The meeting is open to the public with limited seating in the Council Chambers. Page 2 of 21 ITEM 3.1. Riter C. Hulsey Public Library Advisory Board Board Meeting Minutes July 17,2025 Beverly Vaughn called the meeting of the Riter C. Hulsey Public Library Advisory Board to order at 4:04 p.m . in the community room of Hulsey Public Library. Members Present: Beverly Vaughn , Chairperson ; Suzie Smith; Veronica Slayton; Angie Cooper (online) Members Absent: Vicki Badgett, Shantavia Cheeves Grigsby, Andreia Reese Others Present: Evan Banks , Library Manager; Omar Felipe, Adult Services Librarian; Erin Herndon, Recording Secretary Minutes from the previous board meeting on April 17, 2025 , were distributed. Ms. Vaughn asked for approval of the minutes. Ms. Slayton made a motion , and Ms. Smith seconded. The ayes were unanimous, and Ms. Vaughn declared the motion carried. New Business : 1. Policy Updates: Mr. Banks presented the policy on notary services that we want to add to our community. Mr. Felipe will handle these services on an appointment basis. The charge will be $6.00 for the first signature, $1.00 per additional signature, and a maximum of 3 documents . Ms. Slayton and Ms. House will follow up on how payments will be accepted and tracked. The policy includes items that cannot be notarized, like wills . Ms. Cooper made a motion to approve the notary fees, Ms. Smith seconded, and the ayes were unanimous. 2. Library Stats: Mr. Banks also presented for the Board 's information the stats from the third quarter, our latest. This included the count for patron visits, new patron registrations , and the Career and Testing Center's stats : 725 total testers on Pearson and PSI. The numbers have increased each quarter, and every day last week had educators testing in preparation for back-to-school. Friends: Ms. Slayton announced the inaugural bingo fundraiser on September 18 from 6 to 9 p.m. in The Rock's dining room . First Baptist is also donating its outreach center space at no charge. The Friends need library participation and any other volunteers to help with both this fundraiser and the one Saturday night at the Terrell Heritage Market. The Friends can still sell eclipse shirts to recoup their cost, but the tote bag sales have been more successful. Hulsey Public Library, the Pages & Play Programming Center, WINGS : Career & Testing Center, and the Adult Education Center (AEC), hereby all referred to as the Library, attempt to provide a pleasant, orderly facility conducive to effective use of library materials and services. We want patrons and guests to use our facilities and campuses frequently and to take full advantage of available materials, resources, andl programs in an atmosphere that provides a positive and welcoming experience for all. This Code of Conduct has been adopted for the comfort and safety of all Library patrons and guests. It shall be posted at strategic places in the Library. It is to be courteously and firmly enforced by Library staff. We ask for your cooperation in maintaining a pleasant atmosphere, conducive to the effective use of library materials and services. The following behaviors are not permitted in the Library or on Library property: 1. Damage to or theft of patron or staff possessions, Library materials, equipment, or property. 2. Misusing Library computers, hotspots, or copier equipment, including reprogramming, altering settings, or using the equipment in a way that is in violation of policies . 3. Open-topped drinks and beverages. Drinks and beverages must be in a spill-proof container; i.e. cups with lids, bottles with twist-off caps, sports bottles, or travel mugs. Exception: the Adult Education Center (AEC) provides complimentary water cooler cups. 4. Meals. No food or drinks are permitted in the computer areas or business center. Light snacks are allowed in the Library unless the area is designated with No Food signage. The Library staff reserve the right to ask anyone to stop eating if they have received complaints or if food is messy, greasy, pungent-smelling, noisy, or snacks considered as meals. Anyone refusing to put or throw away their food will be asked to leave the Library. Patrons must leave no trace of any food they brought into the Library. Library resources, furnishings, and equipment should be left in the same or better condition than their initial state. Users are responsible for any damage to Library property and equipment caused by food or drink. 5. Birthday parties, holiday gift exchanges, and personal activities that go beyond the scope of the Library's primary function as a hub for learning experiences inclusive and respectful of all patrons will not be pennitted. Exceptions may apply for Library related activities and preapproved use of the Community Room as seen fit by Library staff. 6. Making unreasonable noise (speaking loudly, singing, snoring, talking loudly on a cell phone, and listening to music at a volume noticed by others); sleeping in the Library. Cell phones are permitted as long as speech is quiet and not bothersome to other patrons. With the exception of Library sponsored performances and story times, noise that is dismptive to an atmosphere of comfortable and casual quiet conversation is to be avoided where possible. Approved January 2026 Page 4 of 21 ITEM 4.1. l , 7. Using profane, obscene, or abusive language; racial, sexual, or ethnic epithets toward Library visitors or staff. 