Communications from the Mavor: Mayor O'Connell stated that there is a special presentation this evening and invited the interested parties to the podium. She stated that this weekend is Small Business Weekend and wants to take the opportunity to recognize small businesses and how much they give back to the City of Taunton. Mayor O'Connell read a proclamation for Small Business Saturday, proclaiming Small Business Saturday as November 25, 2023. Mayor O'Connell issued a proclamation to Kris Silva, Colleen Simmons, Barbara Miller and Shannon Burch. Kris Silva, President/CEO Taunton Area Chamber of Commerce, spoke about the value of small businesses in the community and the importance of supporting small business owners. Colleen Simmons, Downtown Taunton Foundation & Business Improvement District, spoke about events taking place in the community during the upcoming Small Business Weekend. Ms. Simmons introduced a local vendor to speak about her work, Barbara Miller, Katherine Paige Designs. Ms. Miller spoke about the unique items she offers. Ms. Simmons introduced another local vendor, Shannon Burch, Winthrop & Highland, to speak about her work. Ms. Burch spoke about the items she offers, which includes personalized gifts and home decor. Mayor O'Connell expressed gratitude to the parties for their work and encourages the community to show their support to small businesses this weekend. Mayor O'Connell stated that City Hall will close at noontime on Wednesday, November 22, 2023 and will reopen on Monday, November 27, 2023 for regular hours of business. Motion was made to revert to the regular order of business. So Voted. 2 Motion was made to refer to the Presentation of the FY24 Supplemental Budget. So Voted. Communications from the Mayor: Mayor 0' Connell invited the interested parties into the enclosure for the Presentation of the FY24 Supplemental Budget. Mr. Dello Russo stated that for the first time in many years, the final budget for the City will not require any additional stabilization funding. He stated that they have made sure that the Department Managers have what they need, while upholding their responsibility to the taxpayers. He discussed that the Supplemental Budget closed on September 1, 2023. He stated that this is a needs-based initiative and that seventy (70) percent of the requests this evening are for the building and maintaining of City facilities. He discussed that there is a reduction in anticipated hotel tax, as the Clarion Hotel is no longer paying 3%. He stated that they are able to cover this without a loss to any City services, however, they are hoping the State delegation will figure out a plan for this as this is a cost that has now been passed to the City. He discussed that the City is now losing about $0.75 for every $1.00 it takes in for trash bag fee revenue. Mr. Dello Russo stated that the final budget for FY24 is $284,563,392.47. Councilor Pottier inquired if they have a total stabilization anticipated figure that they can share. Mr. Dello Russo stated that after January, it will be approximately $33 million. Gill Enos stated that this is a career high figure. Councilor Pottier stated that he would be cautious with using this fund as there are tough times projected ahead and he appreciates the conservative stewardship by the Team. Mayor 0' Connell stated that the total stabilization fund is intended to be a "rainy day" fund, and the City will need this when tough times are going to be coming. Councilor Pottier stated that a big reason that their bond rating went up is because of the great number they have now and that will result in millions of dollars in savings. Mr. Dello Russo stated that the bond rating increase is projected to be at eight million dollars. Councilor Duarte stated that he spoke with State Representative Carol Doherty, who stated that there is legislation being discussed at the State level to help municipalities with the revenue shortfall in regards to the hotel tax. Motion was made to approve the final FY24 Supplemental Budget of $284,563,392.47. On a roll vote, seven (7) Councilors were present, seven (7) Councilors voted in favor. So Voted. Councilors Sanders and Coute were absent. Motion was made to revert to the regular order of business. So Voted. Opportunity for input by the general public. No one spoke during public input. Hearing: On the petition submitted by Colleen Simmons, 25 Silverwood Drive, Taunton, MA 02780 for the issuance of a personal Kennel License per City Ordinance Section 3-24 to allow a Grade 1 (4-6 Dogs) Kennel License for personal use/dogs, NOT BUSINESS USE, at 25 Silverwood Drive, Taunton. Motion was made to open the hearing and invite the interested parties into the