Taylor Borough Regular Monthly Meeting November 11, 2020 The Taylor Borough Council held its regular monthly meeting on Wednesday, November 11, 2020 at 7:00 P.M., via Teleconference due to State of Emergency – COVID-19. On Roll Call: Councilman Naro, Yes; Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; President Mickavicz, No; Mayor Praschak, Yes. Chairman McKeel stated that the teleconference was advertised in a newspaper of general circulation that ran on Sunday, October 31, 2020, it instructed to the public that the agenda was available online as well as the front window of the Borough Building and that if any resident had any comment or input on any agenda item that they can submit it to the Borough Secretary through email or via phone call. There were none. The legal advertisement which ran on Sunday, October 31, 2020 read as follows and will be part of the minutes: MEETING NOTICE - Taylor Borough Council will conduct its Regular monthly meeting via teleconference on November 11, 2020 at 7:00 P.M. for general purposes. The Meeting Agenda can be viewed online at taylorborough.com on Friday, November 6, 2020 at 4:30 P.M. and will be posted at the Taylor Borough Building, front door window or by requesting one be sent by email or phone call to the Borough Secretary. Public comment can be made on any agenda item by submitting an e-mail to kevans@taylorborough.com or by calling the Borough Building at (570) 562-1400 x110 up to 4:30 P.M. on the scheduled meeting date. Chairman McKeel stated that everyone had the opportunity to read and review the October 14, 2020 Regular Meeting Minutes held via teleconference and asked if there were any corrections, additions, or deletions. None noted. A Motion to accept by Councilman Tigue and seconded by Councilman Digwood. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, Chairman McKeel stated that there were two executive sessions held on November 9, 2020 and on November 10, 2020 to discuss Personnel. Next, Chairman McKeel entertained a motion to reduce and cancel Irrevocable Letter of Credit # 1669 issued by FNCB Bank, on behalf of Taylor 1, LLC. Original amount was $25,000.00. A motion to accept by Councilman Tigue and seconded by Councilman Naro. A voice vote was called and all Council Members were in favor. The motion passed. Next, Chairman McKeel entertained a motion to adopt the 2021 Tentative Budget. Councilman Tigue gave a brief overview on the Budget. The General Fund Budget is in the amount of $3,672,502.00 and the Liquid Fuels Budget is in the amount of $516,724.00. Total 2021 Tentative Budget is $4,189,226.00. A motion to accept by Councilman Tigue and seconded by Councilman DeAngelo. On Roll Call: Councilman Naro – Yes, Councilman DeAngelo – Yes, Councilman Fallon – Yes, Councilman Tigue – Yes, Councilman Digwood – Yes, Councilman McKeel – Yes. The 2021 Tentative Budget was adopted. Next, Chairman McKeel entertained a motion authorizing the Chairman to negotiate and execute in concurrence with the Solicitor, an agreement with the Taylor Police Officers Association regarding Personnel Issues subject to further ratification by Council as may be necessary. Mr. Zeleniak gave a brief overview. Councilman Tigue stated that all members of the TPOA did not sign the Memorandum of Agreement. A motion to accept by Councilman Digwood and seconded by Councilman Naro. On Roll Call: Councilman Naro – Yes, Councilman DeAngelo – Yes, Councilman Fallon – Yes, Councilman Tigue – No, Councilman Digwood – Yes, Councilman McKeel – Yes. The motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for October 2020. Attached are the list of paid invoices and open invoices. Next, Chairman McKeel entertained a motion to pay the October 2020 Payroll in the amount of $154,866.78. October General Fund Paid Bills in the amount of $233,113.50, General Fund Open Invoices in the amount of $50,106.34 and October Liquid Fuels Open Invoices in the amount of $5,919.88 - Total Expenditures $444,006.50 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman Fallon. A voice vote was called and all Council Members were in favor. The motion passed. The Treasurer’s Report was placed on file. There were 491 incident numbers generated. Police investigated 22 motor vehicle crashes. There was a total of 21 traffic stops conducted. Police issued 11 traffic citations and 4 criminal complaints were filed. Revenues received for the month of October 2020: Police Reports, $210.00; Magisterial District Court Fines, $618.22; Judicial Fines, $158.35 - Totaling $986.57. Lastly, Chairman McKeel made a motion to adjourn the meeting. A motion was made by Councilman Tigue and seconded by Councilman Fallon.
