the Briefing Session which convened at 0 3 6 5 p City Recorder Cheryl Peacock Cottle conducted a Rol Call wherein all Council Members m were present Taylorsville City Council Minutes September 17 2014 Page 2 1 Review Administrative Report 6 14 0 5 PM Chair Overson called for questions on the Administrative Report for Community Development and there were none Chair Overson commended Community Development Director on the detailed format of the report presented 13 6 0 6 PM Mr McGrath introduced interns who have been working in the Community Development as follows Tiffany Leung Jeff Alterman Browne Sebright Collin Perryman Meagan Booth and Jacob Adams Mr McGrath described work performed by the interns on the Neighborhood Snapshot Project and other community projects He recognized them as an impressive and talented group He thanked the interns for their service to the City of Taylorsville 6 0936 PM Chair Kristie Overson and Council Member Dama Barbour both stated their excitement over the new neighborhood compliance program and thanked staff and the interns for helping to implement the positive program Mr McGrath also recognized Neighborhood Services Coordinator Rhetta McIff for her efforts in overseeing the program 6 18 1 PM Chair Overson cited the quick response to code compliance issues in her neighborhood 6 1414 PM Council Member Ernest Burgess asked for a status update on the project Mr McGrath described visual surveys completed in areas of the city and referenced maps that will be produced to illustrate findings He noted that a final presentation on the Neighborhood Snapshot Program will be brought to the Council within a couple of weeks 6 1 338 PM Council Member Christopherson thanked the interns for their hard work and inquired about the status of up follow meetings for the Gateway Sign Project Mr McGrath follow will likely be in about 10 days anticipated that up 2 Review Agenda 6 1 4 29 PM The agenda for the City Council Meeting was reviewed Council Member Dan Armstrong called for discussion regarding the Citys Beautiftcation Award program He suggested that nominations come from the LARP Committee but the Award be presented by the City Council 6 0 7 3 PM Chair Overson stated her understanding that the Best of Taylorsville Beautification Award has always been selected and awarded by the LARP Committee but was presented by that committee during a City Council Meeting Council Member Armstrong agreed to take that clarification back to the LARP Committee Taylorsville City Council Minutes September 17 2014 Page 3 6 08 1 7 PM Council Member Dania Barbour said that she would like to give a brief summary during the regular meeting under Other Matters regarding the recent Utah League ofCities and Towns Annual Conference 6 47 PRELIMINARY MATTERS 6 20 3 3 PM Chairman Kristie Overson called the meeting to order at 3 6 p and welcomed 3m those in attendance City Recorder Cheryl Peacock Cottle conducted a Roll Call wherein all Council Members were present 1 Opening Ceremonies Pledge and Reverence Council Member Barbour Opening Ceremonies for October 1 2014 to be arranged by Council Member Burgess 6 02 3 4 PM Council Member Barbour recognized Jared Nichols Director of Business Development for ChamberWest who directed the Pledge of Allegiance 6 09 3 5 PM ChamberWest President Alan Anderson offered the Reverence by sharing thoughts regarding the 19 1 Incident and freedoms found in the United States of America He cited the service of militazy men and women in defending those freedoms 48 3 6 7 PM Chair Kristie Overson recognized a scout from Troop 1206 in attendance 2 1 Citizen Comments 6 23 3 8 PM Chairman Kristie Overson reviewed the Citizen Comment Procedures for the audience She then called for any citizen comments 44PM John Brems thanked the City Taylorsville for the opportunity to be Taylorsville 638 s City Attorney for 18 years He cited his support of Tracy Cowdell as the new City Attorney Chair Overson recognized Mr Brems for his many yeazs of service as the City Attorney in Taylorsville 49PM Mayor Johnson thanked Mr Brems for his fine service as City Attorney 639 There were no additional citizen comments and Chairman Overson closed the citizen comment period 3 1 Mayor Report s 36PM 6 4 0 Mayor Johnson reported that some major construction will begin soon in Bennion Park to implement Appointment of Matt Thomas to the Green Committee Council Member Burgess 6 06 4 2 PM Council Member