enclosure. So Voted. The City Clerk read a communication from the Animal Control Officer submitting a positive recommendation. Ms. Simmons stated that she is applying for a Grade I Kennel License and that they currently have four (4) dogs. She discussed that she started fostering through an organization out of Louisiana, which is where she adopted her last dog. She stated that the organization was seeking more fosters in the Northern part of the country. She stated that she initially took in her fourth dog as a foster, but now her family has become 3 attached to the dog and they will be keeping the dog as a pet. Councilor Borges stated that she spoke with Mr. Massa, Animal Control Officer, in regards to their property and expressed gratitude to the applicants for their detailed plot plans. She stated that according to the Ordinance, the applicant meets all the necessary requirements to obtain a Grade 1 Kennel License, including lot size. She stated that she will be voting in favor of this Kennel License. Councilor Pottier inquired what type of dogs the applicants have. Ms. Simmons stated that they have a Black Labrador, a Yellow Labrador, a Bernese Mountain mix and a Terrier mix. Councilor Pottier confirmed with Ms. Simmons that all of the dogs are up to date on their vaccinations. Councilor Pottier inquired if the applicant plans to do any breeding for profit. Ms. Simmons stated that she will not be breeding. Motion was made to open the hearing for public input. So Voted. No one spoke during public input. Motion was made to close public input and approve the application. So Voted. On the petition submitted by Maureen Pert, 15 Rockland Street, Taunton, MA 02780 for the issuance of a personal Kennel License per City Ordinance Section 3-24 to allow a Grade 1 (4-6 Dogs) Kennel License for personal use/dogs, NOT BUSINESS USE, at 15 Rockland Street, Taunton. Motion was made to open the hearing and invite the interested parties into the enclosure. So Voted. The applicant introduced herself as Maureen Pert and stated that she is applying for a personal kennel license. She stated that she owns small dogs and has custody of her grandchildren. She stated that one of her grandchildren brought home a French Bulldog, that brought the total number of dogs in the household to four (4). She stated that her daughter moved into her house as well and brought another dog into the house. She stated that all of her dogs are small and can be vocal at times. Councilor Borges asked if the applicant is familiar with the City Ordinance for a Kennel License. Councilor Borges stated that the laws require half an acre of land in order to obtain a kennel license and in looking at their land she does not have the lot size to obtain a kennel license. She stated that they have granted them in the past under special circumstances and hopefully in the future they will review the Ordinance. Councilor Borges reviewed Section ID of the Ordinance. Ms. Pert inquired if it is still an issue if they are small dogs and stated that the Dog Officer visited her home and did not find any issues. Councilor Borges stated that she did speak with the Dog Officer today as well and reminded him of the Ordinance. Attorney Costa stated that the requirements for a Class I License, in subsections D, E and F, may be waived or reduced by a 2/3 vote of the Municipal Council, upon finding that the waiver or reduction will not be detrimental to the public health, safety and welfare. He stated that the proper vote would be a vote to waive or reduce that requirement on finding that the waiver or reduction will not be detrimental to the public health, safety and welfare. Councilor Pottier stated that exceptions have been made in the past. Councilor Pottier inquired what breeds the dogs are. Ms. Pert stated that they have a French bulldogs, three (3) Chihuahua mixes, and a cockapoo. She stated that all of her dogs are ten (10) pounds or less. Mr. Pert stated that they have a stockade, fully fenced back yard. Ms. Pert confirmed with Councilor Pottier that they have no plans to breed and all of the dogs are up to date on their vaccinations. Councilor Quintal confirmed with Ms. Pert that there are five (5) dogs on the property and that they do not have plans to get anymore dogs. Councilor Quintal stated that they will have his support with this application and he can tell that the applicants take good care of their animals. Councilor Borges stated that she would like a clarification from the City Solicitor as to whether there should be two (2) separate motions made. Attorney Costa stated that there should be a specific vote to waive the half 4 acre requirement, however, it can be a part of the same motion of approving