Taylor Borough Regular Monthly Meeting April 13, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, April 13, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. President Mickavicz welcomed Boy Scout Troop 44 and Cub Scout Pack 44 who were in attendance earning their Merit Badge. Next, President Mickavicz stated that everyone had the opportunity to read and review the March 9, 2022 Regular Meeting Minutes held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any comments, corrections, additions, or deletions. None noted. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz entertained a motion to accept the resignation from Officer Taylor Trubia effective March 21, 2022. A motion to accept the resignation was made by Councilman Digwood and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to accept a resignation from Cross Mercado as a Part Time DPW Employee effective March 22, 2022. A motion to accept by Councilman DeAngelo and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to consider a Resolution # 6 of 2022, regarding the Derenick Park Grant Application. Mr. Zeleniak spoke briefly. A motion to adopt by Councilman McKeel and seconded by Councilman DeAngelo. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. Having received a unanimous vote, the motion was adopted. Next, President Mickavicz entertained a motion to authorize the purchase of the 2022 & 2023 qualification & training ammunition from Witmer Public Safety Group/The Officers Store (CoStars # 23-238776) in the amount of $27,832.30. A motion to accept by Councilman Maldonato and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to authorize the purchase of 7 Chrome Books ($2,093), 4 Laptops ($2,996), 2 Docking Stations ($598) and 4 Monitors ($996) – Total Amount $6,683.00. A motion to authorize by Councilman Tigue and seconded by Councilman Digwood. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to authorize the Chairman to execute a letter of support on behalf of the Lackawanna Heritage Valley Authority in their submission of a grant application to DCNR requesting funding for the acquisition of a 2.94 acre former rain corridor in Taylor Borough. A motion by Councilman McKeel and seconded by Councilman Tigue. A voice vote was called and all other Council Members were in favor except Councilman Nezlo. With a majority vote, the motion passed. Next, President Mickavicz entertained a motion to approve a change order for the 5th Street Sanitary Sewer Project for a reduction of $15,650.00 of the original contract amount ($94,982.50) and to authorize the Chairman to execute the change order document upon preparation by the Borough Engineer and the subsequent receipt of the same from the contractor. Additionally, authorizing the release of the final payment in the amount of $7,933.25 upon confirmation from the Borough Engineer. A motion to approve by Councilman Digwood and seconded by Councilman Tigue. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to consider a Resolution # 7 of 2022, to accept donations for a canine by the Borough and other general Police Equipment and Support. A motion to approve by Councilman Maldonato and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, No; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. Having received a majority vote, the motion was adopted. Next, President Mickavicz entertained a motion to consider a Resolution # 8 of 2022, Taylor Borough Council conditional approval for Taylor 1, LLC major subdivision and land development plan(s) of Feltsville Parcel IV Major Subdivision – Whispering Pines – Phase 2 Supplemental plans as prepared by Reuther Bowen Engineering dated February 16, 2022. (Solicitor Jones had a brief discussion). A motion to approve by Councilman Tigue and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. Having received a unanimous vote, the motion was adopted. Next, Councilman Tigue read the Approval of Bills for Payment for March 2022. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the March 2022 Payroll in the amount of $125,913.79. March General Fund Open Invoices in the amount of $149,604.13. March Paid Invoices in the amount of $48,377.25 and March Liquid Fuels Open Invoices in the amount of $7,045.47 - Total Expenditures $330,940.64 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. There were 449 incident numbers generated. Officers investigated 14 traffic crashes. There were 59 traffic stops conducted. Officers issued 34 traffic citations and 8 non-traffic citations. There were 13 criminal arrests. Arrest Record - (Officer Kerrigan – 1 arrest; Officer Mentz – 1 arrest; Officer Surridge – 4 arrests; Officer McDonald – 6 arrests; Chief Holland – 1 arrest) Revenues received for the month of March 2022: Police Reports, $435.00; Magisterial District Court Fines, $827.26; Judicial Fines, $551.59; Parking Tickets, $110.00 - Totaling $1,923.85. Next, President Mickavicz asked the Public if they had any comments or questions: ● Liam Propecto, 9 year old from Cub Scouts, introduced himself to Council. ● Walter Jenesko from Donny Drive addressed Keyser Avenue/Turkey Hill problems. ● Steven Schab spoke briefly about property line setbacks at Norway Maples Trailer Park.
