Taylor Borough Regular Monthly Meeting December 14, 2022 The Taylor Borough Council held its regular monthly meeting on Wednesday, December 14, 2022, at 7:00 P.M. at the Taylor Municipal Building, 122 Union Street, Taylor, Pennsylvania. On Roll Call: Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Tigue, No; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes; Mayor Kavulich Loiselle, Yes. President Mickavicz chaired the meeting. Next, President Mickavicz asked the public if they had any comment or input regarding the agenda items. There were none. Next, President Mickavicz stated that everyone had the opportunity to read and review the November 9, 2022, Regular Meeting Minutes held at the Taylor Municipal Building at 122 Union Street, Taylor, PA. President Mickavicz asked if there were any corrections, additions, or deletions. None noted. A motion to approve by Councilman DeAngelo and seconded by Councilman McKeel. A voice vote was called and all Council Members were in favor. The motion passed. The meeting minutes were approved as presented. Next, President Mickavicz stated for the record that Council held an Executive Session on Monday, December 12, 2022, immediately following the 7:00 P.M. Work Session regarding personnel issues within the Police Department with the Solicitor. Next, President Mickavicz entertained a motion to accept the Certified Eligibility List of qualified applicants for the promotion of Police Sergeant from the Civil Service Commission. A motion to accept was made by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to promote acting Police Sergeant Nicholas Snyder to the permanent rank of Police Sergeant for the Taylor Police Department in accordance with the Taylor Borough Civil Service Commission rules and regulations as defined by Ordinance and in accordance with the TPOA CBA regarding salary and benefits, effective upon passage. A motion to accept was made by Councilman McKeel and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Immediately following, Officer Nicholas Snyder was given the Oath of Office for Police Sergeant by Mayor Kavulich Loiselle. Chief Brian Holland and Retired Police Sergeant William Roche presented Sergeant Snyder with a Pin. Sergeant Snyder thanked Council for this opportunity. Next, President Mickavicz entertained a motion to ratify the approval of a Memorandum of Understanding between the Taylor Borough and the Taylor Police Officer’s Association regarding the K-9 Cross Shift. President Mickavicz explained that this is being ratified because of incorrect wording on the document and the corrected MOU was given to all of Council. A motion to accept was made by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. Next, President Mickavicz entertained a motion to appoint Matthew Newton as a Full-Time employee of the Department of Public Works. Salary and benefits in accordance with the SEIU #668 Collective Bargaining Agreement and Health Insurance to follow Federal Guidelines. A motion to accept was made by Councilman Digwood and seconded by Councilman DeAngelo. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Next, President Mickavicz entertained a motion to adopt the 2023 Final Budget in the amount of $5,840,206.00, broken down into General Fund $4,190,548.00; Capital Budget $1,440,133.00; and the total Liquid Fuels Budget $209,525.00. A motion to adopt the 2023 Budget was made by Councilman Maldonato and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The 2023 Budget was adopted. Next, President Mickavicz entertained a motion to adopt Resolution #19 of 2022, to enact a Tax Levy to be recorded in the Ordinance Book of the Borough of Taylor for recording purposes as Ordinance # 3 of 2022 pursuant to Act 51 of 2019, adopting, re-enacting and fixing the Tax Rate for the Year 2023 on Real Property situated in the Borough of Taylor at the Tax Rate for General Borough purposes, the sum of Twenty-two and three-tenths Mills. A motion to adopt Resolution # 19 was made by Councilman Maldonato and seconded by Councilman Digwood. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The Resolution was adopted. Next, President Mickavicz entertained a motion to adopt Resolution # 20 of 2022, appointing the firm of Rainey & Rainey as Independent Auditors for the 2022 Municipal Audits. A motion to adopt Resolution # 20 was made by Councilman McKeel and seconded by Councilman Maldonato. A voice vote was called, and all Council Members were in favor, the Resolution was adopted. Next, President Mickavicz entertained a motion to accept the 2022 Civil Service Annual Report. A motion was made by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called, and all Council Members were in favor, the motion passed. Next, President Mickavicz entertained a motion to accept a Letter of Resignation from John J. Cudo as Emergency Management Coordinator for the Borough of Taylor, effective December 31, 2022. Mr. Zeleniak read the letter of resignation. A motion to accept resignation was made by Councilman McKeel and seconded by Councilman Digwood. A voice vote was called, and all Council Members were in favor, the motion passed. Mr. Digwood asked that a letter of gratitude be sent to Mr. Cudo for his dedication in this position for the past 40 years. Next, President Mickavicz entertained a motion to nominate Martin Cusick, a Firefighter with Taylor Fire and Rescue, to the Governors Office for consideration of an appointment as the Taylor Borough Emergency Management Coordinator provided he meets all necessary State and Federal regulations. A motion to nominate Mr. Cusick was made by Councilman Maldonato and seconded by Councilman Nezlo. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Next, President Mickavicz entertained a motion to decertify Taylor Hose & Engine # 1 as a Volunteer Fire Company within Taylor Borough. A motion to accept was made by Councilman Maldonato and seconded by Councilman McKeel. A roll call was made – Councilman Nezlo, Yes; Councilman Maldonato, Yes; Councilman McKeel, Yes; Councilman Digwood, Yes; Councilman DeAngelo, Yes; President Mickavicz, Yes. The motion passed. Nex, President Mickavicz entertained a motion to appoint Paul Harrison to the Emergency Call List for the Department of Public Works. A motion to accept was made by Councilman Maldonato and seconded by Councilman Digwood. Next, President Mickavicz entertained a motion to pay the November 2022 Payroll in the amount of $133,295.10. November General Fund Open Invoices in the amount of $136,182.57. November Paid Invoices in the amount of $144,432.69 and November Liquid Fuels Open Invoices in the amount of $6,749.17 - Total Expenditures $420,659.53 when funds are available. A motion was made by Councilman McKeel and seconded by Councilman DeAngelo. A voice vote was called and all Council Members were in favor. The motion passed. During the month of November 2022, the Police Department responded to 494 incidents. There were 26 traffic crashes investigated; 79 traffic stops were conducted; 26 traffic citations issued and 2 non-traffic citations issued. Officers made 12 criminal arrests. (Arrest Report – Officer Kowanick – 1 arrest; Officer Boback – 1 arrest; Officer Zuby – 1 arrest; Officer Graham – 1 arrest; Officer Gianacopoulos – 1 arrest; Acting Sergeant Snyder – 1 arrest; Officer Moran – 1 arrest; Officer Surridge – 2 arrests; Officer McDonald – 3 arrests. Revenues received for the month of November 2022: Police Reports $240.00, Parking Tickets $30.00, Magistrate Fines $2,910.73, Judicial Fines $787.49, Totaling $3,968.22. Next, President Mickavicz asked the Public if they had any comments or questions. Mr. Mark Kania, marketing manager for Taylor Fire and Rescue addressed Council and thanked them for their help and interventions regarding Taylor Hose and Engine No. 1. And Jeanie Sluck thanked Council for their support with the second annual Miracle on Main Street Event. Next, President Mickavicz stated that there will be a brief executive session immediately following this meeting regarding a personnel issue with the DPW.
