Overson conducted the Briefing Session which convened at 0 6 4 pCity Recorder Cheryl Peacock Cottle conducted a Roll Call wherein all Council Members m Chair Overson called fox questions on the called the meeting to order at 3 6 1m pand welcomed those in attendance City Recorder Cheryl Peacock Cottle conducted a Roll Ca11 wherein all Council Members were present 1 Opening Ceremonies Pledge of Allegiance Gir Scouts of Utah 6 15 3 2 PM Girl Scouts of Utah directed the Pledge of Allegiance 2 1 Reverence Council Member Burgess Opening Ceremonies For October 15 2074 to be arranged by Youth Council 34PM Chair 634 Vice Ernest Burgess offered the Reverence 29PM Chair Overson recognized members of Scout Troop 474 in attendance 636 3 1 Mayor Report s 03PM 6 3 7 Mayor Lawrence Johnson reported on the Taylorsville Food Bank He recognized Council Member Ernest Burgess for his work on behalf of the Food Bank The Mayor thanked Greg and Margene Burgoyne for their past service at the Food Bank and introduced Gary and Candy Caballero who have now been hired to run the Food Bank 4 1 Citizen Comments 48 PM Chairman Kristie Overson reviewed the Citizen Comment Procedures for the 638 audience She then called for any citizen comments 6 13 3 9 PM There were no citizen comments and Chairman Overson closed the citizen comment period 2 APPOINTMENTS There were no appointments TaylorsvilleCiry Council Minutes October 1 2014 Pale 4 3 REPORTS 31 Unified Police DepartmentlTaylorsville Precinct Awards Precitct Chief Tracy Wyant 6 23 3 9 PM UPD Chief Tracy Wyant presented Taylorsville Precinct Awards as follows 59PM Officer Mikal Wersland received the Division Commander Award and was 6 3 recognized for the professional way he handled a recent stabbing incident He was commended for his attention to detail 21 6 4 2 PM Officer Todd Madsen received a Division Commander Award and was recognized for his recent investigation of a burglary 6 59 4 4 PM Officer Grant Richardson was awarded the Officer of the Month Award for August 2014 He was recognized for his valiant efforts in observing and following up on suspicious activity which resulted in felony arrests for possession of narcotics stolen property etc 6 40 6PM Officer Bryan Marshall was awarded Officer of the Month for September 2014 He was recognized for his actions in a recent aggravated burglary case resulting in the arrests of several violent offenders 58PM Council Member Dama Barbour commended officers in the Taylorsville 6 4 precinct for their fine work Chief Wyant agreed that Taylorsville has a great group of officers 2 3 Girl Scouts of Utah Maribel Rodriquez 6 50 4 9PM Maribel Rodriquez rendered a report from the Girl Scouts of Utah She reported on activities of the Girl Scouts and stated that they enjoy participating in City functions 4 5 6PM Ms Rodriguez introduced Shelby Flanders who shared her insight on what it s like to be a Girl Scout Ms Flanders described the positive impact that being a Girl Scout has had on her life 3 Public Works Report Kevyn Snteltzer 6 55 7PM Kevyn Smeltzer of Salt Lake County Public Works reported on public works services in Taylorsville for the previous quarter tle described summer maintenance projects e i slurry seal etc Taylorsville City Council Minutes October 1 2014 Page 5 Mr Smeltzer discussed winter road maintenance He cited a proactive approach being taken and described anti icing and wetting icing de pre techniques that will be used 73PM Mr Smeltzer addressed questions regarding the new methods and procedures for 02 salting roads 7 20 0 4 PM Council Member Dan Armstrong asked for additional clarification on the process and Mr Smeltzer anti methods gave further explanation on icing 7 0 5 9PM Council Member Dama Barbour asked if there is a budget allocation to maintain cul dethis year sacs City Administrator John Taylor confirmed that there is budget for such 7 07 6 PM Mr Smeltzer confirmed that plow drivers will make decisions as to what is needed in regard to spreading salt and using anti icing procedures 4 3 Economic Development Department Wayne Harper 51 7 0 7 PM Chair Kristie Overson shared information she uncovered regarding the Commercial Club of Taylorsville 100 years ago from September 1914 She read from a pamphlet that was produced at that time regarding the Taylorsville area 7 45 0 9 PM Economic Development Director Wayne Harper reported on economic development activity in Taylorsville 7 1 2 4 PM Mr Harper gave an update on the new Del Taco restaurant project 7 20 1 2 PM Mr Harper reported on 3900 West 5400 South Roadway Improvements He cited the surplus pad site at West Point Shopping Center and the Starbucks Cafe He expressed hope that the center will have a new national tenant soon 7 1 4 PM Mr Harper reported on the Crescent Corporate Center He indicated that 5 construction on this site will likely begin in March 2015 7 PM Mr Harper reported on the City s application with Salt Lake County fox a 16 Performing Arts Center to be located in Taylorsville He said that the s City application was well received and the application process is moving along very well 7 1731 PM Mr Harper relayed that Plaza 5400 is under contract with a new developer 7 45 1 8 PM Mr Harper announced that the Family Center has been recently sold to a new owner who is extremely interested in redeveloping the center Mr Harper illustrated potential concept Taylorsville City Council Minutes October 2 1 D14 Paee 6 plans He relayed that a press release is forthcoming to announce the new name of the Center He cited great and exciting with this project and said the new ownerwill re do signs possibilities make parking lot repairs and remove certain structures 22 71PM Mr tlarper reported on the Pedestrian Bridge at 4500 South He cited funding amounts from different entities 7 43 2 2 PM Mr Harper reported that Hospital Corporation of America HCA is under contract for property at the City Centex He illustrated the conceptual site plan for the project 08PM 7 2 3 Mr Harper announced that the new Chick fil A restaurant has a Ribbon Cutting Ceremony scheduled for October 2 2014 at 0 9 0m aHe showed photos of individuals that set up tents to be part of the tirst 100 people who receive Ameals for a year He noted Fil Chick that this is just one of many new businesses in Taylorsville 4 CONSENT AGENDA 1 4 Minutes Regular City Council Meeting September 17 2014 7 47 2 5 PM Council Member Brad Christopherson MOVED to adopt the Consent Agenda Council Member Dama Barbour SECONDED the motion Chairman Kristie Overson called for discussion on the motion There being none she called for call aroll vote The vote was as follows yes Christopherson Overson yes Burgess yes and Armstrong yes Barbour yes All City Council members voted in favor and the motion passed unanimously 5 PLANNING MATTERS There were no planning matters 6 FINANCIAL MATTERS There were no financial
