Job Opportunities Focus Group Compatibility Analysis ❖ Although Terrell has some quality job opportunities within the city, some Terrell residents stated they travel to other cities for work, which lowered the score. ❖ Focus group participants from outside Terrell often stated a short commute time within their city is of high importance, which lowered those scores. They desire a bond with people who live nearby to have a cohesive, safe, prosperous and happy area. Community/Neighborhood Focus Group Compatibility Analysis ❖ When Terrell residents and participants outside of Texas noted what they like about their communities, many aspects were similar to qualities of Terrell. ➢ These included a family-oriented community, friendly neighbors, safeness, and a smaller community. ❖ Terrell lacked certain qualities that focus group participants such as those from Dallas and Austin prioritized. ➢ These included diversity of the community, proximity of neighborhoods to Page 23 of 59 stores and entertainment, and lower price of homes/property/rent. 18  AARP: Livability Index Social Index Score ITEM 5.1. Many respondents also stated their need to be near necessities such as a Target, grocery stores and restaurants, and clearly did not care to be near a Walmart. B: There is some variety of local entertainment options and community events to participate in Terrell. C: There is little variety of local entertainment options and community events to participate within a 5-10 miles of Terrell. It was noted that nightlife “is a glaring miss.” ❖ One aspect that contributed to Terrell’s low score in all four groups was distance to grocery stores and other shopping needs. ❖ Since many of the participants were young professionals, the lack of variety in/proximity to nightlife and entertainment activities was also a negative factor. This is further explained in the subsequent slide. ❖ Google Maps shows 20 places to eat and 2 theatres. ❖ The City of Terrell website lists 3 shopping centers. Scale: Score of A-F A: There is a large variety of local entertainment options and community events to participate in in Terrell. B: There is some variety of local entertainment options and community events to participate in Terrell. Walkability Walkable neighborhoods with good infrastructure, sidewalks and pleasant surroundings were important considerations. Scale: Score of A-F A: In my neighborhood I can walk myself, my kids, and my dogs to leisure destinations and I feel safe the entire time. B: I can find some places nearby that are safe to walk around. C: I run or walk a little around my house or around a comfortable route. Walkability Focus Group Compatibility Analysis ❖ It was noted that people in some neighborhoods walk their dogs and push strollers around the neighborhoods, but there is a need for more housing in Terrell and more residential options that would enable young, single professionals to feel safe. ❖ A lower crime rate and more safety in Terrell was a positive factor for all these scores. ❖ Dilapidated/lack of infrastructure, and housing being too far away to walk to activities are factors that contributed negatively to Terrell’s walkability score. ❖ Many young professionals place priority on their apartment/housing to be close enough to walk to various activities, shopping centers, etc. ➢ Being farther away can mean less street lighting, less people around, etc., thus Page 33 of 59 making walking around feel less safe at night. 28  ITEM 5.1. Walkability ❖ According to WalkScore.com, Terrell scores a 65 which is “somewhat walkable.” ❖ Accounting to AARP Livability Index, there are 193 crimes per 10,000 in Terrell, which is less than the Median US neighborhood. Scale: Score of A-F A: In my neighborhood I can walk myself, my kids, and my dogs to leisure destinations and I feel safe the entire time. B: There are some well-kept parks and outdoor spaces located in neighborhoods throughout the city. C: There are a few parks and outdoor spaces located throughout the city, some travel required. PADIC RESOLUTION NO. 2022-1 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE PARK AND DOWNTOWN IMPROVEMENT CORPORATION AUTHORIZING THE EXPENDITURE OF TYPE B FUNDS FOR PARK AND DOWNTOWN IMPROVEMENTS; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO NEGOTIATE AND EXECUTE CONTRACTS FOR CONSTRUCTION OF A BRIDGE IN BEN GILL PARK FROM THE EXCEL CENTER TO THE SOCCER COMPLEX; AUTHORIZING THE TRANSFER OF TYPE B PARK AND DOWNTOWN IMPROVEMENT CORPORATION FUNDS TO THE CITY OF TERRELL INTEREST AND SINKING FUND; AND DECLARING AN EFFECTIVE DATE WHEREAS, the City Council authorized the creation of the Park and Downtown Improvement Corporation (“PADIC”), a non-profit corporation to act on its behalf by providing capital improvements to the parks and downtown area of the City as authorized under state law; and WHEREAS, the PADIC Board of Directors recommend certain projects be funded with Type B Park and Downtown Improvement Corporation funds; and WHEREAS, City Council passed Resolution No. 1053, “Attachment A”. