Taylor Borough Regular Monthly Meeting Minutes March 9, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, March 9, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. President Mickavicz asked Mayor Kavulich-Loiselle to administer Oath of Office to Leonard Maldonato. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the February 9, 2022 Regular Meeting Minutes and the March 3, 2022 Special Meeting Minutes both held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. President Mickavicz also stated that Executive Sessions were held on February 28, 2022, immediately following the 7:00 PM Reconvened Work Session, March 3, 2022, immediately following the 7:00 PM Special Council Meeting, and March 7, 2022, immediately following the 7:00 PM Work Session dealing with Personnel Issue. Next, President Mickavicz entertained a motion to accept the resignation from Leonard S. Maldonato as the Chairman of the Vacancy Board effective March 3, 2022. A motion to accept the resignation was made by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor except for Councilman Maldonato who abstained. The motion passed. Next, President Mickavicz entertained a motion to consider a Resolution #5 of 2022 appointing Jeffrey Thomas as Chairman of the Vacancy Board. Term expiring 12/31/2022. A motion to accept by Councilman Digwood and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion was adopted. Next, President Mickavicz entertained a motion to approve an MOU between Taylor Borough and the TPOA regarding Officer Jacob Palonis 2021 Personal Time. Solicitor Jones spoke briefly on this subject. A motion to approve the MOU by Councilman Tigue and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to approve a Mortgage release ($2,500.00) for a Rehabilitation Loan Project from January 21, 1987 (311 West Taylor Street, Taylor – Francis & Brenda Rignanesi). Dickson City Borough is also signing the release as a result of a Scribner’s error identifying the Borough of Dickson City as well. Solicitor Jones had a brief discussion. A motion to approve the mortgage release by Councilman McKeel and seconded by Councilman Digwood. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to apply for a Grant submission to Pennsylvania Commission on Crime and Delinquency for the funding of a Police K-9 in the amount of $80,000.00. A motion to accept by Councilman McKeel and seconded by Councilman Maldonato. Mayor Loiselle had a brief discussion on applying for grants and opening an account to raise funds. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, No; Councilman Digwood, No; Councilman DeAngelo, No; President Mickavicz, Yes. Having received a majority vote, the motion passed. Next, President Mickavicz entertained a motion to make a conditional offer of employment to Dalton Boback, as a part time Police Officer on an as needed basis with no guarantee of hours and with a starting hourly compensation rate and benefits in accordance with the budget, subject to other applicable Acts including but not limited to Act 57. A motion to adopt by Councilman McKeel and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion was adopted. Next, President Mickavicz entertained a motion to rescind a conditional offer of employment to Police Officer Matthew Conforti based on his communication with Police Chief Brian Holland. A motion to rescind by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all other Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to approve the purchase of a 2021 Ford Expedition – SSV Police Vehicle from New Holland Auto Group in the amount of $39,995.00 and to authorize the appropriate Borough Officials to execute the appropriate lease documents – Costars #026-039; Kovatch, Inc. for Lighting Upfit in the amount of $13,587.71 Costars #013-193 & MS Martin Enterprises, Inc. for a Noptic NV3 Thermal Camera in the amount of $3,524.00. For a Total amount of $57,106.71. A motion to approve by Councilman Tigue and seconded by Councilman Digwood. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to approve a request from Officer Brandon Bell to be placed on Enforcement Officer Disability Benefits (Heart & Lung) effective February 22, 2022. A motion to approve by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for February 2022. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the February 2022 Payroll in the amount of $126,538.60. February General Fund Open Invoices in the amount of $63,199.58. February Paid Invoices in the amount of $27,504.79 and February Liquid Fuels Open Invoices in the amount of $13,153.15 - Total Expenditures $230,396.12 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. Public Works, Councilman Maldonato; Public Safety replacing Councilman Digwood would be Councilman Maldonato; Personnel Committee, Councilman McKeel; Recreation Committee, Councilman McKeel; Environmental Committee, Councilman McKeel and Councilman Maldonato. Next, President Mickavicz asked that the Mayor’s Report for the month of February 2022 be placed on file. There were 361 incident numbers generated. Officers investigated 13 traffic crashes. There were 24 traffic stops conducted. Officers issued 12 traffic citations and 1 non-traffic citation. There were 6 criminal arrests. Arrest Record - (Officer Bell – 3 arrests; Officer McDonald – 3 arrests) Revenues received for the month of February 2022: Police Reports, $345.00; Magisterial District Court Fines, $746.07; Judicial Fines, $1,040.61; Parking Tickets, $60.00 - Totaling $2,191.68.
