Taylor Borough Regular Monthly Meeting December 9, 2020 The Taylor Borough Council held its regular monthly meeting on Wednesday, December 9, 2020 at 7:00 P.M., via Teleconference due to State of Emergency – COVID-19. On Roll Call: Councilman Naro, Yes; Councilman DeAngelo, Yes; Councilman Fallon, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman McKeel, Yes; President Mickavicz, Yes; Mayor Praschak, Yes. President Mickavicz stated that the teleconference was advertised in a newspaper of general circulation that ran on Friday, November 20, 2020, it instructed to the public that the agenda was available online as well as the front window of the Borough Building and that if any resident had any comment or input on any agenda item that they can submit it to the Borough Secretary through email or via phone call. There were none. The legal advertisement which ran on Friday, November 20, 2020 read as follows and will be part of the minutes: MEETING NOTICE - Taylor Borough Council will conduct its Regular monthly meeting via teleconference on December 9, 2020 at 7:00 P.M. for general purposes. The Meeting Agenda can be viewed online at taylorborough.com on Friday, December 4, 2020 at 4:30 P.M. and will be posted at the Taylor Borough Building, front door window or by requesting one be sent by email or phone call to the Borough Secretary. Public comment can be made on any agenda item by submitting an e-mail to kevans@taylorborough.com or by calling the Borough Building at (570) 562-1400 x110 up to 4:30 P.M. on the scheduled meeting date. President Mickavicz stated that everyone had the opportunity to read and review the November 11, 2020 Regular Meeting Minutes held via teleconference and asked if there were any corrections, additions, or deletions. None noted. A Motion to accept by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz entertained a motion to ratify an MOA with the Taylor Police Officers Association. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and the majority of Council Members were in favor, with Councilman Tigue opposing. The motion passed. Next, President Mickavicz entertained a motion to adopt Resolution # 20 of 2020, appointing the firm of Rainey & Rainey as Independent Auditors for 2020 Municipal Audits. A motion to accept by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The Resolution was adopted. Next, President Mickavicz entertained a motion to adopt the 2021 Final Budget in the amount of $3,795,502.00 and the total Liquid Fuels Budget in the amount of $516,724.00. Total of both budgets is $4,312,226.00. A motion to accept by Councilman Tigue and seconded by Councilman McKeel. On Roll Call: Councilman Naro – Yes, Councilman DeAngelo – Yes, Councilman Fallon – Yes, Councilman Tigue – Yes, Councilman Digwood – Yes, Councilman McKeel – Yes, President Mickavicz – Yes. The 2021 Final Budget was adopted. Next, President Mickavicz entertained a motion to adopt Resolution # 21 of 2020, to enact a Tax Levy to be recorded in the Ordinance Book of the Borough of Taylor for recording purposes as Ordinance # 6 of 2020 pursuant to Act 51 of 2019, adopting, re-enacting and fixing the Tax Rate for Year 2021 on Real Property situated in the Borough of Taylor at the Tax rate for General Borough purposes, the sum of Twenty-two and three tenths Mills on each dollar of assessed valuation. A motion to accept by Councilman Tigue and seconded by Councilman Fallon. A voice vote was called and all Council Members were in favor. The Resolution was adopted. Next, President Mickavicz entertained a motion to accept the 2020 Civil Service Annual Report. A motion to accept by Councilman McKeel and seconded by Councilman Tigue. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to ratify a letter of support to the Riverside School District for an application for an LSA Grant to be used for Streetscape Improvements. A motion to accept by Councilman Fallon and seconded by Councilman Tigue. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to adopt Resolution # 22 of 2020, authorizing the filing of an application for financial assistance to improve the landscape and citizen’s safety along South Main Street. A motion to accept by Councilman Fallon and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The Resolution was adopted. Next, President Mickavicz entertained a motion to adopt Resolution # 23 of 2020, authorizing the conveyance of Disposition Parcel # 6 of the Feltsville Parcel by the Development Authority of the Borough of Taylor. Mr. Zeleniak gave a brief overview. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The Resolution was adopted. Next, President Mickavicz entertained a motion to approve a project for the replacement of the TCC basketball court floor with a new hard wood floor and authorizing PennEastern Engineering/Architects to design, prepare specifications and advertise said project for bid. A motion to accept by Councilman McKeel and seconded by Councilman Naro. A voice vote was called and the majority of Council Members were in favor, with Councilman Tigue opposing. The motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for November 2020. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the November 2020 Payroll in the amount of $117,552.86. November General Fund Paid Bills in the amount of $47,724.15, General Fund Open Invoices in the amount of $251,939.62 and October Liquid Fuels Open Invoices in the amount of $8,759.45 - Total Expenditures $425,976.08 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. There were 473 incident numbers generated. Police investigated 29 motor vehicle crashes. There was a total of 34 traffic stops conducted. Police issued 11 traffic citations, 1 non- traffic citation, 4 criminal complaints were filed and 3 parking tickets were issued. The Motor Carrier Safety Assistance Program Unit inspected 20 commercial vehicles. 5 of the vehicles were placed out of service. Revenues received for the month of November 2020: Police Reports, $645.00; Magisterial District Court Fines, $858.28; Judicial Fines, $94.76; Parking Tickets, $45.00; Roving Patrol Reimbursement, $296.00 - Totaling $1,939.04. Next, President Mickavicz entertained a motion to allow the DPW Director, William Dixon to carry over the remaining time (approximately 70 hours) he has left for 2020 into 2021. A motion to accept by Councilman Digwood and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed.
