18th at 6:00pm, with Xan Spencer McNutt seconding the motion. Carried by the

Policy for the Naming or Renaming of City Facilities, Streets, and Park landLand
PURPOSE:
To establish guidelines for the naming or renaming of City facilities, streets and park land.
DEFINITIONS: Formatted: Font: Bold
Facility: Any street, park land, park amenity, building, portion of a building, or other
location or structure identified by the City Council that is owned and maintained
by the City of Terrell.
PROCESS:
To initiate the application of this policy, a need will be identified and a written request shall
be submitted to the Engineering DepartmentCity Administration for review. City staff will
prepare a report and present the request to the appropriate board or body and bring forward a
recommendation to the City Council, which will consider if the facility is to be considered for
naming and if it is to be added to the City Naming Facility charge. Upon receiving the a
recommendation from the City Facility Naming Committee, the City Council will consider the
recommendation and will conduct a vote to:
1. Accept the recommendation.

funds required to construct or renovate a facility. A minimum of fifty percent (50%)

1.) Streets in newly platted subdivisions or streets that have not been developed are exempt
from this policy and shall follow the naming procedures outlined in the city's
Subdivision Ordinance except that developers will be encouraged to utilize names from
a list of preferred new street names provided by the City Council or if in honor of an
individual in accordance with Part Four below.
2.) In the event a street name conflict occurs because of an annexation or other issue which
may cause delays or confusion in the delivery of 9-1-1 emergency services, city staff
will evaluate the need for a street name change and process the proposed street name
change as follows:
a. Written notice will be mailed to all property owners affected by the proposed
changes not less than 15 days prior to the Planning and Zoning Commission
meeting in which the proposed changes will be heard.
City staff shall prepare a report with associated maps, public comments and other
exhibits with a recommendation to the Planning and Zoning Commission for the

a. If deceased, the person must have served for a minimum of twenty (20) years

b. If living, the person must have served for a minimum of thirty (30) years; or
c. In which the individual has provided outstanding service in more than one
area such as an elected official and volunteer for a civic organization whose
cumulative service in the various organizations meets or exceeds the above

d. The City Facilities Naming Committee may, by a vote of two-thirds of the total
number of committee members, reduce or suspend the number of years of
service required for consideration. The result of this vote and the deviation
from the standard policy are required to be highlighted during the presentation
of the recommendation to the City Council. City Council is not under any
obligation to consider a recommendation that falls outside of this policy’s
standard parameters.
e. The City Facilities Naming Committee may, by a vote of two-thirds of the total

COMMUNITY ENGAGEMENT:
It is the responsibility of the City Facilities Naming Committee to seek opportunities to receive
information and feedback from individuals, groups of individuals, or organizations potentially
impacted by the naming of City facilities. To this end, the Committee or a member of staff on its
behalf shall:
1. Place notice in a newspaper of general circulation at least twice, occurring during two
separate weeks, prior to the Committee taking action on a recommendation item on its
agenda. This notice is not required interior rooms of City owned facility.
2. Cause notice to be provided through the United States Postal Service to those homes or
businesses located within 200 feet of the perimeter of the facility to be named. This notice is
not required interior rooms of City owned facility.
3. Cause notice to be placed in an appropriate location on the City of Terrell website.
4. Endeavor to identify and engage members of the community that may have an interest in the
naming of a City facility.
NAME RESERVE LIST:
The City Facilities Naming Committee, or a member of City staff on their behalf, may maintain a
list of names to identify important members of the community for future naming consideration.
This list will be developed and maintained to ensure continuity as Committee membership changes
with new appointments. This list shall include the criteria outlined in Part Four and will identify
which of these criteria the individual does or does not satisfy. An individual can be added to this
by a simple majority vote of those members present at the meeting during which the vote is taken.
An individual can also be removed from this list in a similar manner.