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TERRELL, TEXAS THAT: Section I. The PADIC Board authorizes use of $250,000 of the $400,000 Contingency Fund identified in City Council Resolution No. 1053 for an ExCel Center Bridge Project as shown in “Attachment B”. Section II. The PADIC Board of Directors recommend that City Council authorize the City Manager or his designee to enter into contracts as necessary to design and construct a bridge over the drainage easement in Ben Gill Park between the TISD ExCel Center and the Soccer Complex. RESOLUTION NO. 2022-2 A RESOLUTION OF THE PARK AND DOWNTOWN IMPROVEMENT CORPORATION RECOMMENDING THE CITY COUNCIL AUTHORIZE THE CITY MANAGER TO ENTER INTO AGREEMENTS WITH ARTISTS TO EXPAND THE EXISTING HISTORIC MURAL COLLECTION IN THE CITY OF TERRELL, AND DECLARING AN EFFECTIVE DATE WHEREAS, the City Council authorized the creation of the Park and Downtown Improvement Corporation (“PADIC”), a non-profit corporation to act on its behalf by providing capital improvements to the parks and downtown area of the City as authorized under state law; and WHEREAS, the PADIC Board of Directors recommend certain projects be funded with Type B Park and Downtown Improvement Corporation funds; and WHEREAS, In the early 2000s, the Terrell Chamber of Commerce, the Terrell Downtown Association, the City of Terrell and the NorthEast Texas Fine Arts Alliance began to discuss the idea to begin a mural project in Terrell; and WHEREAS, the primary subject matter of the first mural was a Stearman biplane used by British cadets who trained in Terrell during World War II; and WHEREAS, It was painted on large art boards by NETFAA members and dedicated to the people of Terrell in May of 2012; and WHEREAS, Downtown leaders volunteered to continue the coordination of the project which, to date, numbers ten (10) murals funded through a combination of private donations and City of Terrell funds; and WHEREAS, The murals have been created by various artists to celebrate aspects of historic Terrell; and WHEREAS, The Park and Downtown Improvement Corporation supports additional murals and the preservation of existing murals primarily in the Downtown Historic District; and WHEREAS, Terrell ISD desires to partner with the City to consider the addition of murals significant to the district’s history; and WHEREAS, The City of Terrell desires to commemorate the upcoming sesquicentennial in 2023 with a mural at Adelaide and South Alley depicting the deed transaction which was integral to the founding of Terrell; Page 51 of 59 ITEM 5.4. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TERRELL, TEXAS, THAT: That the Board of Directors of the Park and Downtown Improvement Corporation hereby approves the mural project referenced in “Exhibit A” and authorizes the transfer of $250,000 from the Park and Downtown Improvement Corporation Type B Funds to the City of Terrell Public/Private Partnership Fund for Mural Projects. The PADIC Board of Directors recommend that City Council authorize the City Manager or his designee to negotiate and execute contracts with various artists to commission new murals and refurbish existing murals consistent with “Exhibit A”. Mural of Deed Transaction Between Terrell Pioneers John G. Moore and C.C. Nash • Location: Back of Building at corner of S. Adelaide and S. Alley. • Size: 65 ft. x 17‐20 ft. (Staggered height) • Artist: TBD • Description: Depiction of C. C. Nash giving John G. Moore money from the safe in his store which Moore wrapped around his leg and covered with his sock and boot. He then made the long trip by horseback to Uvalde, Texas to buy the land where Terrell was later founded. • Cost: Bid estimates range from $16,000 ‐ $39,000 (Price inclusive of lodging, materials & lift/scaffolding costs) • Note: In conjunction with historical marker application of same subject. Sesquicentennial Logo The City is working logo that would be featured on one side of a set of challenge coins commemorating our Sesquicentennial in 2023. The design for the City’s coin features a pair of ‘T’ shaped railroad spikes. The flip side of the coin would have the City logo and the founding date.
