Taylor Borough Regular Monthly Meeting May 11, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, May 11, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, Mayor Kavulich-Loiselle Read a Proclamation honoring the 2021-2022 Riverside Girls Basketball Team. Each member of the Riverside Girls Basketball Team was presented with their own Proclamation Certificate. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the April 13, 2022 Regular Meeting Minutes held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any comments, corrections, additions, or deletions. None noted. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz stated that an Executive Session was also held on Monday, May 9, 2022, immediately following the 7:00 PM Work Session regarding a personnel issue with the Borough Solicitor. Next, President Mickavicz entertained a motion to accept a resignation from Officer James Johnson as a Part Time Police Officer effective May 5, 2022. A motion to accept by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to consider to amend the Developers Agreement with Taylor 1, LLC (Third Amendment). The Solicitor had a brief discussion. A motion to adopt by Councilman McKeel and seconded by Councilman Tigue. A voice vote was called and all Council Members were in favor. The Motion passed. Next, President Mickavicz entertained a motion to make appointments to the DPW Summer Casual help for the DPW, at a current hourly rate of $10.00 per hour. These appointments are part time, with no guarantee of hours and will expire on September 30, 2022. A motion to hire David Wilce by Councilman Tigue and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for April 2022. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the April 2022 Payroll in the amount of $194,521.46. April General Fund Open Invoices in the amount of $95,180.10. April Paid Invoices in the amount of $4,200.38 and April Liquid Fuels Open Invoices in the amount of $6,813.01 - Total Expenditures $300,714.95 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman Digwood. A voice vote was called and all Council Members were in favor. The motion passed. Councilman Tigue will be chairing the Public Safety Committee effective tonight. A brief discussion followed on the two Fire Departments merging. Next, President Mickavicz asked that the Mayor’s Report for the month of April 2022 be placed on file. There were 379 incident numbers generated. Officers investigated 9 traffic crashes. There were 30 traffic stops conducted. Officers issued 12 traffic citations and 4 non-traffic citations. There were 9 criminal arrests. Arrest Record - (Officer Surridge – 2 arrests; Officer Moran – 1 arrest; Officer Palonis – 1 arrest; Officer Gianacopoulos – 2 arrests; Officer McDonald – 1 arrest; Officer Kerrigan – 2 arrests) Revenues received for the month of April 2022: Police Reports, $315.00; Magisterial District Court Fines, $851.83; Judicial Fines, $389.25; Parking Tickets, $75.00 - Totaling $1,631.08.
