Opportunity for input by the general public.
John Rodophele, 8 Jackson Street, Taunton, requested that a stop sign be placed at the
intersection of Jackson Street and Washington Street.
Mayor 0' Connell stated that they have been having ongoing discussions about this area
and they are looking at what the options are for mitigation.

Communications from the Mavor:
Mayor O'Connell invited the interested parties into the enclosure for a presentation
regarding an update on the Public Safety Facility. The parties introduced themselves as
Dan Pallotta, the Project Manager, Patrick Dello Russo, Chief Financial Officer, and Jim
Hannaford, Caolo & Bieniek Architects. Mr. Dello Russo discussed that the project has
reached a milestone. Mr. Pallotta used a slide presentation to discuss the progress of the
project. Mr. Hannaford stated that the construction is moving along swiftly and that so far
everything has gone well. Mr. Pallotta stated that the original contract award for the
project was $51,675,806.24. He discussed that they have had 12 proposed changes to the
contract and they will likely have 120 proposed changes before they are done. He stated
that they will likely approve around 60 of the proposed changes and as of today they have
accepted 6 changes for a deduction. He discussed that there are 3 changes under review
and there were 3 that were rejected by the OPM and the Designer. He stated that the
current contract is $51,606,226.07. Mr. Pallotta displayed a financial summary of the
entire project. He discussed that when the project began, they requested an appropriation
of approximately $77,000,000.00, however, since the project has begun and the major
contracts have been finalized, the Administration reduced the budget to $67,000,000.00.

He discussed that they will be letting out the Communication/IT Contract soon.
Councilor Borges asked if the Council can be taken on a tour further into the project and
if they are able to sign a beam. Mr. Pallotta stated that they are planning a ceremony for
the placement of the last beam for them to sign. Councilor Borges stated that she would
like to be a part of the design team. Mr. Hannaford stated that they have been putting
together schemes and the contractor will be putting options together for them to review
and make recommendations. Councilor Borges asked if there will be extra money in the
contingency budget. Mr. Pallotta stated that their goal is to deliver the project for less
than $67,000,000.00. Mr. Dello Russo discussed that due to the $10,000,000.00
reduction, there will be a $4.00 difference per bill for tax payers from the original request
based on the preliminary math for a household that is valued at $400,000. Mr. Dello
Russo stated that there was a decision made to reduce the tax burden to the tax payers by
using the money set aside by the City and not burdening the tax payer. Councilor Martin
requested that the ADA guidelines are followed for the signs. Mr. Hannaford confirmed
that everything is designed to meet ADA guidelines.
Mayor O'Connell stated that there is a list of community updates in the agenda packet.
Mayor O'Connell stated that the Whittenton Block Party was a huge success. She
expressed gratitude to the residents who attended and for all who helped to plan the
event.
Mayor O'Connell stated that the Hopewell Pool Movie Night will take place on Friday,
August 9, 2024. She stated that the gates open at 6:30pm and the movie begins at dusk.
Appointments:
Reappointment of Renee Brabant, Assessor for a term of three (3) years expiring August
10, 2027. Motion was made to approve. So Voted.
Appointment of Kathleen Collins, 141B Indian Meadow Drive, Taunton to the Human
Services/Council on Aging Board of Directors for a term of three (3) years expiring in
August 2027. Motion was made to approve. So Voted.
Reappointment of Burton Schriber, 667 South Crane Avenue, Taunton to the Airport
Commission for a term of three (3) years expiring in July 2027. Motion was made to
approve. So Voted.
Reappointment of Seth Turner, 25 Logan Drive, Taunton to serve on the Golf Course
Commission for a term of three (3) years expiring in August 2027. Motion was made to
approve. So Voted.
Appointment List of Election Workers for the 2024 Election Cycle. Motion was made to
approve the list as read. So Voted.
Communications from City Officers:
Com. from the Assistant Executive Director of Retirement regarding the retirement for
Superannuation of Kevin F. Medas, an employee of the Taunton Police Department on
October 19, 2024 under the provisions set forth in Section #5 of Chapter 32 of the