the application and waiving the half acre requirement, which will require a 2/3 vote of the Council, or six (6) members of the Council voting in favor. He clarified that it needs to be 2/3 of the Council, not 2/3 of the members present, therefore, six (6) members of the Council voting in favor. Motion was made to open public input for this hearing. So Voted. The City Clerk read a communication from Irene Fenton, 6 Rockland Street, Taunton, stating that she is in opposition of this kennel license. She stated that the houses on Rockland Street are close together and unnecessary noise should not be disturbing to others. The City Clerk read a communication from Eugene Christiansen, 8 Rockland Street, Taunton, stating that he is in opposition of this kennel license. He stated that there is already enough disturbance in the neighborhood from this residence already. The City Clerk read a communication from Jennifer DeMatteo, 12B Clifton Street, Taunton, expressing opposition to this kennel license. The City Clerk read a communication from Tracey DeMatteo, 12A Clifton Street, Taunton, expressing opposition to this kennel license. Motion was made to make the communications a part of the record. So Voted. Ann Cathcart, 13 Rockland Street, Taunton, spoke about her concern with the noise level from the residence as the dogs begin barking at 5:00am. Motion was made to close public input. So Voted. Motion was made to grant the waiver for the variance of the Ordinance and grant the petition. On a roll call vote, seven (7) Councilors were present, five (5) Councilors voted in favor (Dooner, Duarte, Pottier, Quintal and Postell), two (2) Councilors were opposed (Borges and McCaul). The motion does not pass. Councilors Coute and Sanders were absent. Motion was made to reconsider the vote in one (1) week and have the City Clerk confirm that nine (9) Councilors will be present. So Voted. On discussion, Councilor Duarte inquired if the hearing will need to be re-advertised. Attorney Costa stated that it does not to be re- advertised. Mayor O'Connell stated that the City Clerk will contact the petitioners when the continued hearing has been scheduled. On the petition submitted by Annisa Reed, 72 Whitehill Street, Taunton, MA 02780 for the issuance of a personal Kennel License per City Ordinance Section 3-24 to allow a Grade 2 (7-12 Dogs) Kennel License for personal use/dogs, NOT BUSINESS USE, at 72 Whitehill Street, Taunton. Motion was made to open the hearing and invite the interested parties into the enclosure. So Voted. The applicant introduced herself as Annisa Reed and discussed that she is pursuing a kennel license as she has seven (7) dogs, five (5) of which are French bulldogs, a Rottweiler and a Malshi. She stated that she owns a colonial style home with a fenced-in yard. She stated that her Rottweiler is eleven (11) years old, arthritic and is not likely to be with them for much longer. She stated that her daughter got an apartment and will be moving on January 1st and will be taking two (2) of the French bulldogs. She stated that her daughter's dog had puppies and sold three (3) of the dogs, but were not able to sell the other two (2) and she took them in as she is an animal lover. Motion was made to open the hearing for public input. So Voted. Kathleen Campaniro, Owner at Governor Winthrop Condo Association, stated that she has a petition signed by thirteen ( 13) residents in opposition of this kennel license. She stated that there has been a lot of barking from this residence and that she is not sure that they are fenced in on their side of the property. She stated that the Condo Association has a fence there, however, it is not in good condition. She stated that this license requires an acre or more of land, however, they only have 0.4 acres of land. She stated that this a very urban, dense area and they let the dogs out at 1O:OOpm and they are barking. Motion was made to make the petition a part of the record. So Voted. 5 Thomas Masse, 171 Highland Street, Taunton, stated that the Rottweiler is very well behaved and that the concern is with the behavior of the other dogs. He stated that the small dogs are constantly fighting with each other and instigating with the other neighborhood dogs. He stated that they are let out in the yard and they are barking at the fence with the neighboring dogs. He stated that he has a video recording of the dogs screeching. He stated that these dogs need more time inside and with training. Roger Lincoln, 173 Highland Avenue, Taunton, spoke on behalf of his brother Peter Lincoln, in opposition of this kennel license. He stated that they can regularly hear the dogs barking at night. Motion was made to close public