a) Youth Basketball Update - The last day of the program was on
Saturday, November 22.
b) Youth Indoor Soccer Update - Registration is closed as of
Monday, December 8. We have a total of 185 participants (174
in 2025).

Executive Session: SDCL 1-25-2 (sections 1-5) allows a majority of the body present to vote to
close a meeting when discussion revolves around 1)personnel, 3)legal matters, 4)contract
negotiations, 5) meetings may also be closed for certain economic development matters
marketing or pricing strategies (SDCL 9-34-19). It is the policy (2.11) of the governing board to
recess into executive session to discuss personnel issues such as employee qualifications,
competence, performance, and character or fitness.

The regular meeting of the Tea Park and Recreation Board was held on Wednesday, November 18, 2025
at 6:30pm at Tea City Hall. Board members were: Hallie Munoz, John Ganschow, Vicki Pick & Jeff
Portner. Chaired by Brian Headrick. Also present: Jake Kerr
- Motion made by Portner and Seconded by Ganschow to approve the current agenda as printed. Ayes,
all in favor. Motion carried.
- Motion made by Ganschow Seconded by Portner to approve October 15, 2025 Tea Park and Recreation
Board Minutes. Ayes, all in favor. Motion Carried.
PUBLIC SPEAKING
- No news to report
RECREATION REPORT
- Kerr provided an update on kindergarten and 1st grade Youth Basketball Program. Due to a power
outage on Saturday, November 8 at Tea Venture Elementary we had to move our last week of games to
Saturday, November 22.
- Kerr provided an update on Youth Indoor Soccer. Registration is now open, the registration deadline is
on Monday, December 8.
- Kerr provided an update on the 2026 Sponsorship Form.
- Kerr provided an update on the possibility of adding new programs for summer recreation.
- Kerr provided an updated-on Introduction to Cribbage program that will take place over Christmas
break. This will be a free program for participants in Middle School (6 th-8th Grade).
- Kerr provided information on budget request that have impact on Parks and Recreation for the 2026
Budget.
OTHER BUSINESS/QUESTIONS
- Kerr provided information for having a partnership with Tea Area School District for transportation to
bring kids to Wild Water West.

Tea Parks & Recreation 2025 Review
• Over the past three years, we have doubled the number of youth programs offered and tripled the
number of adult league programs. In 2025, we added a Youth Fishin’ Derby at Tea City Park and launched
a new Adult Summer Outdoor Pickleball program.
• We received a $3,000 grant from the Lyon County Riverboat Foundation, which was used to update and
add new equipment to the batting cages at the Tea Athletic Complex.
• In 2025, we had a total of 1,980 participants—the highest participation in Tea Parks & Recreation history!