General Laws of Massachusetts. Motion was made to approve and send the
appropriate scroll to Mr. Medas. So Voted.
Com. from the Director of Procurement stating that the Procurement Department would
like to present to the Municipal Council an update on procurement activities that have
occurred in the Fiscal Year 2024. Motion was made to refer to the Committee on
Finance and Salaries. So Voted.
Com. from the Chief of Police stating that the Governor recently signed An Act
Modernizing Firearms Laws. He stated that a discussion should be held to discuss the
impact of this law, and what actions the City may choose to take, either providing notice
on its buildings, or in the opposite, exempting its buildings from the statute. Motion was
made to refer to the Committee on Police and License and the Police Chief for
further discussion. So Voted.
Com. from the Chairman of the Zoning Board of Appeals stating that at the regularly
scheduled meeting held on Thursday, July 25, 2024, the Zoning Board of Appeals was in
receipt of a communication from Citizens' Housing and Planning Association (CHAPA)
relative to 105 Metacomet Avenue, an affordable unit for sale in Powhattan Estates, a
Chapter 40B development project that CHAPA serves as the monitoring agent. Mayor
O'Connell stated that this property was sold on July 261h for the amount stated in the
letter. Councilor Borges stated that this letter was sent on May 31, 2024 and asked if
there was a reason that this did not come to the Council from Planning & Zoning prior.
Councilor Borges requested a communication from the Planning & Zoning Department
as to why this is coming before them in August when it was sent in May.
Com. from the Chairman of the Taunton Planning Board stating that the Planning Board
will meet on Thursday, September 5, 2024 at 5:30PM for a Special Permit/Site Plan
Review from Section 440, Attachment #2 of the Zoning Ordinance for property at 562
Winthrop Street. Motion was made to receive and place on file. So Voted.
Com. from the Director of Elections requesting that the City Council make a motion to
approve police detail coverage for Election Day. He has attached the warrant for the State
Primary and requests that the warrant be approved for signature. Motion was made to
refer pages 10, 11, 12 and 13 to the Committee of the Council as a Whole for further
discussion and invite Mr. Pacheco. On discussion, Councilor Duarte stated that the
Election Warrant is on page 10 and would assume that this needs to be approved in order
for the election to be advertised, as well as the police details to be arranged. Councilor
Borges motioned to approve the Election Day Police Details and the Election
Warrant. So Voted.
Com. from the Director of Elections commenting on the recent public input regarding the
resolution for a legally valid 2024 election. Motion was made to refer to the
Committee of the Council as a Whole. So Voted.
Communications from Citizens:
Com. from Anthony Kinahan, Tower Three, LLC, 30 Sherwood Drive, Taunton to
request a Host Community Agreement Waiver. Motion was made to approve the HCA
waiver. So Voted.

Com. from Massachusetts State Lottery Commission, 150 Mt. Vernon St., Dorchester,
MA 02125 stating that an application for a KENO license has been received by the
Massachusetts State Lottery Commission, (MSLC) from Premier Convenience, 1939 Bay
Street, Taunton. Motion was made to receive and place on file. So Voted.
Petitions:
Flammable Storage License - Change of Ownership
Petition submitted by Ravi Patel, 9 Moon Island Road, Quincy, MA 02171 and
Tarunkumar Patel, 8 Parkwood Drive, Milton, MA 02186 requesting approval of a
Change of Ownership of the Flammable Storage License located at 94 Winthrop Street,
Taunton from 94 Winthrop LLC to TRA Realty, LLC. (DEED ON FILE). Motion was
made to approve. So Voted.
Sewer Extension
Petition submitted by Evan K. Watson, P.E., W. Engineering, 27 Jefferson St., Taunton
on behalf of his client, the owners of 19 Wildwood Avenue, Taunton requesting approval
of a sewer extension. Motion was made to refer to the Committee on the Department
of Publics Works. So Voted.
Committee Reports:
Motion was made for Committee Reports to be read by title and approved. So
Voted. Recommendations adopted to reflect the votes as recorded in Committee
Reports, with the exception of Public Property which will be taken by a roll call
vote. So Voted. Motion was made to approve the recommendation of the Committee
to approve the lease as presented and allow the Mayor's Office to make minor
changes as needed, with a yes vote approving to move forward and a no vote would
be to not move forward. On discussion, Councilor McCaul stated that he would be
voting no out of respect for the other Councilors who are not here. On a roll call vote,
six (6) Councilors were present, five (5) Councilors voting in favor, Councilor
McCaul voting in opposition. The motion passes. Councilors Postell, Sanders and
Pottier were absent. Motion was made to approve the recommendation of the
Committee to authorize the City to enter into an HCA Agreement with Black Earth
on a roll call vote. On discussion, Councilor McCaul stated that he would be voting no
out of respect for the other Councilors who are not here. On a roll call vote, six (6)
Councilors were present, five (5) Councilors voting in favor, Councilor McCaul
voting in opposition. The motion passes. Councilors Pottier, Sanders and Postell
were absent.

