Dear Council President Dooner and Members of the Taunton Municipal Council,
Please be advised that I am reappointing Scott Martin of31 Cardinal Circle to serve on the Taunton
Commission for Individuals with Disabilities for a term of three years expiring November 2026.
For the past three years, Mr. Martin has been a valued contributor to the critical work of the
Commission. This year especially, having members like Mr. Martin to lean on has been invaluable
as the Commission has had to work exceptionally hard to sustain its mission and ensure the fair
and universal application of ADA-mandated regulations.
I look forward to Mr. Martin's continued contributions to the Commission over the course of his
next term.

At the November 21st meeting of the Municipal Council, Councilor McCaul made a
motion to refer to the Safety Officer the area of Plain Street and Hart Street for further
investigation and consider chevrons and flashing lights.
I met with Councilor McCaul in the area of Plain Street and Hart Street. and we discussed
safety improvements for that area. This area of Plain Street near Hart Street, there is a
sharp curve. There is a sign that indicates a sharp turn approximately 200 feet before the
curve. We discussed adding a second sharp curve sign in between the existing sign and
Pratt Street. We also discussed adding several chevrons at the approach to the curve and
at the curve. We believe this will give motorists a better indication that there is a sharp
curve in that area. We believe that these safety improvements will help reduce crashes in
that area.
I spoke with theDPW, and asked that these improvements be implemented as soon as
possible. Billy Leonard told me that he would install the signs as soon as they become
available.

Re: Important Information-Price Changes
Dear City Attorney:
At Comcast, we are always committed to delivering the entertainment and services that matter most to our
customers in your community, as well as exciting experiences they won't find anywhere else. We are also
focused on making our network stronger in order to meet our customers' current needs and future
demands. As we continue to invest in our network, products, and services, the cost of doing business rises.
Rising programming costs, most notably for broadcast TV and sports, continue to be the biggest factors
driving price increases. While we absorb some of these costs, these fee increases affect service pricing. As
a result, starting December 20, 2023, prices for certain services and fees will be increasing, including the
Broadcast TV Fee and the Regional Sports Network Fee. Please see the enclosed Customer Notices for more
information.
Should you have any questions, please do not hesitate to contact me at patrick_shearns@comcast.com.
Very truly yours,

Re: Regulation Changes Related to Cannabis Compliance
Dear Council President Dooner and Members of the Municipal Council:
The Massachusetts Cannabis Control Commission ("CCC") has recently
promulgated new regulations with regard to Host Community Agreements ("HCA") and
Social Equity Requirements. These updated regulations will take effect as of March 1,
2024. Due to the CCC's new regulations, the City of Taunton will need to update its
ordinances and procedures with regard to HCAs and its marijuana permitting process to
comply with the new CCC Regulations.
The Law Department would like to give a brief presentation on January 9, 2024 or
another convenient date thereafter to summarize the key components of the new
regulations and suggested changes that are needed.
Please refer this matter to the Committee of the Council as a Whole.
Thank you .