input. So Voted. Councilor Borges stated that the requirement for this kennel license is 0.5 acres or more, not an acre as mentioned. Councilor Quintal inquired if the applicant fosters dogs. Ms. Reed stated that she has never fostered dogs. She stated that the dogs go outside at 1O:OOpm as this is when they get home from work, however, they go right back inside. She stated that she has never received any complaints from Animal Control, nor her neighbors, about barking. Councilor Quintal stated that the property seems too restricted to go up to twelve (12) dogs. Ms. Reed stated that in January, three (3) dogs will be gone. Councilor Quintal stated that unfortunately, he will probably not be supporting this application as the number of dogs seems to be a lot for the size of this property. Councilor Borges stated that she would like to clarify that she made a mistake with her previous statement and that for a Class II Kennel License, an acre or more of land is required. Councilor Postell inquired if the hand-drawn documents are a part of the petition. He stated that it appears that there are six (6) individual cages for the dogs and inquired the sizes of those cages. Ms. Reed stated that the Rottweiler and the Malshi do not go in cages and that those are only for the five (5) French bulldogs. She stated that the five (5) French bulldogs get locked in the cages during the day as they fight with each other. Councilor Postell confirmed with Ms. Reed that they are chain-linked cages with food and water in each. Councilor Postell inquired about the use of the "time-out" kennel. Ms. Reed stated that the "time-out" kennel is a little larger than their regular cages and is used for punishment. She stated that there is a play and training area. She stated that the French bulldogs do not fight outside. She stated that the dogs need to be kept separate at feeding time and the male in particular is aggressive about food. She stated that she has this many dogs because her male French bulldog got her son's female French bulldog pregnant. She stated that she didn't want this many dogs but she loves her animals very much and they are a part of her family. Councilor Postell stated that there is no doubt that dogs are more than animals and an animal's love is unconditional. He stated that he has a concern that this license can go up to twelve (12) dogs. He stated that Ms. Reed noted that there has never been a complaint from Animal Control, nor her neighbors, which is a positive in some cases, but does not mean that there is not an issue. He stated that now Ms. Reed has been put on notice that there are some concerns and they should be understood. He stated that as dog owners, they have an obligation to manage, supervise, and keep their pets appropriately behaved. Councilor Postell clarified with Ms. Reed that the kennels that were drawn are located inside her kitchen and not outside. She stated that the yard is free range and they have the ability to run around. Councilor Duarte inquired if they are able to restrict the application to a specific number of dogs. Attorney Costa stated that Council has the authority to vote as part of its approval on a specific number of dogs within that classification. For example, on a Class II License, for 7-12 dogs, the Ordinance does not indicate that the Council can't stipulate that it is a Class II License for seven (7) dogs. Therefore, his position is that the Council has the authority to limit the license to a specific number of dogs. Councilor Duarte inquired if they would be able to add 6 additional conditions, such as if any of the dogs move or pass away, that the license will downgrade to a Class I. Mayor 0' Connell asked if the Council could grant a Class I Kennel License and limit the number of dogs for that license instead. Attorney Costa stated that if there are seven (7) dogs in the household currently, then this should be a Class II license, and the Council could vote to have the applicant come in after a certain amount of time to review the status of the license and whether it can be modified based on changed circumstances. Councilor Borges inquired if they already have the ability to do this. Attorney Costa stated that it is true that the Council may suspend, revoke or reinstate any kennel license at a hearing for due process if there is an issue with compliance with the requirements. He stated that this situation is unique as the applicant is presenting that there will be a change in circumstances by January. He stated that in this situation, it would be best for the applicant to apply for a kennel license with seven (7) dogs and if there is a change in circumstances for the applicant to apply for a change in the