New Business:
Councilor McCaul requested to refer to the Committee on the Department of Public
Works a discussion on the issues with backwater valves. Motion was made to refer to
the Committee on the Department of Public Works. So Voted.
Councilor Quintal stated that he has learned through social media that there has been an
abundance of stray animals that have come into the Taunton Animal Shelter over the last
few weeks and that they are in need of donations. He discussed speaking to Mr. Dello
Russo about potentially allocating funds towards supplies for the Animal Shelter.
Councilor Quintal motioned to invite Manny Massa, the Animal Control Officer, or
one of his representatives, to the Committee of the Council as a Whole for next week
if he is available to give them an update. So Voted.
Councilor Dooner motioned to refer the issue of waiving fees for seniors at Hopewell
Park for New Business next week. So Voted.

1. Approve minutes from July 30, 2024.
Motion by Ms. Borges and seconded by Mr. Martin to approve. So voted.
2. Review the weekly vouchers and payroll for City departments.
Motion by Ms. Borges and seconded by Mr. Martin to approve the payroll warrant in the
amount of $1,560,050.82. So voted.
Motion by Ms. Borges and seconded by Mr. Martin to approve the accounts payable warrant
in the amount o/$1,263,350.44. So voted.
3. Discuss the request from the City Clerk's Office to pay a prior year bill.
Mr. Duarte read a letter from Jennifer Leger dated July 25, 2024.
Motion by Ms. Borges and seconded by Mr. Martin to approve. So voted.
4. Meet to discuss the request to establish a gift account for repairs, upgrades, and construction
at the John F. Parker golf course.

Mr. Duarte read a letter from Patrick Dello Russo dated July 26, 2024.
Mr. Dello Russo explained that the Golf Commission had voted and requested the
establishment of a gift account as detailed in the letter. He asked that an Order be drafted
and voted on to be sent to the full Council with allowable uses as listed in the letter.
Ms. Borges stated that the clubhouse needs quite a bit of work. She clarified that she is the
Council representative on the Golf Course Commission and, as such, took part in the
discussions.
Motion by Ms. Borges and seconded by Mr. Martin to approve the request and refer the
Order to the full Council agenda. So voted.
5. Meet for a discussion on year-end earnings and collections infonnation and an economic
forecast.
Mr. Dello Russo, Ms. Clymens, and Mr. Enos gave a presentation. Ms. Clymens gave a
three year comparison of interest income for FY22, FY23, and FY25. This showed a
dramatic jump. The average yield at all banks was 4.99%. Mr. Enos reviewed collection
results for FY24 and explained that demands were sent on May 15, a reminder was sent at the
end of May, they will advertise in November and do tax taking in December. Ms. Clymens
reviewed motor vehicle excise tax which was at an 88% collection rate. Mr. Dello Russo
covered personal property tax which is largely utilities and reported a collection rate of 99%.
Ms. Clymens stated that $5 .2 Million has been collected for police details which is a 99%
collection rate. Mr. Enos reported that tows are at 105% collected. He also gave an
economic forecast where consumer spending continues to exceed expectations and mortgage
rates are currently at a 14 month low. Ms. Clymens noted that people are avoiding selling
their homes because inventory is low and prices are high. Mr. Dello Russo stressed that a cut
in investment income would impact the City's cash position.
Mr. Martin asked about vehicles located in the industrial park that are not registered in
Massachusetts. Mr. Enos said that in the past they have asked companies to register in the
City.
Ms. Borges inquired about demand fees and Ms. Clymens explained that there is a $25
demand fee the day after it's due.
Mr. Duarte commended the progress with police detail collections and asked how interest
income is accounted for when preparing the budget. Mr. Della Russo explained that they
only use $800,000 to offset City-wide expenses.
Ms. Borges and Mr. Quintal asked how they have made such progress on police detail and
tow collections. Ms. Clymens stated that they have been aggressive and will suspend the
vendors if they are 90 days late.

