Taylor Borough Regular Monthly Meeting January 11, 2023 The Taylor Borough Council held its regular monthly meeting on Wednesday, January 11, 2023, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the December 14, 2022, Regular Meeting Minutes held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to approve by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz stated for the record that Council held an Executive Session on Monday, January 9, 2023, immediately following the 7:00 P.M. Work Session regarding personnel issues within the Department of Public Works with the Solicitor. Next, President Mickavicz entertained a motion to authorize the President and any appropriate Borough Officials to execute a subgrantee agreement received from Pittston City and the Redevelopment Authority of the City of Pittston regarding a grant application for HOME Investment Partnerships Program. A motion to approve was made by Councilman DeAngelo and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to reject all bids received for the 2018 Ford F-150 Pickup. A motion to approve was made by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to accept a letter of resignation from John J. Harrison from the Department of Public Works effective January 20, 2023. Mr. Zeleniak read the letter of resignation. A motion to accept was made by Councilman Maldonato and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to purchase a computer and mount for the Taylor Police K-9 Vehicle from Advanced Electronic Design, Inc. in the amount of $7,194.67 with Costars #003-506. A motion to accept was made by Councilman DeAngelo and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to approve a Memorandum of Understanding between the Taylor Borough and the Riverside School District establishing a shelter site location and terms of use in the event of an evacuation of the students and staff of the Riverside School District at the Taylor Community Center effective October 17, 2022. A motion to approve was made by Councilman McKeel and seconded by Councilman Nezlo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to appoint a nomination to the Planning Commission for a 4 year term to expire on December 31, 2026. Councilman DeAngelo nominated Mr. John Fox. A motion to appoint John Fox was made by Councilman DeAngelo and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed and Mr. John Fox was appointed. Next, President Mickavicz entertained a motion to reappoint Stephen A. Derenick to the Planning Commission for a 4 year term to expire on December 31, 2026; to reappoint Cindy Bellucci to the Zoning Hearing Board for a 5 year term to expire on December 31, 2027; to reappoint William J. Englehardt to the Zoning Hearing Board as an alternate for a 3 year term to expire on December 31, 2025; to reappoint Thomas Jones to the DABT for a 5 year term to expire on December 31, 2027; to reappoint Jeffrey Thomas to the Vacancy Board for a 1 year term to expire on December 31, 2023; to reappoint Edward Fortuna to the International Property Maintenance Code Board of Appeals for a 3 year term to expire on December 31, 2025. A motion to reappoint all of the above was made by Councilman Tigue and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes with the exception of Cindy Bellucci to which he abstained; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes with the exception of Cindy Bellucci to which he abstained. The motion passed. Next, President Mickavicz entertained a motion to pay the December 2022 Payroll in the amount of $187,426.34. December General Fund Open Invoices in the amount of $112,063.76. December Paid Invoices in the amount of $38,075.58 and December Liquid Fuels Open Invoices in the amount of $10,505.83 - Total Expenditures $348,071.51 when funds are available. A motion was made by Councilman Tigue and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. He also spoke about the UGI Get Gas Program that was presented to Council on Monday evening at the monthly Work Session. Chris Goetz (PennDOT) felt that this was a good opportunity for the Borough to participate in. Next, President Mickavicz asked that the Mayor’s Report for the month of December 2022 be placed on file. During the month of December 2022, the Police Department responded to 431 incidents. There were 13 traffic crashes investigated; 69 traffic stops were conducted; 5 traffic citations issued and 2 non-traffic citations issued. Officers made 11 criminal arrests. (Arrest Report – Officer Kowanick – 3 arrests; Officer Boback – 1 arrest; Officer Strenkoski – 1 arrest; Officer Palonis – 1 arrest; Sergeant Snyder – 2 arrests; Officer Surridge – 2 arrests; Officer McDonald – 1 arrest. Revenues received for the month of December 2022: Police Reports $405.00, Parking Tickets $15.00, Magistrate Fines $2,876.03, Judicial Fines $171.07, Totaling $3,467.10.