classification to a Class I. Mayor 0' Connell confirmed with Attorney Costa that the best approach is to apply for a Class II kennel license with seven (7) dogs and the Council can put stipulations on the license. Councilor Borges inquired if another hearing would be required to go from a Class II kennel license to a Class I kennel license. Attorney Costa stated that there may be a hearing required as there would be a change in the classification. Councilor Borges stated that this would be an additional expense and that the application process is already quite expensive. Councilor Pottier stated that the City of Taunton' s Assessor Database suggests that 72 Whitehill Street is 4/10 of an acre, which is extremely tight for a Class II kennel license. Councilor Postell asked Ms. Reed if all of her dogs are licensed through the City. The City Clerk stated that three (3) of the dogs are licensed, and that she cannot license anymore of the dogs without a kennel license. Motion was made to continue the hearing in order to get more information from the Law Department on December 5, 2023. So Voted. Appointments: Reappointment of Eleanor Brennan, 158 Oak Street, Taunton to serve on the Department of Human Services/Council on Aging Board of Directors for a term of four (4) years expiring November 2027. Motion was made to approve. So Voted. Communications from Citv Officers: Com. from the Chairman, Taunton Planning Board stating that the Taunton Planning Board is in receipt of a Special permit for 136 Alanita Drive for a 1,150 sq. ft. accessory dwelling unit, submitted by Allison M. Hannah, Trustee of the 136 Alanita Drive Trust. The Planning Board will hold a public hearing on this on Thursday, December 7, 2023 at 5:30PM at 15 Summer Street, in the Chester R. Martin Municipal Council Chambers, 2nd Floor. Motion was made to receive and place on file. So Voted. Com. from the City Planner regarding the FY2024 first quarter update on the implementation of the ADA transition report. As of October 15, 2023, 1288 issues in the schools, 11 issues at the Police, 9 issues at the Fire Stations, 12 issues in the parking areas, 114 issues in the parks, 31 items at the polling locations and 599 issues in the municipal buildings have been closed 92064 issues total. For the first quarter, 29 items were closed. For FY24 a total of 29 items have been closed. To close an item in the spreadsheets, the work must be completed, a picture taken and provided for the file as evidence and method of completion. The spreadsheets on the website have been updated with reported info through July 1, 2023. At this point, the ADA accounts have the 7 following remaining balances for this fiscal year as of June 30, 2023 (building start $100,000, approx. $100,000 remaining, Public Grounds $100,000 start, $100,000 remaining and DPW $100,000 start, $100,000 remaining). Motion was made to refer to the Committee on Americans with Disabilities Compliance. So Voted. Com. from the City Solicitor regarding a communication dated November 6, 2023 which the Law Department received from Comcast with information about changes to Xfinity TV services. Motion was made to receive and place on file. So Voted. Com. from the Police Department requesting to pay a past due utility expense from TMLP. They are requesting that they are allowed to expend $59.81 for an FY 2023 expense. Motion was made to the Committee on Finance and Salaries. So Voted. Communications from Citizens: Com. from Sarah S. Campbell, PRIDE Inc., 3 Maple Street, Taunton requesting permission to hold their 6th Annual 5k run/walk. They plan to hold this year's race on Saturday, December 9, 2023 at ll:OOAM. They anticipate close to 150 participants for this race with 100% of the proceeds to benefit PRIDE programming. Motion was made to move approval and refer to the Police Chief. So Voted. Com. from Carl Capelo, Manager, Capital Development Company, LLC, 37 Taunton Green #1215, Taunton requesting approval for a sewer extension on Highland Avenue to service a newly built residential dwelling at 52 Highland Avenue. He enclosed a copy of the sewer extension plan showing the proposed sewer main and manhole as well as a further description of the project. Motion was made to refer to the Committee on the Department of Public Works. So Voted. Petitions: NONE. Committee Reports: Motion was made for Committee Reports to be read by title and approved. So Voted. Recommendations adopted to reflect the votes as recorded in Committee Reports on the Committee on Finance and Salaries. So Voted. Councilor Postell stated that the Committee on Police and License, which included himself and Councilor Borges, met with the Police Chief to address the hiring of an additional