8. Threatening patrons or staff with firearms, knives, or other items deemed dangerous by Library staff. See also Texas Penal Code 46.02 (Unlawful Carrying Weapons) & 46.04 (Unlawful Possession of Firearm). 9. Provoking arguments, fighting, and/or arranging fights on Library premises including the building(s), grounds, and parking lots. Behaving in a loud or rowdy manner. lO. Harassing other Library visitors and /or staff (deliberate or repeated behavior that is intimidating, offensive, and/or hostile) in a manner that impacts use of the Library and /or staff work performance. This includes but is not limited to initiating unwanted conversations or interfering with access to tpe building by congregating in or near entrances, exits, and stairways. Il. Loitering, alone or in a group. See also City Ordinance No. 2819. 12. Using emergency exits for non-emergency departures. 13. Entering areas designated "Staff." 14. Leaving children unattended inside or outside the library, especially at closing time. See U nattendedlDisruptive Children Policy. 15 . Allowing children in one's care to behave in a disruptive or destructive manner. See UnattendedlDisruptive Children Policy. 16. Wearing insufficient clothing. Shirt, pants, and shoes are required. 17. Patrons who have unprotected open wounds, contagious illnesses, loud and continued coughing, or poor hygiene may be asked to leave the Library until proper precautions or measures have been taken. See Health and Safety Policy. 18. Soliciting, selling, or proselytizing, whether for personal gain or charitable purposes. See also Code 1968 and Ordinance No. 2816. 19. Smoking and use of tobacco products in the Library. There is No Smoking on City property. See City Ordinance Ch. 1 Sec. 1-23 - Smoking regulations: (a) Prohibit smoking, defined as the lighting, holding or carrying of, or emitting or exhaling the smoke of, a pipe, cigar or cigarette or any kind, is tmlawful in all City of Terrell facilities. This includes e-cigarettes, vape pens, and any other vaping or smoking-related product. 20. Using, selling, or being under the influence of drugs, including alcohol, while in the Library or on Library property. Including behaving in a way suggestive of being under the influence of alcoholic, hallucinogenic or other controlled substances. See also City Ordinance Cod e 1968. 21 . Monopolizing/obstructing space, seating, tables, or equipment to the exclusion of others. 22. Leaving personal items unattended in the Library or on Library property. 23. Bringing animals into the Library, except for registered service animals or animals featured in special library events. See also Guidelines for Animals in the Library. 24. Bringing carts, wagons, luggage, oversized backpacks, purses, trash bags, or other personal property that cannot fit under a Library chair. Videotaping or photographing Library visitors without prior authorization from that visitor and the Library Director. 26. Distributing literature, taking surveys, or asking individuals or staff to sign petitions or similar activities, except as part of special events sponsored by the City of Terrell, the Library, or the Friends of the Hulsey Public Library. See also City Ordinances 2202 and 2058. 27. Running, skateboarding, rollerblading, bicycling, or "scootering" on Library property other than for the purpose of arrival and departure to and from the Library; playing and loitering on outside ramps, walls, and walkways. Skateboards, basketballs, or other athletic equipment brought into the Library may not be used as intended while in the building or entry/exits. I 28 . Engaging in inappropriate displays of touching, affection, or sexual activity. 29 . Misusing restroom facilities, such as bathing, shaving, cutting hair, and washing clothes. Library staff are required to bring to an individual's attention any act or omission which violates the Cod e of Conduct and related Library policies. The person exhibiting inappropriate behavior will be asked to change his or her behavior to conform to the Code of Conduct. This may occur through verbal warnings, being provided a copy of the Code of Conduct policies, being asked to leave for the day and/or banning from the Library or Library grounds. Failure to leave, if asked , may result in the police being called or a possible charge of criminal trespass. Depending on the severity of the violation, individuals who have been asked to leave the building(s) may be evicted and barred from returning to the Library for varying periods oftirne. Individuals who have been evicted may be required to discuss the violation with the Librarian/Supervisor, Library Manager, or Director before being readmitted . Riter C. Hulsey Public Library Makerspace Policies & Proced ures The Riter C. Hulsey Publ ic Library supports its mission to prov id e infonnation, ed ucationa l and recreational resources to meet the need s of the community it serves. The use of the Makerspace is governed by the fo llowing policies. Patrons wishing to use the Makerspacc, or any equipment contained wit hin it, must read and sign t his policy before they may use it. Policy: • The Lib rary's Makerspace may be Llsed only for la'v'.:fu l purposes. The public is prohibited from using the Makerspace an d any included equipment to create material t hat is: 1. Prohibited by loca l, state or federa l law. J Unsafe, hannfuL dangerous or poses an immediate threat to the we ll-being of others (such use may vio late the tem1S of use of the manufacturer). 