TAUNTON REDEVELOPMENT AUTHORITY
MEETING MINUTES
April 27, 2022 at 4 pm
Taunton City Hall, 15 Summer Street, Taunton
Silver City Conference Room, 2nd floor
Members Present:
Chris Coute
Ed Correira
Larry Silvia
Jeff Pagliuca
William Roth, OECD/TRA Ex. Director was also in attendance.
Dennis Ackerman, Consultant to the TRA, was also in attendance.
Call to Order at 4:10 pm: A quorum was present.
Item number 1: Review and approve the minutes of March 23, 2022; April 4, 2022 & April 11,
2022.
Mr. Silvia motioned to approve the minutes of March 23, 2022 and was seconded by Mr. Coute.
There were no corrections. Motion passed unanimously.
Mr. Silvia motioned to approve the minutes of April 4, 2022 and was seconded by Mr. Coute.
There were no corrections. Motion passed unanimously.
Mr. Silvia motioned to approve the minutes of April 11, 2022 and was seconded by Mr. Coute.
There were no corrections. Motion passed unanimously.
Item number 2: Financial Report:
Mr. Roth reviewed the financials and discussed the need to set up online banking access. He
discussed working with Mr. Silvia to setup the access.
Item number 3: Update URP, Hiring Consultant & MOU with the City
Mr. Roth discussed the MOU was being drafted by the City’s law department.
Regarding the URP consultant proposals. Mr. Roth confirmed that Stantec was going to provide
appraisals on up to 8 identified properties, per the RFP.
Discussion on appraisals and getting Stantec hired occurred.
Mr. Coute motioned to hire Stantec, subject to an approved contract agreement from the City
Law Department and was seconded by Mr. Silvia. Motion passed unanimously.
TRA – April 27, 2022 Meeting Minutes
Item number 4: Update on Hiring Legal Counsel.
Mr. Ackerman expressed concern with the proposal as presented. He felt it needed to be more
specific and tailored to the TRA and Mass General Law, which the TRA operates under. He
requested that the Authority allow him to speak to Mr. Brennan so the scope of services can be
revised to address the TRA’s needs.
The TRA members agreed to have Mr. Ackerman meet with Mr. Brennan.
Item number 5: Other Business
Mr. Pagliuca inquired about the status of getting Board of Directors insurance. Mr. Roth
indicated that he had gotten an email back from the insurance agent and that the cost was
between $800 and $1,000. Mr. Roth indicated that he would get a specific quote for a $1
million and $2 million policy.
Mr. Ackerman mentioned that the TRA and Mayor’s office would need to start thinking about
members for a Citizens Advisory Committee for the URP.
Item number 6: - Next Meeting
The next meeting would be May 25, 2022.
A motion was then made and approved to adjourn the meeting at 4:47 pm.