officer. He stated that based upon the recommendations, they will be putting forth Brady Nichols, for an appointment as Police Officer, pending all of the conditions that are set forth by the hiring practices of the Police Department. Motion was made to move approval on a roll call vote. On a roll call vote, seven (7) Councilors were present, seven (7) Councilors voted in favor of providing a conditional offer to Brady Nichols. The motion passes. Councilors Sanders and Coute were absent. Unfinished Business: NONE. 8 Orders, Ordinances and Resolutions: Ordinance for a first reading to be passed to a second reading AN ORDINANCE REGARDING WAGES FOR SPECIAL POLICE OFFICERS Chapter 19 - Police Department Be it ordained by the Municipal Council of the City of Taunton and by authority of the same as follows: That a new section shall be added to Article I of Chapter 19, immediately following §19- 27 "Civilian Traffic Control Officers", as follows: §19-28- Wages for Special Police Officers 1) Retired employees appointed as special police officers pursuant to Chapter 150, of the Acts of 2017 shall be compensated as follows: a. For "detail" work, the same rate of pay, including any stipends, minimum hours or overtime detail pay that an active police officer working under the Taunton Police Patrolmen's Association collective bargaining agreement would receive. b. For court and other non-detail work, the rate of pay that would be applicable under the current collective bargaining agreement for the rank and step that the special police officer retired at, if that officer was still an active police officer and subject to the appropriate collective bargaining agreement based on their rank. There shall be a three-hour minimum pay for all work up to three hours; thereafter, work shall be compensated in quarter-hour minimum increments. That all numbered sections following the above new section shall be renumbered so as to sequentially number all sections of Chapter 19. That all ordinances or parts thereof inconsistent are hereby repealed. This ordinance shall become effective immediately upon passage. Motion was made to pass to a second reading. So Voted. Ordinance for a first reading to be passed to a second reading AN ORDINANCE ARTICLE III. STOPPING, STANDING AND PARKING Sec 405-53. Prohibited parking places. Be it ordained by the Municipal Council of the City of Taunton as follows: 9 That Section 405-53 of the Revised Ordinances of the City of Taunton, as amended, be and hereby are further amended by adding thereto the following: Howard Street, the South Side (right side) for its entire length. All ordinances or parts thereof inconsistent herewith are hereby repealed. This Ordinance shall become effective immediately upon passage. Motion was made to pass to a second reading. So Voted. New Business: Councilor Pottier requested to refer to the Committee of the Council as a Whole and/or the Committee on Ordinances and Enrolled Bills the issue of 5 vs. 3 member Council Committees. Motion was made to move approval. So Voted. Councilor McCaul stated that over the weekend he received a phone call from a constituent that there was an accident at the intersection of Hart Street and Plain Street. He stated that this is the fourth time there has been an accident within five (5) years in this area. He stated that during this accident, a car flipped and went into the fence of a resident's property. Motion was made to refer this area to the Safety Officer for further investigation and for consideration of a chevron or flashing lights. So Voted. Councilor McCaul motioned to refer to the Committee on Police and License and the Police Chief and the Taunton Emergency Management Agency regarding an emergency response plan for mobile homes. Approve the minutes from November 14, 2023. Motion by Mr. Pottier and seconded by Mr. McCaul to approve. So voted. 2. Meet to review the weekly vouchers and payroll for City departments. Motion by Mr. Pottier and seconded by Mr. McCaul to approve the payroll warrant in the amount o/$1,608, 717.44. So voted. Motion by Mr. Pottier and seconded by Mr. McCaul to approve the accounts payable warrant in the amount o/$6,804,945.81. So voted. Motion by Mr. Pottier and seconded by Mr. McCaul to adjourn with a Happy Thanksgiving at 6:34 P.M So voted. Members Present: Councilor Jeffrey Postell, Chairman Councilor Estele Borges Members Absent: Councilor Barry Sanders Also Present: Chief Edward Walsh The meeting was called to order at 6:36 PM. 1. Approve minutes from November 6, 2023. Motion by Ms. Borges, seconded by Mr. Postell to approve. So voted. 