TAUNTON REDEVELOPMENT AUTHORITY MEETING MINUTES May 25, 2022 at 4 pm Taunton City Hall, 15 Summer Street, Taunton Silver City Conference Room, 2nd floor Members Present: Ed Correira Larry Silvia Manuel Spencer Members Absent: Chris Coute Jeff Pagliuca William Roth, OECD/TRA Ex. Director, was also in attendance. Dennis Ackerman, Consultant to the TRA, was also in attendance. Call to Order at 4:12 pm: A quorum was present. Item number 1: Review and approve the minutes of April 27, 2022. Mr. Silvia motioned to approve the minutes of April 27, 2022 and was seconded by Mr. Spencer. There were no corrections. Motion passed unanimously. Item number 2: Update on URP, Hiring Consultant & MOU with the City: Mr. Roth discussed the MOU and the URP. He proposed a minor change to the URP under section 2 “Duties and Supervision”. He recommended that it be the same wording that was in the MOU. Discussion on the proposed change occurred. Mr. Silvia motioned to approve the MOU with the City, seconded by Mr. Spencer. Motion passed unanimously. Mr. Silvia motioned to approve the URP contract with Stantec as amended, seconded by Mr. Spencer. Motion passed unanimously. Item number 3: Update on Hiring Legal Counsel. Mr. Ackerman discussed how he met with Mr. Brennan and they revised the scope of services to address the TRA’s needs. Discussion on the proposed revised scope occurred. TRA – May 25, 2022 Meeting Minutes Mr. Silvia motioned to approve the scope of services and hire Mr. Brennan as the TRA’s legal counsel, seconded by Mr. Spencer. Motion passed unanimously. Item number 4: Other Business Mr. Roth review the one insurance quote he had received. He indicated that he was working on a second quote but had not received it yet. Discussion on the insurance quote occurred and the Authority wanted a second quote to compare before making a decision. Mr. Ackerman discussed that the TRA should have Stantec come in and make a presentation to City council so that they are informed about the URP from the beginning. He recommended trying to get on the June 14, 2022 agenda. The Authority members agreed that it was a good idea and request that Mr. Ackerman and Mr. Roth work with Stantec on a presentation and work to get it on the City Council agenda. Mr. Ackerman mentioned that he was going to work on meeting with Ted Landsmark from Northeastern to see what opportunities exist to get assistance from them in the future. Mr. Roth discussed with the Authority that the TRA and City would need to set up a Citizen’s Advisory Committee as part to the URP. He requested that the members start to get a list of possible people and asked if that would be something that Mr. Ackerman could assist with. Mr. Ackerman indicated that he would start working on that. Item number 5: - Next Meeting The next meeting will be June 22, 2022.
