Taylor Borough Regular Monthly Meeting December 11, 2019 The Taylor Borough Council held its regular monthly meeting on Wednesday, December 11, 2019 at 7:30 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call, Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Derenick, No; Councilman Digwood, Yes; Councilman McKeel, Yes; President Mickavicz, Yes (Stepped Out and Re-Joined at 7:32 PM); Mayor Praschak, Yes. Vice President McKeel chaired the meeting until President Mickavicz returned. Vice President McKeel asked the Public if they had any comments or concerns regarding the Agenda. There were none. Vice President McKeel stated that everyone had the opportunity to read and review the November 13, 2019 Public Hearing Minutes and the November 13, 2019 Regular Meeting Minutes, which were held at the Taylor Municipal Building, 122 Union Street, Taylor, PA 18517 and asked if there were any corrections, additions or deletions. None noted. A Motion to accept by Councilman Tigue and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Under Old Business, Vice President McKeel announced to the Public that Executive Sessions were held on Tuesday, November 26, 2019 and Tuesday, December 10, 2019 at the Taylor Municipal Building, 122 Union Street, Taylor, immediately following the 7:30 P.M. Work Sessions. Next, President Mickavicz joined the meeting in progress. Next, President Mickavicz entertained a motion to adopt the 2020 Final Budget in the amount of $4,012,888 – Total Liquid Fuels Budget $440,677 plus Operating Budget $3,572,211. Councilman Tigue announced that there was no tax increase, there will also be a correction on the Treasurer’s line item on the budget. A Motion to approve by Councilman Tigue and seconded by Councilman McKeel. A roll call was conducted – Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; Councilman Mickavicz, Yes; Having received a unanimous vote, the Operating Budget of 2020 was adopted. Next, President Mickavicz entertained a motion to consider a Resolution No. 16 of 2019 to enact a Tax Levy to be recorded in the Ordinance book of the Borough of Taylor for recording purposes as Ordinance No. 7 of 2019 pursuant to Act 51 of 2019, adopting, re-enacting and fixing the Tax Rate for Year 2020 on Real Property situated in the Borough of Taylor at the Tax Rate for General Borough purposes, the sum of Twenty-two and three tenths Mills on each dollar of assessed valuation. A motion to accept by Councilman Tigue and seconded by Councilman Digwood. A roll call was conducted – Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; Councilman Mickavicz, Yes; Having received a unanimous vote, the Resolution was adopted. Next, President Mickavicz entertained a motion to consider a Resolution No. 17 of 2019 appointing the firm of Rainey and Rainey as Independent Auditors for 2019 Municipal Audits. A motion by Councilman McKeel and seconded by Councilman Tigue. A roll call was conducted – Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; Councilman Mickavicz, Yes; Having received a unanimous vote Resolution No. 17 of 2019 was adopted. Next, President Mickavicz entertained a motion to accept the 2019 Civil Service Annual Report. A motion to approve by Councilman Tigue and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to terminate the employment of John J. Cudo for non-disciplinary reasons effective immediately. A motion was made by Councilman McKeel and seconded by Councilman Tigue. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to accept a resignation from Robert Naro from his position on the Zoning Board effective January 2, 2020. A motion was made by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for November 2019. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the November 2019 Payroll in the amount of $183,769.26. November General Fund Paid Bills in the amount of $11,385.47 and November General Fund Open Invoices in the amount of $149,409.93 and November Liquid Fuels Paid Bills in the amount of $8,870.67 and November Liquid Fuels Open Invoices in the amount of $6,842.44 - Total Expenditures $360,277.77 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. The Mayor advised that the Police Department responded to 365 calls for service, 11 criminal complaints filed, 14 traffic citations issued, 11 parking tickets Issued. There was a total of 12 motor vehicle accidents investigated. There was a total of Four (4) Quality of Life Violations investigated. Revenues received for the month of November 2019: Police Reports, $420.00; Magisterial District Court Fines, $1,874.14; Judicial Fines, $183.30; Parking Tickets, $90.00; - Totaling $2,567.44. The Mayor’s report was placed on file. Next, President Mickavicz asked Council if there were any further comments. Councilman DeAngelo asked when the Zoning position would be filled. President Mickavicz answered in January 2020. Next, President Mickavicz announced that this meeting would be Councilman Derenick’s last Council Meeting. Councilman Derenick has served on Council for over 30 years. We thank him for his service and he will be greatly missed. On behalf of Council, the Chairman thanked everyone for their service and wished them a Safe and Happy Holiday Season. Next, President Mickavicz asked the Public if there were any questions or concerns. There were none.