2. Meet to address hiring an additional officer. Chief Walsh stated that interviews were held several weeks ago based upon the Civil Service certification list. After discussions with the Mayor's Office and the CFO it was determined that sufficient funds exists to add an additional name to the list of people being hired. As such, he recommended that the Committee go back to the list that was already hired from and add that additional name based on the candidates who were interviewed. Mr. Postell confirmed that interviews were held on November 2. Based upon the list, the next person who would be up for recommendation to the full Council is Brady E. Nichols. Motion by Ms. Borges and seconded by Mr. Postell that the Committee bring forward to the full Council the name ofBrady E. Nichols for a conditional offer of employment. So voted. For "detail" work, the same rate of pay, including any stipends, minimum hours or overtime detail pay that an active police officer working under the Taunton Police Patrolmen' s Association collective bargaining agreement would receive. b. For court and other non-detail work, the rate of pay that would be applicable under the current collective bargaining agreement for the rank and step that the special police officer retired at, if that officer was still an active police officer and subject to the appropriate collective bargaining agreement based on their rank. There shall be a three-hour minimum pay for all work up to three hours; thereafter, work shall be compensated in quarter-hour minimum increments. That all numbered sections following the above new section shall be renumbered so as to sequentially number all sections of Chapter 19. That all ordinances or parts thereof inconsistent are hereby repealed. This ordinance shall become effective immediately upon passage. As of October 15, 2023, 1288 issues in the schools, 11 issues at the Police, 9 issues at the Fire Stations, 12 issues in the parking areas, 114 issues in the parks, 31 items at polling locations and 599 issues in municipal buildings have been closed (2064 issues total). For the 1st quarter, 29 items were closed. For FY24 a total of29 items have been closed. To close an item in the spreadsheets the work must be completed, a picture taken and provided for the file as evidence and method of completion. The spreadsheets on the website have been updated by myself with reported info through July 1, 2023. At this point, the ADA accounts have the following remaining balances for this fiscal year as of June 30, 2023 (building start $100,000, approx. $100,000 remaining, Public Grounds $100,000 start, $100,000 remaining and DPW $100,000 start, $100,000 remaining) Note: Deferred items have been identified in cases where there is an ongoing project that will resolve issues or where a building is not in service. I have advised that each Department prioritize the work in their area to put the work in a sequence of how it will be done and based on funding, when it will be completed. I have included the simplified spreadsheet of work completed as a quick reference. (see attached) I have also provided a quick update on specific areas: Website: The new website has been launched. The provider provided a Statement of ADA compliance to IT Animal Shelter: The ADA parking and path of travel to the entrance have been paved. Striping and signage have been completed and new railings have been installed. Inside, a plan to bring the entry area and restroom into compliance has been developed. An ADA walkway to the street is also needed to complete work at this facility Board of Health: Deferred. Offices have been relocated to Maxham School Mayflower Building: Deferred. Building is currently not in service. All items need to be addressed prior to being utilized Annex: CLOSED. This building has been demolished for the City Hall project and all items closed. DPW: DPW completed their exterior walkway/sidewalk issues. Inside, new ADA windows have been installed. TEMA: The handicap ramp for the entrance has been constructed. Human Services: major renovations are under way which will result in a fully compliant area Airport: Terminal building is complete. Exterior walkways complete. Golf Course: Expansion of the golf course is slated to have a new clubhouse which will address most of their list Nursing Home: Deferred. This facility has been added to the deferred list since it has been taken out of service. Previous improvements included, a new handicap ramp and railings were installed to the side (main) entrance. A connection to the ADA parking was designed by the City Engineer. Most room identification signs were installed. Two emergency egress walkways were constructed. Park and Recreation Building: Building Department has designed a modification to the front entrance to allow ADA access