Councilor McCaul stated that the Bristol Plymouth Student Embassadors and DECA
members are hosting a live pro-wrestling event on Saturday, March 2, 2024 from 6:00pm
until 8:30pm at Bristol Plymouth High School.
Appointments:
Appointment of Tracey Heger, 35 Pilgrim Village Road, Unit #802, Taunton to serve as
the Mayor's designee on the Board of Director's for Citizens for Citizens, Inc. to fulfill
the unexpired term of Mary Ann Riva which expires in August 2024. Motion was made
to approve. So Voted.
Communications from City Officers:
Com. from the Police Chief requesting that the Municipal Council, as the appointing
authority for police officers in the City of Taunton, request a certification for the
positions of Captain, Lieutenant and two sergeants. Motion was made to approve. So
Voted.

Com. from the City Solicitor stating that as a result of the passing of Manuel Spencer, a
seat on the Planning Board has become vacant. A review of the certified election results
indicates that William Fitzgerald, Jr. is the next highest vote recipient. As such, the
special legislation creating an elected Planning Board requires that the Council appoint
William Fitzgerald, Jr. to the open Planning Board seat. Therefore, the Mayor and the
Law Department request that the Council proceed with the appointment of William
Fitzgerald, Jr. pursuant to Chapter 108 of the Acts and Resolves of 1994. Motion was
made to appoint William Fitzgerald, Jr. to the Planning Board pursuant to Chapter
108 of the Acts and Resolves of 1994. So Voted.

Petition submitted by Taunton Municipal Lighting Plant proposing to place five (5) new
sole manholes, associated conduits and transformer to be located on John Quincy Adams
Road, Taunton. Motion was made to refer to the City Clerk to schedule a public

2. Meet to review the weekly vouchers and payroll for City departments.
Motion by Ms. Borges and seconded by Mr. Martin to approve the payroll warrant in the
amount o/$1,416,934.15. So voted.
Motion by Ms. Borges and seconded by Mr. Martin to approve the accounts payable warrant
in the amount of $2,335,801.62. So voted.
3. Meet to discuss the request from the Building Department to pay a prior year bill.
Mr. Duarte read the letter from Mr. Carmichael explaining the request. The transfer will be
in the amount of $352.18 from 01-492-5200-5599 to 01-492-5520-5999.
Motion by Ms. Borges and seconded by Mr. Martin to approve. So voted.

2. Meet with Law Department to review changes to cannabis ordinances including:
There was discussion on matter "p" (below) regarding fingerprinting. Mr. Sanders stated that
he had spoken to Detective Rutherford and that they are ready to move forward on this. In
Ordinances, 298-9 is an Ordinance regarding people who are fingerprinted and the police
would like to add managers of cannabis establishments and livery drivers.
Motion by Mr. Duarte and seconded by Ms. Dooner to refer the change to the fingerprinting
Ordinance to the Law Department to prepare/or afirst reading. So voted.
a. Request to meet with the law department and building commissioner for an update on the
status of all cannabis retail licenses/projects
Motion by Mr. Duarte and seconded by Ms. Dooner to remove from the file. So voted.
b. Review proposal to have marijuana companies report on status of building projects every
180 days
Motion by Mr. Duarte and seconded by Ms. Dooner to remove from the file. So voted.

c. Request to meet with the law department to discuss HCA's related to deliveries and the
fees received for all deliveries both inside Taunton and outside of Taunton

d. Meet to discuss the request from the Assessor to add a condition to future Cannabis
HCAs that assessors be given right to an annual inspection

social equity companies, consider what Boston has done, meet with the Law Department
regarding standard operating procedures, discuss deadlines, and look at establishing a
checklist for people to put in their application

Attorney Bond provided a draft ordinance and HCA waiver.
Motion by Mr. Duarte and seconded by Ms. Dooner to consolidate all remaining items
into a single item ofrevising relevant cannabis ordinances, to take the draft provided by
the Law Department under advisement, and return in two weeks. So voted.

Ms. Heger' s extensive experience as the Coordinator for the City's Department of Human
Services, coupled with her dedicated volunteer work for various programs benefiting the elderly
and low income families, makes her an invaluable addition to the Board.

Dear Council President Pottier and Members of the Municipal Council:
As a result of the passing of Manuel Spencer, a seat on the Planning Board has
become vacant. Pursuant to Chapter 108 of the Acts and Resolves of 1994, the
Municipal Council shall:
"If a member of the planning board resigns or if there is a vacancy in said
planning board by reason of death, imprisonment or any other cause, the
municipal council shall, within fifteen days thereafter, fill such vacancy by
electing the person who, at the last biennial election, received the next
highest vote to the last of the seven persons elected there at, to said
planning board ... "
A review of the certified election results indicates that William Fitzgerald, Jr. is
the next highest vote recipient.

the Council appoint William Fitzgerald, Jr. to the open Planning Board seat. Therefore,