2. Sewer Extension
In accordance with Chapter 375-1 of the City of Taunton Ordinance and on the petition of
Capital Development Company, LLC, 37 Taunton Green #1215, Taunton, MA, owner of
property at 52 Highland A venue, Assessors Map 64 Lot 187, Taunton, MA, 02780, a hearing
will be held before the Taunton Municipal Council Committee on the Department of Public
Works in the Municipal Council Chambers, City Hall, 15 Summer Street, Taunton, MA
02780 on Tuesday, August 6, 2024 at 5:30 p.m. for a proposed sewer extension on Highland
Avenue.
The project will consist of the installation of approximately 120' of a 8" gravity main sewer
pipe running from an existing manhole at the intersection of Oak and Highland Avenue. The
main must meet City of Taunton Sewer Department specifications. The proposed sewer
manhole in Highland Avenue will include a 8" stub running five feet for future connection.
The job will also include coring into the existing sewer manhole at the intersection of Oak
and Highland Avenue at the elevation indicated in the engineering plan. A sewer stub will be

placed to the property line at # 51 Highland A venue at no charge to the owner. The job must
meet all standards of the City of Taunton Department of Public Works including, but not
limited to, trench work and permits, road openings, and sewer installation. The contractor
will be responsible to contact Dig-Safe and all appropriate utility companies prior to the start
of the project.
There will be no betterment assessments since no City funding is involved.
Plans and specifications for the project can be viewed in the Office of the Department of
Public Works, 90 Ingell Street, Taunton, MA.
Mr. Comaglia started by stating that the applicant is not a City licensed contractor so unless
he comes up with the name of one of the approved people, they can't go forward with the
permit. :Mr. Capelo stated that he will not be doing the work but will be hiring someone from
the list, namely, Brian Chaves.
Mr. Comaglia stated that Brian Chaves would be responsible for the work. Mr. Quintal
stated that there is nothing to be done tonight. Mr. Comaglia stated that Mr. Chaves should
first get a permit. :Mr. Capelo was confused and thought that he should come to the Council
first. Mr. Quintal suggested that the applicant come back to the Committee once they have
applied for a permit with the DPW with a licensed contractor. Mr. Quintal reiterated that
nothing could be done tonight. He said that once everything is approved, Mr. Cornaglia
would put it on the agenda to proceed. Mr. Quintal indicated that he didn't see how it could
be denied if the DPW says that they have everything they need. Mr. Comaglia stated that it
must be installed exactly according to the plan and the lots they go by must be left with a
lateral.
Ms. Borges suggested that the Committee could approve subject to him getting the permit
and a licensed contractor.
Mr. Comaglia stated that Mr. Capelo has been to the DPW several times within the past year
and stressed that there are other properties involved. Ms. Borges asked if it is the policy to
pull a permit prior to coming to the Council.
Ms. Borges stated that other committees have granted licenses with conditions and asked if
there is any reason that this committee could not be approve this with conditions.
Attorney Bond entered the meeting and stressed that she had not seen the beginning of the
discussion. However, she believed that, generally, the Committee has the authority to grant
the permit with reasonable conditions.
Mr. Capelo stated that obtaining the permit prior to having the plan approved by Council
seems counterintuitive.
Motion by Mr. Martin and seconded by Mr. Quintal to open public input. So voted.