3. Obscene or otherwise inapproptiate for t he Library environment. 4. In vio lation of anot her's inte llectua l property righ ts. For example, the equipment may not be used to reprod uce materia l that is subject to copy tight, patent, or trademark protection. • Patrons may not mod ify the hard ware or software, or install new programs onto the Makerspace computers. • The Library reserves the tight to d eny access to the Makerspace if a patron vio lates any part of the policies, or for any other misuse of the space, as determined by Library staff. Procedures: • Patrons must ha ve a current Library card to use the Makerspace. • To request access to the Makerspace, a patron must show their Library card to Library staff. • The user bears responsibility to lise the items properly and to pay for any expended cOl1sumab les and missing or broken pmis. Machines will be checked out to individ uals \\i' hile in lise and wi ll be checked back in upon comp letion. • lndividua ls using the machines must notify staff w hen finished with the machine. A ll items must be in the same cond ition in w hich it was borrowed. The machines are for in- house use on ly, and must stay in the d esignated location w hile in use and checked out. • For groups Llsing the Ma kerspace. one individual mllst accept responsibility on behalf of the group when using the mac hines, but each member of the group must watc h the training videos and sign the Makerspace Policies & Procedures. Each approval will be documented in the library patron's account. • Library staff members are happy to assist Makerspace users as time pem1its. Staff has limited availability to provid e this assistance on demand. • Makerspace tools and devices that are free to use include the following: imagination Wall, Collaboration Space, Die Cut Machine, Sewing Machine, Laser Engraver and Cutter, Spark! Insight Maker Calt, and the P~dcast Booth. Makerspace machines that have associated fees for use include: the Button Maker. 3D Printer, and the 3D Pen. The detailed fees can be found listed within the Equipment Policies. These fees are subject to change. • Makcrspace equipment may not be left unattendcd while it is in usc; patrons mLlst rcmain \\ ith it at all times. • Wl1en reserv"ing the Makerspace or its equipment, scheduled Library programs have priOlity, follovved by patrons who have made a reservation ahead of time. • The Makerspace equipment must be reserved for use dUling designated tinles. • The Makerspace will close and be locked 15 minutes before the Library closes. Please ensure all work is completed, equipment is turned off and the work area is cleaned before this time. Work on the equipment should conclude, the area cleaned and the workstation restored 15 minutes prior to the end of a reservation time. • I f the Makerspace or its equipment is found to be damaged or missing when a patron is finished llsing it, that patron may be subject to a rep lacement cost. • If Makerspace tools or equipment break. or if any accidents occur while using the Makerspace, alert Library staff immed iately. Guidelines: • Follovv all safety guidelines and exercise caution with all Makerspace equipment. • The Library is not responsible for any injlllies caused by improper use of equipment, damage to a patron's files or for any manufacturer's defects. • All work saved on Library computers will be deleted at the end of each session. Patrons must save files to an external storage device. • Be respectful of other patrons, and do not dismpt someone's vvork. Button Maker Designated iocation: Pages & Play (3 0l N. Tanger Dr.) The librmy has two button maker machines; i nstant Button Maker (2.5") and an American Button Machine #54226 (1S'). The Button Makers must be reserved for use during designated Makerspace hours. Patrons may d own load images from the intemet or design your own. The library can provide an electronic temp late for printing sizing purposes. Patrons may use the Button Maker for .25 t'or small buttons and .50 for \arg~ with a limit of 100 buttons per month. CUlTent libra ry printing po licies and costs apply for the printing of photo templates. 3D Printer Designated location: Pages & Play (30 1 N. Tanger Dr.) The Library has a 3 D Poly Printer 229 that is available for use by patrons. ll1e patrons mLlst LIse the fi lament provided by the library at a price of $0.1 0 per gram of used materials. Any materials that were a misplint will still be included in the weight, along with the final product. The 3D printer must be reserved for llse during designated Makerspace hours. Each patron will be limited to using one color of filament per day. TIle patron can create their files during their reservat ion time or come in with their files (in STL format) already created. The librmy will limit the use of the 3D printer to two hours per patron per clay. I f a patron requires more than two hours to comp lete their print, they must contact the library staff to confirm on machine and staff ava ilability. The libraIY will not allow plints to be made that \vi ll not be comp leted thi11y minutes before our closing time. 3D Pen Designated location: Pages & Pla.v (30] N. Tanger Dr.) The libralY has a MYNT30 3D PEN SU PER that is avai lable for usc by patrons. 