Ernest Burgess nominated Matt Thomas to serve as a member of the Green Committee 6 4 2a 0 PM Council Member Ernest Burgess MOVED to appoint Matt Thomas to the Green Committee Council Member Dama Barbour SECONDED the motion Chairman Kristie Overson called for discussion on the motion There being none she called for call aroll vote The vote was as follows yes Yes Barbour Overson Christopherson yes Burgess yes and All City Council members voted in favor and the motion yes Armstrong passed unanimously 2 Resolution No 14 25Advising and Consenting to the s Mayor Appointment of a City Attorney for the City of Taylorsville Mayor Johnson 6 54 4 3 PM Mayor Johnson stated his appreciation of former City Attorney John Brems and recommended that Tracy Cowdell of Cowdell and Woolley be appointed as the new City Attorney for Taylorsville 6 4 3 PM Council Member Ernest Burgess MOVED to approve Resolution No 14 25 Advising and Consenting to the sMayor Appointment of Tracy Cowdell as a City Attorney for the City of Taylorsville Council Member Dan Armstrong SECONDED the motion Chairman Kristie Overson called for discussion on the motion There being none she called for call aroll vote The vote was as follows yes Overson Barbour Yes Christopherson yes Burgess yes yes All City Council members voted in favor and the motion passed and Armstrong unanimously 3 2 Resolution No I4 26Advising and Consenting to the s Mayor Appointment of a Chief Building Official for the City of Taylorsville Mayar Johnson 6 47 4 PM Mayor Johnson noted that the previous Chief Building Official has left employment with Taylorsville He stated his recommendation that Steve Porten be appointed as Chief Building Official for Taylorsville The Mayor noted that Mr Porten has worked in the Taylorsville Building Department for the past seven years 6 4538 PM Council Member Brad Christopherson MOVED to approve Resolution No 14 26 Advising and Consenting to the s Mayor Appointment of Steve Porten as a Chief Building Official for the City of Taylorsville Council Member Dama Barbour SECONDED the motion Taylorsville City Council Minutes September 17 2014 Page 6 Chairman Kristie Overson called for discussion on the motion There being none she called for a roll vote The vote was as follows call yes Overson Barbour Yes Christopherson yes yes and Armstrong Burgess yes All City Council members voted in favor and the motion passed unanimously 3 REPORTS There were no reports 4 CONSENT AGENDA 1 4 Minutes of the 09 14Regular City Council Meeting and 03 Minutes of the 09 14Training Session for Municipal Officers 04 6 54 4 6 PM Council Member Brad Christopherson MOVED to adopt the Consent Agenda and approve the minutes as described Council Member Dan Armstrong SECONDED the motion Chairman Kristie Overson called for discussion on the motion There being none she called for a roll vote The vote was as follows call Barbour yes Yes Overson Christopherson yes yes and Armstrong Burgess yes All City Council members voted in favor and the motion passed unanimously 5 PLANNING MATTERS There were no planning matters 6 FINANCIAL MATTERS 1 6 Resolution No 23 I4Declaring Its Official Administrative Policy in Support of County Proposal No 1 the Zoo Arts and Parks and Recreation or ZAP Tax 6 4 7 PM City Administrator John Taylor presented the subject resolution expressing s administrative policy to support Salt Lake s Taylorsville County proposed Zoo Arts and Parks ZAP tax 6 30 4 8 PM Council Member Dama Barbour MOVED to adopt Resolution No 14 23 Declaring Its Official Administrative Policy in Support of County Proposal No 1 the Zoo Arts and Parks and Recreation or ZAP Tax Council Member Dan Armstrong SECONDED the motion Chairman Kristie Overson called for discussion on the motion Council Member Ernest Burgess cited the vast amount of support for parks and arts that Taylorsville has received through receipt of the ZAP Tax There being no further discussion Chair Overson called for call aroll Taylorsville City Council Minutes September 17 2014 Page 7 cote The vote was as follows on the recent Utah League of Cities and Towns ULCT Annual Convention that four members of the City Council Overson Burgess Christopherson and Barbour attended She described beneficial workshops and speakers that were presented and a business meeting that was conducted She described the impressive presentations rendered during the ULCT Conference and cited its value to the City 8 NEW ITEMS FOR
