Taylor Borough Regular Monthly Meeting April 8, 2020 The Taylor Borough Council held its regular monthly meeting on Wednesday, April 8, 2020 at 7:00 P.M., via Teleconference due to State of Emergency – COVID-19. On Roll Call: Councilman Naro, Yes; Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; President Mickavicz, Yes; Mayor Praschak, Yes. President Mickavicz stated that the teleconference was advertised in a newspaper of general circulation that ran on April 4, 2020, it instructed to the public that the agenda was available online as well as the front window of the Borough Building and that if any resident had any comment or input on any agenda item that they can submit it to the Borough Secretary through email or via phone call. There were none. The legal advertisement which ran on Saturday, April 4, 2020 read as follows and will be part of the minutes: Meeting Notice – Taylor Borough Council will conduct its Regular monthly meeting via teleconference on April 8, 2020 at 7:00 P.M. for General Purposes. Public comment can be made on any agenda item by submitting an e-mail to kevans@taylorborough.com or by calling the Borough Building at (570) 562-1400 x110 up to 4:30 P.M. on the scheduled meeting date. The Meeting Agenda can be viewed online at taylorborough.com and will be posted at the Taylor Borough Building, front door window or by requesting one be sent by email or phone call to the Borough Secretary. The Press is invited. Also, the work session scheduled for April 6, 2020 has been cancelled. Kristi A. Evans, Secretary. President Mickavicz asked Council if there were any objection to suspend any committee reports other than what will be called for. There were no objections by Council. President Mickavicz stated that everyone had the opportunity to read and review the March 11, 2020 Regular Meeting Minutes and the March 17, 2020 Emergency Council Meeting Minutes which were both held at the Taylor Municipal Building, 122 Union Street, Taylor, PA 18517 and asked if there were any corrections, additions or deletions. None noted. A Motion to accept by Councilman Tigue and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz entertained a motion to adopt Resolution # 11 of 2020, approving, adopting and placing into immediate effect the 2020 Emergency Operations Plan of Taylor Borough. This was initially available to the public but was removed due to the Sunshine Law. This is a protected document dealing with Emergency preparedness and response plans. A motion to accept by Councilman Tigue and seconded by Councilman McKeel. On Roll Call: Councilman Naro – Yes, Councilman DeAngelo – Yes, Councilman Fallon – Yes, Councilman Tigue – Yes, Councilman Digwood – Yes, Councilman McKeel – Yes, President Mickavicz - Yes. The Resolution was adopted. Next, President Mickavicz entertained a motion authorizing the purchase of Police Ammunition from Witmer Public Safety Group (The Officer Store), COSTARS #23-238776, in the amount of $12,030.07. A motion to accept by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion authorizing the submission to DEP of the 902 Recycling Grant for the purchase of a Commingle Recycling Trailer. The total cost of the trailer is $14,275.00, Borough share is $1,427.50 (10%). In addition, the recycling education cost is $5,975.00, Borough share is $597.50 (10%). The total grant amount is $20,250.00. Total Borough share is #2,025.00. A motion to accept by Councilman DeAngelo and seconded by Councilman Naro. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to adopt Resolution # 12 of 2020, implementing the National Incident Management System (NIMS). This was a recommendation by the EMA Coordinator, the Police Chief and the public safety committee. A motion to adopt was made by Councilman Tigue and seconded by Councilman McKeel. On Roll Call: Councilman Naro – Yes, Councilman DeAngelo – Yes, Councilman Fallon – Yes, Councilman Tigue – Yes, Councilman Digwood – Yes, Councilman McKeel – Yes, President Mickavicz - Yes. The Resolution was adopted. Next, President Mickavicz entertained a motion to ratify the Managers determination of exemptions of Emergency Responders, including but not limited to all Law Enforcement Officers, Public Works Personnel, Borough Office Personnel, Landfill Inspector, whose work is necessary to maintain the operation of the Borough, from Paid Sick Leave or Expanded Family and Medical Leave under FFCRA (Families First Coronavirus Response Act), Emergency Paid Sick Leave Act and Emergency Family and Medical Leave Expansion Act. Mr. Zeleniak, public safety committee, outside legal counsel (Attorney Blissman) as well as Solicitor Jones all discussed this and made this determination because it would affect emergency personnel and essential personnel to run the Borough. A motion to accept was made by Councilman Tigue and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for March 2020. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the March 2020 Payroll in the amount of $147,358.88. March General Fund Paid Bills in the amount of $43,689.72 and March General Fund Open Invoices in the amount of $78,157.77 and March Liquid Fuels Open Invoices in the amount of $6,221.89 - Total Expenditures $275,428.26 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. The Police Department responded to 382 calls for service, 7 criminal complaints filed, 13 traffic citations issued, 1 non-traffic citations issued, 1 parking ticket Issued, and 17 motor vehicle accidents investigated. Revenues received for the month of March 2020: Police Reports, $195.00; Magisterial District Court Fines, $1,243.42; Judicial Fines, $1,042.12; Crisis Intervention Training Reimbursement, $1,672.44 - Totaling $4,134.98. Next, President Mickavicz asked Council if there were any further comments. There were none.