Mr. McCaul closed public input.
Ms. Borges suggested that if this is to move forward with conditions, the DPW
Commissioner should list those conditions.
Mr. Comaglia stated that the other residents or lots will need laterals left for them in the case
that they want to tie in to sewer and that is at no cost to the residents. A T-Y would have to
be left so the lateral could be run. There are 2 or possibly 3 houses which would need to
have the lateral and which is on the plan. All patching and all backfilling has to be done by
the contractor.
Motion by Mr. Quintal and seconded by Mr. Martin to approve with the conditions stated by
the DPW Commissioner and the hiring of a City licensed contractor. So voted.
Motion by Mr. Martin and seconded by Mr. Quintal to excuse the parties. So voted.
Motion by Mr. Martin and seconded Mr. Quintal to adjourn at 6:29 PM So voted.

2. Meet for a discussion and vote on a lease agreement with Black Earth for 360 East Britannia
Street.
Motion by Mr. Duarte and seconded by Mr. Martin to invite in the interested parties. So
voted.
Ms. Nunes stated that they were before the Solid Waste Committee regarding the RFP put
out in March. The landfill site presented a great opportunity. The respondent to the RFP has
measures in place to address composting needs and now they are bringing the lease
agreement forward. Mr. Sukeforth stated that this has been a long, comprehensive process.
Ms. Nunes stated that everything goes through DEP so they will help ensure the City's
interests are protected. Mr. Dello Russo stressed that the disposal reduction has great
potential.

Mr. Duarte stated that he believes the biggest win is being able to divert food waste from the
School Department which is considerable tonnage and encouraged his colleagues to support
the lease agreement.
Mr. Martin asked how big the building will be and where it will be located. Ms. Nunes
reviewed the proposed site layout and noted that it will be a closed structure which will help
to mitigate odors. Mr. Dello Russo stated that they will be maintaining all services that the
residents have now and keeping all current personnel.
Mr. McCaul noted that two members are missing from the committee this evening and
suggested that a vote be held until next week. Ms. Dooner reported that she had spoken to
Mr. Pottier who was ok with this moving forward.
Ms. Borges stated that she spoke to Mr. Sanders who indicated that he was ok with this
moving forward. She said that she was in full support this evening.
Motion by Mr. Duarte and seconded by Mr. Martin to approve the lease as presented and to
allow the Mayor's Office to make minor changes as needed So voted.
Motion by Mr. Duarte and seconded by Mr. Martin to approve entering into a Host
Community Agreement with Black Earth Compost. So voted.

The meeting was called to order at 6:47 PM.
1. Remarks from the Chair
Ivfr. McCaul stated that he is filling in for Council Pottier this evening.
2. Approve minutes from July 23, 2024.
Motion by Ms. Borges and seconded by Ms. Dooner to approve. So voted.
3. Meet in executive session to review and consider approval of the successor collective
bargaining agreement with the employees of the Taunton Public Library. This discussion
will be held in executive session pursuant to MGL Chapter 30A §21: "To discuss strategy
with respect to collective bargaining or litigation if an open meeting may have a detrimental
effect on the bargaining or litigating position of the public body and the chair so declares".
Motion by Ms. Borges and seconded by Mr. Postell to enter into executive session. On a roll
call, all present voted yes. So voted.
Motion by Ms. Borges and seconded by Mr. Martin to come out of executive session. On a
roll call, all present voted yes. So voted.

Mr. McCaul reported that in Executive Session there was a motion to approve the contract
with the Taunton Public Library. On a roll call, all present reaffirmed their votes.
Motion by Mr. Duarte and seconded by Ms. Dooner to adjourn at 7:00 PM So voted.

The Governor recently signed An Act Modernizing Firearms Laws, Contained in the bill was an addition to
Massachusetts General Laws Chapter 269, Section 10 that prohibits the possession of firearms in "prohibited
places''. Under this definition any property owned by the City of Taunton and used for government
administration would be a "prohibited place", Polling places would also fall under this law as well when they
are open for voting. The City may vote to remove its administrative buildings as "prohibited places". I believe
a discussion should be held to discuss the impact of this law, and what actions the City may choose to take
either providing notice on its buildings, or in the opposite, exempting its buildings from the statute
I have attached the new Paragraph K for your review.

