MEETING MINUTES
July 27, 2022 at 4 pm
Taunton City Hall, 15 Summer Street, Taunton
Silver City Conference Room, 2nd floor
Members Present:

Manuel Spencer
Chris Coute
Members Absent:

William Roth, OECD/TRA Ex. Director, was also in attendance.
Dennis Ackerman, Consultant to the TRA, was also in attendance.
Call to Order at 4:11 pm: A quorum was present.
Item number 1: Review and approve the minutes of June 22, 2022.
Mr. Coute motioned to approve the minutes of June 22, 2022 and was seconded by Mr. Spencer.
There were no corrections. Motion passed unanimously.
Item number 2: Update on URP, discussion on Citizen Advisory committee, next steps:
Mr. Spencer presented a list of potential members that he has spoken to that would be willing to
participate.
Mr. Ackerman discussed who he had reached out to that were interested. He reached out to Ken
Patel, Lou Goldstein, Bike Church owners, Loui Freitas, Pool Silver owners and Eric Lee
Brumley. He said he would put the list together with contact information. He also mentioned
that the Biker Church owners were willing to host community meetings.
General discussion on the lists were discussed.
Item number 3: Update on Director’s insurance
Mr. Roth indicated that he contacted a second insurance agent from Allen Walker. However, the
first agent we received a quote from had reached out to the same underwriters that they use so
they were unable to provide a quote. Mr. Roth recommended going with the existing quote.

Mr. Coute motioned to have a formal contract prepared for TRA’s signature and was seconded
by Mr. Spencer. There were no corrections. Motion passed unanimously.
Item number 4: Other Business
Mr. Coute discussed the City’s recent tax taking of Bacon Felt, and planned taking of Whittenton
Mills, and wanted to know if the TRA could assist the City, or take over the properties for future
disposition or development of the properties.
Discussion on the issue was had by the members and staff. Mr. Roth brought up the idea of
looking at smaller City Tax taking parcels that the TRA could be given, so the TRA could do the
necessary pre-development work and sell for the City. Mr. Coute requested that a list be
presented to the TRA at the next meeting.
Mr. Correira discussed that he had met with the Pool Silver owners and was working on setting
up a meeting with a potential developer.
Mr. Roth mentioned that there was a meeting on August 16th with Ted Landsmark for
Northeastern to discuss future planning projects that his students could work on for the TRA.
Item number 5: - Next Meeting
The next meeting will be August 24, 2022.
A motion was then made and approved to adjourn the meeting at 4:47 pm.
