Communications from the Mayor:
Mayor O'Connell thanked everyone who attended the Memorial Day parade this past
weekend. Mayor O'Connell also thanked the Parade Committee for organizing this event.
Mayor O'Connell stated that there will be a Taunton Diversity Network Cultural Fair on
Saturday, June 3, 2023 from 2:00pm to 6:00pm at Memorial Park.
Mayor O'Connell stated that June is Portuguese Heritage Month and there will be many
events happening throughout the month. These events include the Taste of Portugal on
Friday, June 9, 2023 located at the New Ward Five as well as the Day of Portugal Flag
Raising Ceremony on Saturday, June 10, 2023 at 12:00pm, followed by refreshments
served inside City Hall.
Appointments:
Mayor O'Connell appointed Steven Turner to serve as an Airport Commissioner for the
Taunton Municipal Airport to fill the unexpired term of Robert Adams which will expire
June 2024. Motion was made to approve. So Voted.
Communications from City Officers:
Com. from the Chief Financial Officer requesting that the Finance Department meet with
the Finance and Salaries Committee to establish a gift account for the public safety

complex. Motion was made to refer to the Committee on Finance and Salaries. So
Voted.
Communications from Citizens:
Com. from Anthony Kinahan, CFO/Co-Founder, Tower Three, LLC, 30 Sherwood Dr.,
Taunton requesting a renewal of their Host Community Agreement. Motion was made
to refer to the Committee of the Council as a Whole. So Voted.
Com. from the Greater Taunton Area Day of Portugal Committee, Inc., 63 Winthrop St.,
Taunton extending an invitation to the upcoming events to celebrate the Day of Portugal
during the month of June. Motion was made to receive and place on file. So Voted. On
discussion, Councilor Borges stated that the event at the State House is outstanding.
Councilor Pottier inquired as to what time the event at the State House will be taking
place. Councilor Borges confirmed the event is at 1O:OOam.
Com. from the Greater Taunton Area Day of Portugal Committee, Inc., 63 Winthrop St.,
Taunton requesting support and participation for the upcoming events to celebrate the
Day of Portugal during the month of June. Motion was made to receive and place on
file. So Voted.
Petitions:
Temporary Fixed Vendor License - RENEWAL
1. RJ Trees located at 404 Winthrop Street, Taunton selling Christmas trees, wreaths
and baskets. Motion was made to refer to the Committee on Police and
License and the Police Chief. So Voted.
Flammable Storage License Transfer of Ownership
Petition submitted by Romeo Fakhry, A-Plus Gas LLC, 12 Pine St., Attleboro, MA
02703 requesting approval of a change of ownership for a Flammable Storage License
located at 315 Broadway, Taunton. (Deed on file). Motion was made to approve. So
Voted.

Motion was made for Committee reports to be read by title and approved. So
Voted. Recommendations adopted to reflect the votes as recorded in committee
reports. So Voted.

The City of Taunton shall establish a gift account in accordance with M.G.L. c.
44, §53A which shall be a separate interest-bearing account established by the Treasurer.

The Director of Veteran Services is hereby authorized to accept monetary donations for
veterans' services which shall be deposited into said account. The account will be
assigned its own general ledger number from the City Auditor. Said funds will not be
general fund receipts and the specific use of said funds will be as followed:
• Transportation costs
• Utility arrearages
• Non-covered medical expenses
• Veteran-specific enrichment programs
• Small housing repair/upkeep
• Small vehicle repair
• Burials/Cemetery
• Mobile phone arrearages
• Housekeeping
On a roll call vote, seven (7) Councilors were present, seven (7) Councilors voted
in favor. Councilors Dooner and Quintal were absent. So Voted.