SECTION 124. Said section 10 of said section 269, as so
·appearing, is hereby further amended by inserting after
subsection U) the following subsection:
(k)( 1) Whoever possesses a firearm, loaded or unloaded,
as defined in section 121 of chapter 140, in a prohibited
area, and knows or reasonably should know such location
is a prohibited area, shall be punished by a fine of not
more than $1,000 or by imprisonment in the house of
correction for not more than 2 'l2 years, or both such fine
and imprisonment.
(2) For the purposes of this subsection, "prohibited area"
shall mean any of the following locations: (i) a place
owned, leased, or under the control of state, county or
municipal government and used for the purpose of
government administration, judicial or court
administrative proceedings, or correctional services,
including in or upon any part of the buildings, grounds, or
parking areas thereof; provided, however, that a
"prohibited area" shall not include any state owned public
land available to the public for hunting and provided
further that a municipality may vote pursuant to section 4
of chapter 4 to exclude its administrative buildings from
being a "prohibited area"; or (ii) a location in use at the
time of possession for the storage or tabulation of ballots
during the hours in which voting or tabulation is occuring
or a polling place or early voting site while open for
voting or within 150 feet of the building entrance door to
such polling place or early voting site.
(3) A law enforcement officer may arrest without a
warrant and detain a person found in violation of this
subsection.
(4) It shall be a defense to a violation of this subsection
that a person with the necessary license or card issued
under sections 129B, 131or131F of chapter 140 to
possess the firearm securely stored said firearm in a
vehicle while within the prohibited area in accordance
with sections 131 C and 131 L of chapter 140.
(5) This subsection shall not apply to a qualified law
enforcement officer or a qualified retired law enforcement
officer, as defined in the Law Enforcement Officers
Safety Act of 2004, 18 U.S.C. sections 926B and 926C,
respectively, as amended or to a security guard employed
at the prohibited area while at the location of their
employment and during the course of their employment.
Nothing in this paragraph shall limit the authority of any
municipality, county or department, division, commission,
board, agency or court of the commonwealth to adopt
policies further restricting the possession of firearms in
areas under their control.

Dear Denise:
This letter is sent to the Town of Taunton on behalf of Tina Cantin, owner of an affordable
property under Chapter 40B, to inform you of the owner's intent to sell the affordable home.
The home is located at 105 Metacomet Avenue, and is part of Powhattan Estates, a Chapter 40B
development project for which Citizens' Housing and Planning Association (CHAPA) serves as
the Monitoring Agent.
Based on the affordable housing deed rider for 105 Metacomet Ave, Taunton, CHAPA has
determined that the Maximum Resale Price for the above-referenced home is $323,958. As
explained in the deed rider, CHAPA and the homeowner will have 90 days to locate an Eligible
Purchaser for this home.
This 90-day marketing period will begin on approximately June 3rd, 2024, and end on
approximately September 2nd, 2024. During this time, the Town can elect to purchase the home
for the Maximum Resale Price.
If an Eligible Purchaser buys the affordable home, a new deed restriction is signed, recorded and
the home remains on the Town's subsidized housing inventory. If an Eligible Purchaser fails to
buy the home during the 90-day period (plus the option for a 60-day extension), the current
owner of the property could sell the home on the open market for the fair market value.
Any difference between the affordable price and the open market price would be turned over to
the Town of Taunton. The home would no longer be deed-restricted and therefore no longer be
counted on the Taunton' subsidized housing inventory. However, CHAPA will make every effort
to work with the current owner to instead sell to an Ineligible Purchaser subject to a new deed
rider, preserving the affordable home in perpetuity.

RE: In response to Resolution for a Legally Valid 2024 Election
I have been asked to comment on the recent public input regarding the resolution for a
legally valid 2024 election. This resolution cites many Federal Laws, however it does not
seem to take into account State specific laws and regulations. In Massachusetts we have
to administer elections within the parameters of the U.S. Constitution, Federal Laws,
State Laws and Regulations, and the City Charter and Ordinances. The Massachusetts
specific statistics this group cited, I have no way of verifying. In my professional
opinion, it would be more appropriate for this group of concerned citizens to direct this
resolution to the Secretary of State, as he is the Chief Elections Officer for the
Commonwealth of Massachusetts.
We are proud of the work we do here at the Taunton Elections Department. Just about
everything we do is open to public inspection. We encourage concerned citizens' to
attend our ballot machine testing, advance processing, be an observer at the polls, and
even volunteer to be an election worker. Please do not hesitate to ask our department
questions. As your Director of Elections, I am happy to discuss the election
administration process with anyone, and your feedback is welcomed. Attached to this
correspondence is our Mission Statement. We work to live up to this every day, and we