111e patron must use the filament provided by the lib nuy at a price of $0.1 0 per gram of llsed materials. The 3D Pen must be reserved for use d LIling designated Makerspace hours. Laser Engra ver and Cutter Designated location : Pages & Play (301 N. Tanger D r.) TI1C library has a XToo l Laser Engraver and Cutting machine that is avai lable for llse by patrons. The user must bring their own matelials. I t is recommended that d esigns are created before coming so that the time is spent for machine use. There is no charge to llse the machine. Users may bring their OViD equipment if preferred. There is no charge to use the Podcasting Booth. The Podcasting Bootb mLlst be reserved for use duling designated Makerspace hours. S park! In sight M aker Cart The Discovery Maker Spark is a mobile learning center designed for teachers and other educational professionals to bring STEM and Makerspace activities to any individua l or group. 111c items contained in the Maker Cart have been selected for all ages. arc designated for Children, Young adult and ad ult lISC, and inc ludes kits. so ft 'vv arc. equipment and accessories. These items are intended for in-hoLlse use and for self-guided exploration, practice and prod uction. • NO food or drink is allowed \vhen using the Maker Cart or any of the included kits. • Patrons bear responsibi lity to use the items properly and to pay Cor any expended consumables and missing or broken parts. Items \'v ill be checked Ollt as "kits" to individ uals. • The person checking out the kit must retum it to the same location \vhere it was borrowed. All items mllst be returned in the kit in the same condition in \vhich it \\as bon'owed, and not combined 'vV ith items from similar kits. • Read the safety warnings and instructions in this guide before using the can. • Do not place more than 25 pounds on the top surface. • Do not attempt to repair or rep lace any part of the cart. I f the cart is not functioning properly, let Library staffkno\v imm~diate l y. • Do not l~an on the cart doors. Doing so can cause the can Lo tip 0\ er, which may resu lt in damage to the cart and or personal injury'. • 111e cart should only be moved by ad ults vvho have read the manual and understand the safety instructions. • 0 isconn~et the power cord before moving the cart to a different location. • Make sure all four brakes are set before opening the cart doors and allowing students to use the cart. • To prevent the calt from tipping mer, never place the cart on a steep incline when moving it to a d ifferen t locat ion. • Make sure the cart is stored or used in an area with adequate ventilation. • :vlake sure the ca11 doors are closed and locked completely before moving the cart to a different location. • AI, oid sharp impacts to the monitor. HuJsey Pub lic Library Library Card R egistration Policy Any person three (3) years of age or o lder res iding in the state of Texas is eligible to o btain a Hu lsey Pu blic Library borrower's card. There is no fee for City of Terrell residents to o pen a library accou nt. Kaufman County residents will be charged an annual fee of $30 per adult card . Residents outside Kaufman C ounty will be charged a yearly fee of $50 per household . This full-service lib rary card entitles individuals to borro\-\ an un limited num ber of items. A current driver's li cense or Department of Public Safety fdentification Card is sufficient verification. If the driver's license/ identification does not reflect the applicant's current mailing address, the applicnnt a lso must supply a supp lemental fonn ofresidency verification, for example: 1 ) any current uti lity bill or rental/lease agreement, 2) a valid voter's registration card; or 3) a personalized check. UpOll compl etion of the application, a first -time library user may bOlTOW two (2) items, excluding Hot Spots and Literacy Kits. Once the application is processed, the new lib rary card is given immediate ly to the patron. Patrons' full bOlTowing privileges are instated after their first check out/check-in. Minor cards mLlst be associated with the parent/legal ,guardian's library card. A minor may have only one card in the system at a time. Therefore . if the minor resides in two separate househo lds, only one parent/guardian may sign for their library card. Hulsey Public Library Health and Safety Policy All persons using the library or library services must act in a manner that does not interfere with the rights of others in their use and enjoyment of library services, or the staffs ability to provide servIces. For the health and safety of staff members, and members of the public, patrons are asked to avoid using the Library or borrowing Library materials when they have an illness or condition that is contagious including but not limited to the flu, covid-19, pink eye, lice, etc. Patrons who have unprotected open wounds, contagious illnesses, loud and continued coughing or poor hygiene may be asked to leave the Library until proper precautions or measures have been taken. Users who return library items that have been infiltrated by insects which are harmful to humans or books (such as bed bugs, fleas, roaches, etc.) may be temporarily barred from borrowing items andlor visiting the library until proof of extermination at their household can be provided. Access will be reinstated after the patron presents proof that his or her residence has been successfully treated for and eradicated of bed bugs by a licensed and accredited pest control company. Individuals living in the same household as the barred user may also be temporarily barred .