M.G.L. c. 44 §53A which shall be a separate interest-bearing account established by the

account. The account will be assigned its own general ledger number from the City

Chapter 105 - Personnel
Be it ordained by the Municipal Council of the City of Taunton and by authority of the
same as follows:
Chapter 105 of the revised Ordinances of the City of Taunton shall be amended to
include a new Section as follows:
Compensation of Elected and Appointed Board, Committee and Commission
Members

The Municipal Council shall establish the financial compensation, if any, of all elected
and appointed members of committees, boards and commissions. This ordinance shall
not apply to salaried or hourly employees of the City. No compensation in addition to the
compensation set forth herein shall be paid for serving in those positions subject to this
ordinance by the City of Taunton. Any vote to increase the stipend of any committee,
board or commission shall become effective on the first day of the calendar year
beginning next after the following municipal election. The Municipal Council shall
review the compensation of all committees, boards and commissions periodically, at least
once every five years following enactment of this Ordinance.

Motion was made to pass to a third reading. So Voted. On discussion, the City Clerk
stated that she wanted to bring to their attention that the correct version of the ordinance
includes the two T.M.L.P. Commission stipends, which is not in shown in the version in
the agenda, however, it was advertised correctly.

New Business:
Councilor Pottier motioned that Chief Bradshaw asked to call for a civil service list
for three (3) firefighters. So Voted.
Councilor Borges stated that a resident brought to her attention that the crosswalks are
not painted on lngell Street and High Street. Councilor Borges stated that the Department
of Public Works is working on this.

Motion by Mr. Pottier and seconded by Mr. McCaul to approve the payroll warrant in the
amount o/$5,583,817.14. So voted.
Motion by Mr. Pottier and seconded by Mr. McCaul to approve the accounts payable
warrant in the amount o/$3,278,576.97. So voted.
Motion by Mr. Pottier and seconded by Mr. McCaul to adjourn the meeting at 5:40 PM So

The meeting was called to order at 5 :52 PM.
1. Meet to discuss the appointment of David Ingargiola as Electrical Inspector.
Motion by Mr. Coute and seconded by Ms. Borges to invite in the Building Commissioner.
So voted.
Councilor Borges explained that this had been brought to the attention of the Council as the
electrical inspector had not been appointed for a three year term. She indicated that she has
no issues with this appointment. She spoke with the gentleman and met with the Building ·
InspectOr.
Motion by Ms. Borges and seconded by Mr. Coute to move the appointment forward this
evening.
Mr. Pirozzi indicated that the Law Department reviewed the Ordinance and determined that
he needs to be appointed. He has been in the position for eight years but was not officially
appointed.

Mr. Sanders asked if this should be back-dated.
Ms. Borges added to her motion that the effective date be as of the date ofappointment. So
voted.
Motion by Ms. Borges and seconded Mr. Sanders by to excuse Mr. Pirozzi. So voted.
Motion by Ms. Borges and seconded by Mr. Coute to recess for 10 minutes. So voted.
2. Meet in executive session for an update on the Inter-Governmental Agreement with the
Mashpee W ampanoag Tribe.
Motion by Mr. Postell and seconded by Mr. Sanders to invite in Mr. Della Russo and
Attorney Costa. So voted. ·
Attorney Costa explained that per Mass General Laws, the Committee would be entering into
executive session to discuss contract negotiations with an entity with the City.
Motion by Mr. Coute and seconded by Mr. Postell to enter into executive session. So voted
on a roll call.
Motion by Mr. Coute and seconded by Mr. Postell, to return from executive session. So voted
· on a roll call
Councilor Pottier reported that two votes were taken in executive session, including one to
come out of executive session.
MOTION by Mr. Coute and seconded Mr. Postell to adjourn the meeting at 7:00 PM So voted.

Please be advised that I am appointing Steven Turner to serve as Airport Commissioner for the
Taunton Municipal Airport to fill the unexpired term of Robert Adams which will expire in June
2024.
Mr. Turner is a lifelong Taunton resident with excellent leadership skills, significant experience
with parliamentary procedure and a true affinity for the success of Taunton. Beyond that, Mr.
Turner has spent decades involved at the community level, most notably as a Taunton Police
Officer for over 35 years, positively impacting every cause he has served.
Mr. Turner has a radiant energy and carries with him a positive attitude - both of which are a
pleasure to work with and a major asset to this City. I am thankful for Mr. Turner's service to the
City of Taunton, and I look forward to his success with the Taunton Airport Commission.