Pursuant to G. L. c. 94G, §3(d)(4), 935 Code Mass. Regs. ("CMR") § 500.180(3) and/or 935 CMR
501.180(3), all initial license and license renewal applications submitted or resubmitted to the
Commission on or after March 1, 2024, require a compliant Host Community Agreement ("HCA") or
compliant HCA Waiver to be included as part of the submission. A Host Community may waive the
regulatory requirement to have a compliant HCA by submitting an HCA Waiver to the Commission
that complies with 935 CMR 500.180(5) and/or 935 CMR 501.180(5). If an HCA Waiver is executed,
the Host Community shall satisfy the submission requirement of the statute by providing the license
applicant or licensee with the fully executed HCA Waiver Form for the license applicant and/or
licensee to include as part of the initial license and/or license renewal application. 1
Please note that an executed HCA Waiver constitutes a total relinquishment of the HCA requirement
between the Host Community and license applicant or licensee. An HCA Waiver that is executed and
recorded with the Commission remains in full force and effect until such time as it is rescinded. An
HCA Waiver may only be rescinded upon Commission approval of an executed HCA.

The following committee meetings have been scheduled for Tuesday, August 6, 2024 at 5:30
PM at the Taunton City Hall, 15 Summer Street, Taunton, MA 02780 in the Chester R.
Martin Municipal Council Chambers.

The Committee on Finance and Salaries
1. Approve minutes from July 30, 2024.
2. Review the weekly vouchers and payroll for City departments.
3. Discuss the request from the City Clerk's Office to pay a prior year bill.
4. Meet to discuss the request to establish a gift account for repairs, upgrades, and construction
at the John F. Parker golf course.
5. Meet for a discussion on year-end earnings and collections information and an economic
forecast.

The Committee on The Department of Public Works
1. Approve minutes from June 4, 2024.
2. Sewer Extension
In accordance with Chapter 375-1 of the City of Taunton Ordinance and on the petition of
Capital Development Company, LLC, 37 Taunton Green #1215, Taunton, MA, owner of
property at 52 Highland Avenue, Assessors Map 64 Lot 187, Taunton, MA, 02780, a hearing
will be held before the Taunton Municipal Council Committee on the Department of Public
Works in the Municipal Council Chambers, City Hall, 15 Summer Street, Taunton, MA
02780 on Tuesday, August 6, 2024 at 5 :30 p.m. for a proposed sewer extension on Highland
Avenue.
The project will consist of the installation of approximately 120' of a 8" gravity main sewer
pipe running from an existing manhole at the intersection of Oak and Highland Avenue. The
main must meet City of Taunton Sewer Department specifications. The proposed sewer
manhole in Highland Avenue will include a 8" stub running five feet for future connection.
The job will also include coring into the existing sewer manhole at the intersection of Oak
and Highland A venue at the elevation indicated in the engineering plan. A sewer stub will be
placed to the property line at # 51 Highland A venue at no charge to the owner. The job must
meet all standards of the City of Taunton Department of Public Works including, but not
limited to, trench work and permits, road openings, and sewer installation. The contractor
will be responsible to contact Dig-Safe and all appropriate utility companies prior to the start
of the project.
There will be no betterment assessments since no City funding is involved.
Plans and specifications for the project can be viewed in the Office of the Department of
Public Works, 90 Ingell Street, Taunton, MA.

The Committee on Public Property
1. Approve minutes from July 30, 2024.
2. Meet for a discussion and vote on a lease agreement with Black Earth for 360 East Britannia
Street.

3. Meet in executive session to review and consider approval of the successor collective
bargaining agreement with the employees of the Taunton Public Library. This discussion
will be held in executive session pursuant to MGL Chapter 30A §21: "To discuss strategy
with respect to collective bargaining or litigation if an open meeting may have a detrimental
effect on the bargaining or litigating position of the public body and the chair so declares".
