Taylor Borough Regular Monthly Meeting August 10, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, August 10, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the July 13, 2022 Regular Meeting Minutes held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to approve by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz entertained a motion to consider a Proclamation bestowing honors and congratulations to Rose Krenitsky on her 100 th Birthday (Council presented proclamation at her residence). Mayor Loiselle read the Proclamation. Next, President Mickavicz entertained a motion to accept a resignation from John W. Harrison as a Full Time DPW Employee. A motion to accept resignation by Councilman Digwood and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to accept a resignation from Jeffrey Thomas as a Part Time TCC Employee. A motion to accept resignation by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to approve the rebuilding and repair of one pump at the Oak & Rinaldi Pump Station in the amount of $10,885.00 including parts and labor. A motion to accept by Councilman Tigue and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to allocate 100% of the 2022 Foreign Fire Insurance Tax to the Taylor Fire & Rescue Relief Association within 30 days of receipt of the yearly allotment of the State. A motion to accept by Councilman Tigue and seconded by Councilman Digwood. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to remove Michael Kowanick from his leave of absence as a Part Time Police Officer pursuant to his request and to return to service effective immediately on an as needed basis with no guarantee of hours and with a starting hourly compensation rate and benefits in accordance with the budget. A motion to accept by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to sell four body cameras to the Hughestown Borough in the amount of $200.00 each for a total of $800.00 with the following serial numbers: OK00562B3, OK00564B3, OK00441B3 and OH00303B3. A motion to accept by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The Motion passed. Next, President Mickavicz entertained a motion to purchase a K-9 Police Dog in the amount of $16,000.00 from Progressive K-9 Academy which includes a Belgian Malinois/Dutch Shepherd, 8-week handler school, certification, initial K-9 equipment and one year subscription to training management software. A motion to accept by Councilman McKeel and seconded by Councilman Maldonato. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, No; Councilman Digwood, No; Councilman DeAngelo, Yes; President Mickavicz, Yes. Having received a majority vote, the motion passed. Next, Councilman Tigue read the Approval of Bills for Payment for July 2022. Attached are the list of paid invoices and open invoices. Next, President Mickavicz entertained a motion to pay the July 2022 Payroll in the amount of $120,703.77. July General Fund Open Invoices in the amount of $76,964.32. July Paid Invoices in the amount of $3,597.47 and July Liquid Fuels Open Invoices in the amount of $6,594.61 - Total Expenditures $207,860.17 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz asked if anyone had any objection to getting Specs for replacing three garage doors at DPW Building – None Noted. Mr. Zeleniak will contact Harold, Engineer. Next, President Mickavicz asked that the Mayor’s Report for the month of July 2022 be placed on file. During the month of July 2022, the Police Department responded to 615 incidents. There were 24 traffic crashes investigated; 110 traffic stops were conducted resulting in 12 traffic citations issued and 3 non-traffic citations issued. Officers made 34 criminal arrests. (Arrest Record – Officer Surridge – 2 arrests; Officer Boback – 3 arrests; Officer Izak – 2 arrests; Officer Palonis – 2 arrests; Officer Gianacopoulos – 3 arrests; Officer McDonald – 10 arrests; Officer Snyder – 7 arrests; Officer Strenkoski – 1 arrest; Officer Zuby – 1 arrest; Officer Kerrigan – 3 arrests. Revenues received for the month of July 2022: Police Reports $345.00, Parking Tickets $105.00, Magistrate Fines $1,446.76, Judicial Fines $399.60, Totaling $2,296.36 – K-9 Donations $1,458.00.
