposed street acceptances of Steve Drive, Ashleigh Terrace, Bryan Drive, and Manken Road. Mr. Abreau indicated that there is no objection to accepting these streets. Councilor Coute asked ifthere are as-builts for these roads and Mr. Patenaude indicated that there are not. There was discussion on the value to having as-builts and the possibility of budgeting to complete them. Mr. Comaglia stated that it would be good for water and sewer but would be costly. Mr. Pottier expressed his frustration with prior administrations that let things slip with contractors in the past and now corrections are being made. So voted. Meet to discuss the potential acquisition of an easement at 616 Seekell Street. Attorney Costa explained that the City has an interest in acquiring an easement to address the storm water run-off issue at 616 Seekell Street where storm water flows down toward the front of the house. This easement would allow for work to be done to manage the storm water to address the issue. Councilor Coute asked if there would be a cost for the easement and Attorney Costa indicated the easement would be granted for no consideration. Councilor Coute summarized the issue indicating that the drainage on the street is not adequate. Motion by Mr. McCaul and seconded by Ms. Borges to approve the City acquiring the easement at 616 Seekell Street. So voted. 2. Meet with members of the DPW to discuss the disposal of the water tower off Winthrop Street. 16 Councilor Coute stated that abutters have concerns with the potential environmental issues with the water tower and asked when it was decommissioned. Mr. Conaglia indicated that it was approximately 4 years ago. Mr. Coute stated that he believes it is time to begin planning to remove this as it is defunct and has potential environmental concerns. Ben Levesque stated that this tank is no longer used and lead paint is a concern so he recommends removal. Councilor McCaul recalled that there had been prior suggestions that this could be removed with no cost to the City. Attorney Costa stated that he is not familiar with that. Councilor Quintal stated that there is always a cost and that three companies gave estimates and this will not be cheap. He expressed his concerns with the lead paint which he indicated has not penetrated the ground more than 6" but that impacts to the wetlands behind the tank and Winthrop Lane neighbors are potential concerns. Councilor Coute asked for a rough estimate and Mr. Cornaglia stated he would think it would be $200,000 - $250,000. Mr. Quintal indicated that he saw one quote over $100,000 but there may be companies willing to take it down as part of the sale of the land. Councilor Borges asked how much land there is on the parcel and Mr. Coute indicated it's about 3/10 of an acre. She would be curious if it could be sold with the stipulation that the tank comes down within a certain timeframe. She stated that it needs to come down. Councilor Postell asked if this is the same water tower that was discussed some time ago and Mr. Comaglia stated that it is the same property, there was an RFP put out to remove the tank, but people have backed away from it because of the lead paint on the tank. Motion by Ms. Borges and seconded by Mr. McCaul to table this discussion and bring back to the Committee more information on prior RFPs and any information the City might have and send to the CFO to discuss funding for the removal. Councilor Sanders asked for the rough address and it was stated that this is located on Winthrop Street at Winthrop Lane. So voted. Motion to excuse the parties and invite in the CFO. So voted. 3. Meet with the CFO for an update on the new Taunton Municipal Airport terminal. Mr. Dello Russo informed the Committee that a Certificate of Occupancy was issued and signed off on May 2. Currently, they are running through the punch list. There are 56 open items. Of these, 20 are being worked through as disputed and 16 require more information. The monetized punch list value is $189,000. The City will be taking over the landscaping component of the project and will receive credit for this. The approximate final value is Committee on Public Property May23, 2023 Page2of3 17 being discussed. Some punch list items are related to tenant keys. There is also some training on the list, fencing, and asphalt on the walkways to ensure the slopes are in compliance with ADA. Councilor Borges asked about ADA compliance. Mr. Della Russo indicated that issues with slopes on walkways are far from the building. Councilor McCaul asked about the parking lot and Mr. Della Russo stated that the parking lot asphalt met contractual specs. Councilor Coute asked for an update on the restaurant component and Mr. Dello Russo stated that the City issued an RFP and only received one response. The City was unable to accept that one response because it failed to meet the requirements. The Airport Commission has talked with that individual. He stated that he would recommend to the Airport Commission a transparent process so would suggest another RFP but perhaps leave it out longer the next time and advertise more heavily. Councilor Borges suggested that having an airport manager in place may help with that process. Motion by Ms. Borges and seconded by Ms. Dooner to refer to the Law Deparment to get some information on whether community events can happen at the airport. So voted. Motion by Ms. Borges and seconded by Mr. McCaul to meet with the Law Department and the CFO in executive session to discuss contract and costs. So voted. Councilor McCaul also stated that there have been three houses hit on Plain Street and Hart Street. I had already been made aware of the crashes and safety issues by residents Kristen Cimino and Mary Franklin, both residents of Plain Street. This area of Plain Street is thickly settled urban residential with a non-posted speed limit of 30 MPH. I placed the Black Cat II Plus radar box on the telephone pole across from 13 Plain Street from 4/20/2023 to 412712023. The unit recorded 65,799 vehicles. The Average speed recorded was 29 MPH, with an enforceable violation rate of 1 %. I also researched the crash history in that area of Plain Street. The crash history includes all crashes from Beacon Street to West Water Street from 2018 to 4/6/2023. I found 28 crashes in that time frame. There were 2 crashes in 2023, 8 crashes in 2022, 5 crashes in 2021, 4 crashes in 2020, 5 crashes in 2019, 4 crashes in 2018. I spoke with the city engineer, and we agreed that adding signage would help make that area safer. The DPW will be placing chevrons in the area of 13 Plain Street, and curve ahead signs near Beacon Street and Berkley Street. This should give motorists advanced warning that there is a significant curve in the area. The chevrons will also help motorists navigate the curve at night. This should improve the safety of the roadway. As of May 1, 2023, 1279 issues in the schools, 11 issues at the Poiice, 9 issues at the Fire Stations, 12 issues in the parking areas, 114 issues in the parks, 31 items