in the short term. The level landing and door installation has been completed TMLP: Several signs were installed, floor space corrections made some counter work was completed. Retirement Board: Back exit work was completed this spring. All of their easy work has been completed including a modification of the reception area for ADA compliance. The remaining work is in the employee bathroom and break room as well as exterior parking lot sign issues. Library: The safety issue with the staircase in the lobby has been enclosed by the Building Department. A walkthrough by Donna and myself was conducted and a list of signs to be corrected and developed and installed. The walkways in front of the building were replaced and the necessary railings have been installed. New railings were installed on the side and rear outside and in the stair cases in side. The handicap parking in the rear has been re paved and a new sidewalk along the side. Striping has been completed. A new main desk is also in the works. Temporary City Hall: new sidewalk in front was installed as well as walkways on the side and rear. Rear accessible parking was also repaved. Railing work was completed. Board of health offices have been completed. Polling Locations: The majority of the interior corrections have been resolved. A survey of the remaining exterior items is planned as time permits. Working with new elections director on moving a couple precincts and addressing the rest. Parks. The Hopewell Park grant resulted in substantial improvements to the play structures. Liberty and Union Park is under renovation. The renovations at Boyden were completed and Westside Park will be resolved with the Mulcahey School project. A handicap lift for the pool has been installed. The non-swimmer restrooms at Hopewell were completed last spring. Church Green received new walkways and surrounding sidewalks this past spring. Hopewell received 2 additional ADA play pieces and walkway work at East Water Street was also completed last spring. Extensive ADA walkway issues around the Hopewell Pool which have been completed. Walkways at Memorial Park were corrected. And new sidewalks at Flannery Playground and a new playground and walkways and benches at Weir Riverfront Park. Walker park is currently under renovation Parking Lots: All items at the parking deck have been closed. Galligans Court is currently under renovation and sidewalk access issues at the Court Street parking lot have been corrected. Trescott Street and Court Street parking areas were corrected. Police: Easy items have been addressed and the exterior parking work has been completed. The remaining work involves the holding cells and sally port. Sink work was completed in the Police station with faucets and pipe protection Fire: The remaining work will need funding and DPW or Building Division assistance to complete. Schools: Hopewell: The Mulcahey project has taken this school out of service so improvements here are being deferred Bennett: Exterior doors and an ADA restroom were installed. In addition, the majority of room identification signs have been installed and the exterior parking and walkways were repaved. The concrete at the main entrance was replaced. Playground is currently under renovation Leddy: Egress work has been completed on front on the exterior. Also, room identification signs have been installed. Restroom and sink work is continuing and the 3 rear doors had new ADA compliant walkways installed, railings were installed last summer and a new adult handicap restroom has been added. The playground area is under modification for compliant access. Martin: exterior doors have been installed under the maintenance project. Over 200 lever locks have been installed. Room identification signs have been mostly installed. New Sidewalks on site were installed last summer as well as a new parent drop off and new handicap parking. Exterior railings were corrected this quarter and locks are being installed. A renovation to the nurses area has been completed Mulcahey: The school has been demolished and new school built Items closed. Summer Street School: needs a plan to deal with the ADA issues at this location Galligan: most room identification and directional signs have been installed. A few signs remain and the playground structure and access are in the process of being replaced. Updates to the playground are also under way Friedman School: Room identification signs have been largely installed for this facility. A final order needs to be developed to finish this school Chamberlain: Room identification signs have been installed. Taunton High School: new Tiger den restaurant was completed with new ramp access, egress, and ADA restroom.