Dear Mayor Shaunna O'Connell and City Council Members,
As it has been presented to you, this year's Greater Taunton Area Day of Portugal Committee, Inc.,
was organized by several local Portuguese and Portuguese-American organizations throughout the
greater area of Taunton consisting of local residents and established for the purpose of promoting
the Portuguese, Portuguese-American culture and heritage in our community during the month of
June, 2023. As we continue to enrich the knowledge and awareness of the Portuguese culture with
the mission to organize social, cultural and educational local events, this year's festivities will begin
on June 2nd through June 2gth, 2023 .
As you may know, for over four decades the various Governors in our Commonwealth have
proclaimed the month of June as the Portuguese-American Heritage Month, to honor the Portuguese
and Portuguese-Americans contributions and celebrations throughout our State who organize to
exhibit their heritage and culture.
We have a Portuguese-American Legislative Caucus in the State House, consisting of 18 Portuguese-
American Legislators (Senators and Representatives), who will be celebrating the 39th Heritage Day of
Portugal, in the House of Representatives Chamber, on Tuesday, June 13th, 2023. This event will also
include the presence of hundreds of citizens throughout our state who will participate in cultural and
educational festivities during the day in Boston. Food, a tour of the State House, and entertainment
will be offered to participating guests.
For your information, June 10th is Portugal's National Day, it is officially known as the "Dia de
Camoes" and "Dia de Portugal e das Comunidades Portuguesas pelo mundo". It commemorates the
Portuguese Poet, Luis Vaz de Camoes, a 16th Century national literary icon who promoted the
Portuguese language and culture throughout the world.
We cordially ask you to please join us in this year's festivities. Included, you will find a brochure with
all upcoming events for the June Celebration.

Greater Taunton Area Day Of Portugal Committee, Inc.

We are pleased to inform you that residents, organizations and clubs from the City of
Taunton and surrounding communities have come together to establish the Greater
Taunton Area Day of Portugal Committee, Inc. This 501C3 non-profit organization was
established to promote the Portuguese and Portuguese-American cultures within the
Greater Taunton Area with a driven mission to organize social, cultural, and educational
events to enrich the knowledge of its community members through all reasonable
endeavors, including, but not limited to, seminars, and meetings between leaders of
Portugal, America, and residents of the Greater Taunton Area .
The Greater Taunton Area Day of Portugal Committee, Inc., will also promote Portuguese
culture and its development over the centuries in America . This will include the history of
the Portuguese immigrants that arrived in the United States, particularly those who have
settled in the Greater Taunton Area over the last century.
The Governor of our Commonwealth has proclaimed June as Portuguese American Heritage
Month, and the Greater Taunton Area Day of Portugal Committee Inc. will be organizing a
flag raising on June 10th at Taunton City Hall along with a celebration hosted by the
Portuguese American Legislative Caucus on Tuesday, June 13th, at the State House in
Boston. The Greater Taunton Area Day of Portugal Committee Inc. will have numerous
cultural, social, and educational events to promote the Portuguese and Portuguese-
American heritage and culture here in the City of Taunton. This will also include a
Transatlantic educational exchange program involving students from Taunton's sister city of
Angra do Herofsmo in Terceira, Azores.
We respectfully and humbly ask for your support and participation. It is an honor for The
Greater Taunton Area Day of Portugal Committee Inc. to host such significant events, and
we look forward to celebrating our Portuguese-American Heritage with you all this June.

1. Meet to review the weekly vouchers and payroll for City departments.
Please note: A "meeting" of the entire Municipal Council, as said terms is defined in Mass.
Gen. L. C. 30A, §18 may occur concurrently with this committee meeting.
THE COMMITTEE OF THE COUNCIL AS A WHOLE
1. Meet to discuss the appointment of David Ingargiola as Electrical Inspector.
2. Meet in executive session for an update on the Inter-Governmental Agreement with the
Mashpee Wampanoag Tribe.