at polling locations and 573 issues in municipal buildings have been closed (2029 issues total). For the 3rd quarter, no items were closed. For FY23 a total of 72 items have been closed. To close an item in the spreadsheets the work must be completed, a picture taken and provided for the file as evidence and method of completion. The spreadsheets on the website have been updated by myself with reported info through May 1, 2023. At this point, the ADA accounts have the following remaining balances for this fiscal year as of May 1, 2023 (building start $100,000, approx. $1,000 remaining, Public Grounds $100,000 start, $100,000 remaining and DPW $100,000 staii, $11,206 remaining) Note: Deferred items have been identified in cases where there is an ongoing project that will resolve issues or where a building is not in service. I have advised that each Department prioritize the work in their area to put the work in a sequence of how it will be done and based on funding, when it will be completed. I have included the simplified spreadsheet of work completed as a quick reference. (see attached) I have also provided a quick update on specific areas: Website: The new website has been launched. The provider provided a Statement of ADA compliance to IT Animal Shelter: The ADA parking and path of travel to the entrance have been paved. Striping and signage have been completed and new railings have been installed. Inside, a plan to bring the entry area and restroom into compliance has been developed. An ADA walkway to the street is also needed to complete work at this facility Board of Health: Deferred. Offices are slated for relocation to Maxham School this year Mayflower Building: Deferred. Building is currently not in service. All items need to be addressed prior to being utilized Annex: CLOSED. This building has been demolished for the City Hall project and all items closed. DPW: DPW completed their exterior walkway/sidewalk issues. Inside, new ADA windows have been installed. TEMA: The handicap ramp for the entrance has been constructed. Human Services: major renovations are under way which will result in a fully compliant area Airport: Deferred. Terminal building is complete. Exterior walkways still under construction. This will address the majority of their remaining work. Golf Course: Expansion of the golf course is slated to have a new clubhouse which wili address most of their list Nursing Home: Deferred. This facility has been added to the deferred list since it has been taken out of service. Previous improvements included, a new handicap ramp and railings were installed to the side (main) entrance. A connection to the ADA parking was designed by the City Engineer. Most room identification signs were installed. Two emergency egress walkways were constructed. Park and Recreation Building: Building Department has designed a modification to the front entrance to allow ADA access in the short tem1. The level landing and door installation has been completed TMLP: Several signs were installed, floor space corrections made some counter work was completed. Retirement Board: Back exit work was completed this spring. All of their easy work has been completed including a modification of the reception area for ADA compliance. The remaining work is in the employee bathroom and break room as well as exterior parking lot sign issues. Library: The safety issue with the staircase in the lobby has been enclosed by the Building Department. A walkthrough by Donna and myself was conducted and a list of signs to be corrected and developed and installed. The walkways in front of the building were replaced and the necessary railings have been installed. New railings were installed on the side and rear outside and in the stair cases in side. The handicap parking in the rear has been re paved and a new sidewalk along the side. Striping has been completed. A new main desk is also in the works. Temporary City Hall: new sidewalk in front was installed as well as walkways on the side and rear. Rear accessible parking was also repaved. Railing work was completed. Interior signage is the largest remaining work. Polling Locations: The majority of the interior corrections have been resolved. A survey of the remaining exterior items is planned as time pem1its. Working with new elections director on movii1g a couple precincts and addressing the rest. Parks. The Hopewell Park grant resulted in substantial improvements to the play structures. Liberty and Union Park is under renovation. The renovations at Boyden were completed and Westside Park will be resolved with the Mulcahey School project. A handicap lift for the pool has been installed. The non-swimmer restrooms at Hopewell were completed last spring. Church Green received new walkways and surrounding sidewalks this past spring. Hopewell received 2 additional ADA play pieces and walkway work at East Water Street was also completed last spring. Extensive ADA walkway issues around the Hopewell Pool which have been completed. Walkways at Memorial Park were corrected. Additional work completed this year was sidewalks at Flannery Playground and a new playground and walkways and benches at Weir Riverfront Park Parking Lots: All items at the parking deck have been closed. Galligans Court is currently under renovation and sidewalk access issues at the Court Street parking lot have been corrected. Trescott Street and Court Street parking areas were corrected. Police: Easy items have been addressed and the exterior parking work has been completed. The remaining work involves the holding cells and sally port. Sink work was completed in the Police station with faucets and pipe protection Fire: The remaining work will need funding and DPW or Building Division assistance to complete. Schools: (2nd quaiter report indicates walkway work plaimed) Hopewell: The Mulcahey project has taken this school out of service so improvements here are being deferred Bennett: Exterior doors and an ADA restroom were installed. In addition, the majority of room identification signs have been installed and the exterior parking and walkways were repaved. The concrete at the main entrance t was replaced. Playground is currently under renovation Leddy: Egress work has been completed on front on the exterior. Also, room identification signs have been installed. Restroom and sink work is continuing and the 3 rear doors had new ADA compliant walkways installed, railings were installed last summer and a new adult handicap restroom has been added. The playground area is under modification for compliant access. Martin: exterior doors have been installed under the maintenance project. Over 200 lever locks have been installed. Room identification signs have been mostly installed. New Sidewalks on site were installed last summer as well as a new parent drop off and new handicap parking. Exterior railings were corrected this quarter and locks are being installed. A renovation to the nurses area is planned Mulcahey: The school has been demolished and new school built Items closed.
